Exterior Painting Approval Process

Residents planning to refresh the exterior paint of their homes, please note that adherence to the painting approval process is required, even if the chosen color remains unchanged.

Things to Know:

  • Submit an Architectural Request: Begin by submitting an Architectural Request via our homeowners portal on City Property Management. If you have not yet set up your portal, please visit Cityproperty.com to create an account.

  • Fill Out the Request Form: The form will request specific information about your painting project, including:
  • Paint color name
  • Paint manufacturer and paint number
  • Light Reflectance Value (LRV) of the paint

  • If your project includes painting garage doors, especially in a different color from the stucco, ensure this information is also provided.

  • Pre-Approved Colors: If the paint color is on the Sincuidados list of pre-approved colors, the approval process will be expedited. A binder with large color swatches of pre-approved colors is available at the guard house at the Pima Gate for your reference. However, please note that the binder is currently being updated with new colors and will be unavailable until mid-April. A list of pre-approved colors can be provided upon request, though color swatches are not available at this moment.

  • Non-Pre-Approved Colors: For colors not on the pre-approved list, a 2' x 2' paint sample must be applied to your house's stucco for Design Review Committee inspection. This step is necessary for all colors not pre-approved, regardless of whether it matches the existing color.

  • Finish Requirements: All stucco paint must have a flat finish, while garage doors may have a different sheen.

For detailed information on the painting approval process, please refer to the Design Guidelines Section B.16 available on the Sincuidados website at www.Sincuidados.org.

Calling All Residents

Every February, the Sincuidados Bylaws mandate the election of board members. The Bylaws further stipulate that a majority of the lots owned within Sincuidados must participate in the voting process for a quorum to be achieved and the election to be officially certified. Each lot is allowed one vote and owners who own more than one lot get one vote for each lot owned.

Over the past 20 years, Sincuidados has consistently achieved the required quorum for board elections. However, at the Annual Meeting on February 29th, only 121 votes were cast, falling short of the necessary 152 votes. Consequently, members present at the Annual Meeting decided to adjourn until additional votes could be gathered to reach the 152-vote threshold.

In accordance with our Bylaws, we have 70 days to reach quorum (152 votes cast) or face the prospect of calling a new election. Accordingly, the annual election of board members has been extended to April 18th. It is our hope that during this time, enough residents will cast their ballots to meet the quorum requirement, allowing the Annual Meeting to reconvene and the board election to proceed.

For residents who have not yet voted, ballots are available at the Pima Gatehouse. These ballots must be returned back to the Pima Gatehouse by April 15th to ensure they are counted. Hopefully, the quorum of 152 will be received, and the election of new board members can be completed on April 18th.

Sincuidados enforces a strict leash policy, in alignment with Maricopa County and the City of Scottsdale regulations, which classify letting dogs roam off-leash as a misdemeanor. Arizona law imposes strict liability on dog owners for any injuries or damages caused by their pets. This means that dog owners are held responsible for any harm their dog inflicts, regardless of the dog's previous behavior or the owner's knowledge of such behavior.

In our community, incidents involving dogs have included a resident being bitten, another resident suffering a fall, and a dog fatally injured by a vehicle. These incidents highlight the importance of adhering to our leash policy on all Sincuidados properties.

Residents encountering a dog off-leash are urged to report the violation through the Resident Portal or by contacting Animal Control at 480-312-5000.

For detailed information on pet management and applicable laws in Scottsdale, please refer to "Section 3.5 Pet Policy" in the Sincuidados Association Rules. This section provides essential information on licensing and leash regulations, ensuring the safety and well-being of both our residents and their pets.
