WHAT'S NEW?
Read the Footnotes
I know so many of us went through school and never read the footnotes. In the world of prevailing wage, the footnotes MUST be read to keep contractors in compliance. In many states, footnotes include craft ratio or even special treatment of overtime pay. For example, in Alameda County, California the rate for residential Sheet Metal Worker includes this footnote under Pension rate of $23.70:
Includes an amount for Profit Sharing Plan ($4.99) that is factored at the applicable overtime multiplier ($1.43 for Residential A/C Pro; $0.96 for Residential A/C Specialist; $2.50 for Residential Service Mechanic; $1.50 for Residential Service Technician). Pursuant to Labor Code Sections 1773.1 and 1773.8, the amount paid for this employer payment may vary resulting in a lower taxable basic hourly wage rate, but the total hourly rates for straight time and overtime may not be less than the general prevailing rate of per diem wages.
So, the proper OT calculation for Sunday and Holiday work (double-time rates) includes a pension contribution of: ($23.70 − $4.99) + ($4.99 × 2) = $28.69
For Davis Bacon, be sure to read to the very bottom of the craft classification where items such as holidays and vacation and premium pay (zone) can also be found.
Other states also have footnotes, so be certain to review those as well.
