Upcoming National RTAP Webinar on its ELDT for Passenger Endorsement eLearning Course

The Entry Level Driver Training (ELDT) for Passenger Endorsement eLearning course was developed by National RTAP to inform and prepare new drivers pursuing a commercial driver's license with passenger endorsement. We are holding a webinar on November 3, 2026 from 2:00-3:00 PM ET to introduce this course.

Upcoming National RTAP Events

National RTAP updated its Bus Roadeo Toolkit, first published in 2014, with comprehensive new content, templates, checklists, forms, marketing resources, supplemental materials, and a new training video with expanded content. Please join us for a webinar tomorrow, October 23, 2026, 1:00-2:00 PM for an introduction to the Toolkit's new features and resources.

The National Transportation in Indian Country (NTICC) will take place in Chandler, AZ, November 15–19, 2026. Sign up for the Tribal Bus Roadeo on November 15. National RTAP serves on the Conference and Roadeo planning committees and is presenting and exhibiting.

National RTAP and the Coordinating Council on Access and Mobility Technical Assistance Center (CCAM-TAC) are co-facilitating a Peer Roundtable on Local Match on December 15, 2026 from 2:00-3:00 PM ET. This is a chance for Section 5311 and 5310 subrecipients to share best practices. Participants will learn practical steps for identifying and approaching local match and fund braiding sources for their grants and will receive resources with additional information. Come ready to share your successes! Please note that this roundtable is just for transit managers.

National RTAP's next State RTAP Manager Peer Roundtable will be held on January 28, 2027, from 2:00-3:00 PM ET. This is an informal meeting for State RTAP Managers to discuss issues of interest to them. Topics will include RTAP scholarships for conferences that are not transit conferences, models states use to allocate 5311 funding to subrecipients, how State DOT financial and compliance reporting platforms can be best leveraged, and others. Please note that this roundtable is just for State RTAP Managers.

National RTAP and Transit Workforce Center (TWC) are co-hosting a LinkedIn Learnalong on Employee Engagement on January 29, 2027 from 1:00-2:00 PM ET. The session will feature an introductory video on successfully engaging frontline staff created by TWC, followed by a panel discussion. Bring your challenges and successes, and be prepared to participate in a robust discussion. RSVP to info@nationalrtap.org. Please note that you need to have a LinkedIn account to participate.

The next Learn About TACL training will take place on February 9, 2027 from 2:00-3:00 PM ET. The session will instruct on how to use TACL and include a Resource Feature by Al Benedict, National RTAP Technology Tools Lead, on the National RTAP Seamless Rides Best Practices Spotlight Article.

The National RTAP Books in Transit Discussion Group selected All That Road Going by A.G. Mojtabai as its next book to read. The passengers on the Greyhound bus couldn't be more different, but travelling long distances together and sharing the camaraderie of the open road, as well as unforeseen difficulties encountered in travel, bring them (and the driver) together in new ways. While the author will not be attending the meeting, she will answer questions from our readers, which will be shared during the meeting. If you have questions for the author about the book, please send them to info@nationalrtap.org. Please register for the meeting on February 16, 2027 from 2:00-3:00 PM ET.

Propose Your Transit Agency as a Site for our Rural Transit Day Time Capsule

We are doing something very special for Rural Transit Day 2027. Since it's National RTAP's 40th birthday next year, we will be burying our 12-inch Time Capsule at the site of a rural transit agency and opening it at our 50th birthday in 2037. View a video of our call to action on our Rural Transit Day web page. If you would like to be considered as a site and have obtained all necessary permissions, please email info@nationalrtap.org by March 31, 2027.

National RTAP Seeks Roadeo Tracker Beta Testers

National RTAP is looking for potential beta testers for a new tool, Roadeo Tracker, a web application designed to manage, score, and rank transit driving competitions in real time. The platform will allow scorekeepers to input score sheets for various obstacle courses, safety habits, and inspections, automatically calculating scores and rankings across different divisions such as fixed route and paratransit. If you are interested in helping to test this tool, please reach out to info@nationalrtap.org.

Participate in a TCRP Survey on Marketing and Customer Communication

The Texas A&M Transportation Institute (TTI) is conducting a research project for TCRP: Innovative Marketing and Customer Communication Strategies for Rural Transit that will develop practical guidance and resources for public transportation managers and staff at rural transit agencies and State DOTs to enhance rural transit marketing and customer communication strategies.

Please fill out a survey by October 28, 2026 to help shape this research. National RTAP's Knowledge and Resource Manager Cara Marcus submitted this topic as a problem statement and serves on the project panel.

From the RTAPgo Archives - Country Roads with George Levitsky

We've published one of the original RTAPgo podcasts for the first time. National RTAP Executive Director interviews George Levitsky, General Manager at the Fairmont-Marion County Transit Authority in West Virginia. Throughout the podcast and transcript, George shares his best practices on transit marketing, staff retention, and service planning, and discusses the challenges his agency has overcome.

U.S. DOT and FTA Updates

The public is welcome to attend the Discover Tomorrow’s Transit, Today FTA Innovation Showcase, which will be held in Washington, DC, on December 4, 2026, from 9:00 AM - 12:00 PM ET. This hands-on showcase features high-tech and accessible transit innovations from across the industry.

U.S. DOT and FTA reestablished the Transit Advisory Committee for Safety (TRACS) charter. Under this new charter, TRACS will review current challenges and innovations in public transportation safety and provide recommendations to the Secretary and FTA Administrator that can be implemented in support of safety in the public transportation sector.

Webinars and Training

The National Center for Rural Road Safety is holding a webinar on Integrating Public Health and Transportation to Enhance Road User Safety on October 28, 2026, from 1:00-3:00 PM ET. Hear from Tribal transportation and planning professionals who have performed successful tribal-led public engagement about how they did it and what advice they can give from their experience.

Publications

TCRP's Estimating Bus Speed: Update of the TCQSM Method describes the use of archived bus travel time data to validate and update the speed estimation method using more bus facilities and bus travel time observations than were feasible when the underlying research method was conducted in the late 1990s.

The Coordinating Council on Access and Mobility Technical Assistance Center's (CCAM-TAC) Rural Health Transformation Program Implementation Guide outlines key elements such as funding integrity, strategic partnerships, implementation strategies, and the growing role of mobile health in expanding access to care. It also highlights how transportation, transit, and community partners can align their work with statewide plans, support flexible “care anywhere” models, and strengthen coordination across sectors.

NCHRP's Determining Fleet Mix and Vehicle Size in the Rural Transit Setting addresses the complex decisions that rural and tribal transit agencies and State DOTs face when determining the appropriate mix and size of vehicles to serve their communities effectively. The report is designed to help these agencies make informed, data-driven decisions about vehicle type, size, and fleet composition, such as vehicle procurement delays, funding and resource constraints, driver recruitment and retention, coordination across agencies, and accessibility considerations.

Transit Center published its Transit Narrative Project, with narrative and media guidance, frames and messages that move people, tools, training, and more.

There are several new National Transit Database (NTD) Knowledge Base Articles, including Accessing Your NTD Report Package, Understanding the Difference Between Urban and Rural NTD Reporting Modules, and NTD Validation Process and Clearing Issues.

Databases and Tools

The CDL Test Prep Tracker offers flashcard decks on various topics, such as general knowledge and pre-trip inspection. The website keeps track of where users are in the deck. Each fact contains a source reference.

The Health Resources and Services Administration (HRSA) Quick Map of Rural Health Areas shows areas by nation, Health and Human Services (HHS) region, state, or county. The map includes HRSA grantees with information about their grants.

Global Transit Stats is an international database with free, on-time performance reports, including reliability reports, on-time rate, late share, and average and worst delays. Users can compare two cities.

The Bureau of Transportation Statistics (BTS) publishes County Transportation Profiles. Data for counties includes transportation facilities, demographics and the economy, and means of transportation to work, including public transportation. BTS also publishes Congressional District Transportation Profiles.

The United Motorcoach Association's (UMA) busrates.com database lets users search local charter bus rates to compare quotes. The database includes charter motorcoaches, minibuses, executive coaches, and other vehicles.

New Mexico DOT provides a Microtransit Propensity map that displays transit potential and transit need based on existing transit provision.

Opportunities

The third round of funding from the Tribal Broadband Connectivity Program will make funds available on Native American, Alaska Native and Native Hawaiian lands for deployment of Internet infrastructure and affordability programs. Applications must be received by November 17, 2026.

The Economic Development Administration’s Economic Adjustment Assistance Program provides funding for technical, planning, and infrastructure projects in regions experiencing adverse economic changes that may occur suddenly or over time. Eligible activities include planning, construction, technology demonstrations and deployment, research and development, and accessibility. Applications are accepted on a rolling basis.

Legislation

The Administration for Native Americans, Administration for Children and Families, and Department of Health and Human Services propose to amend the Native American Programs Act regulations. The Act authorizes the Administration for Native Americans to promote social development and economic self-sufficiency in Native communities through competitive grant funding. In June 2026, all of Part 1336 was repealed except for five sections. This rulemaking proposes to remove the language that is duplicative and streamline the remaining text. Comments are due November 13, 2026.

The Drug Enforcement Administration (DEA) proposes to temporarily classify two psychoactive alkaloids above a specified threshold in Schedule 1 of the Controlled Substances Act.  DEA also proposes to temporarily place two additional psychoactive alkaloids in Schedule 1. Comment periods are forthcoming.

NHTSA is seeking comments through November 16, 2026 on a new information request on Intelligent Speed Assistance (ISA) User Acceptance and Effectiveness Testing using Simulator and/or Closed Track Methods.  The objective of this research is to advance the state of knowledge regarding the interplay between driver acceptance and effectiveness of different ISA systems.

NHTSA is also seeking comments through November 18, 2026 on a new information request on an Older Novice Driver Study. This study aims to examine the driving performance and behavior of younger (less than age 17) and older (ages 18 to 20) novice drivers during their first year of unsupervised driving to inform the feasibility of developing Graduated Driver Licensing (GDL) provisions that apply to older novice drivers.

In addition, NHTSA is updating its vehicle lighting standards, Federal Motor Vehicle Safety Standard No. 108, and is requesting comments through November 9, 2026. The updates will address headlight glare; update rules for LEDs, dusk sensors, automatic high beams, and replaceable light sources; evaluate how headlamp height and aim affect driver visibility; and streamline test procedures for plastic optics and replaceable lenses.

The Environmental Protection Agency (EPA) extended the reporting deadline under the Greenhouse Gas Reporting Rule for reporting year 2025 data from October 30, 2026, to March 10, 2027.

The Food and Drug Administration (FDA) finalized a rule removing a regulatory barrier to oral fluid drug testing for commercial drivers, expanding alternatives to urine testing and reducing opportunities for tampering.

FMCSA announced the implementation of updated requirements for the DataQs review process. DataQs is FMCSA’s online system that allows drivers (including transit drivers), motor carriers, and other stakeholders to request a review of federal and state safety data they believe is incomplete, incorrect, or inaccurate. The system provides a formal way to ask the government to review information and, when appropriate, correct it.
