One year ago, New York confirmed our first case of the novel coronavirus, and the uncharted pandemic of COVID-19 began for New Yorkers. We've faced great pain and loss over the last year, but there's reason to be hopeful for the future. On Monday, the New York State Clinical Advisory Task Force unanimously recommended the use of the Janssen Pharmaceuticals/Johnson & Johnson COVID-19 vaccine. Johnson & Johnson's single-shot vaccine has less restrictive storage requirements that will make it easier for the state to reach more New Yorkers, faster. They expect to receive approximately 164,800 doses of the Johnson & Johnson vaccine this week. There's a lot of work ahead, but with this vaccine's approval—the third one—we have cause for optimism as we move forward to a post-COVID future.
Now that the Johnson & Johnson vaccine has been authorized for emergency use by the FDA and recommended by the NYS Clinical Advisory Task Force, we are one step closer to eradicating COVID from every corner of our state. Governor Cuomo is confident that they will continue to see increases to our weekly vaccine supply, but even with the increased supply allocation, it will still take time to get every New Yorker vaccinated. The war isn't won until we can reach herd immunity—with enough New Yorkers vaccinated to protect everyone. He urges all qualifying New Yorkers to make an appointment and get a vaccine as soon as it's their turn, and to continue to wear a mask and social distance even after being fully vaccinated.
As of yesterday, 95 percent of first doses allocated to the state have been administered. This represents 3,125,025 first doses administered of the 3,290,980 first dose allocations received from the federal government. So far, 4,819,412 total doses have been administered out of the 5,372,605 total doses received (see data by region and county on the State's Vaccine Tracker: ny.gov/vaccinetracker). This is a promising step in NYS’s vaccination efforts. They are doing everything they can to further build their vaccination distribution network and to ensure the vaccine is being administered equitably, but one of our biggest obstacles to getting every single New Yorker vaccinated remains a lack of supply. The number of doses they receive from the federal government has been increasing each week and in turn, have been able to expand eligibility to even more New Yorkers.
New Yorkers have done a tremendous job working to stop the spread of COVID, and NYS is gradually able to expand reopening while protecting the public health. Beginning April 2, event, arts and entertainment venues can reopen at 33 percent capacity, up to 100 people indoors and up to 200 people outdoors. If all attendees present proof of a negative test prior to entry, capacity can increase up to 150 people indoors and up to 500 people outdoors. Social distancing and face coverings will be required for all attendees, as well as strict adherence to all applicable Department of Health guidance. NYS is in an urgent race against the virus and we need to continue the trend of the infection rate moving down and the vaccination rate going up. New Yorkers will get through this as long as we stay tough and keep this momentum heading in the right direction.
New York is expanding gathering capacity limitations starting March 22. Residential gatherings of up to 25 people can be held outdoors. Indoor residential gatherings remain capped at 10 people to reduce the continued risk of spread, which is more likely in indoor settings. Additionally, non-residential social gatherings of us to 100 people can occur indoors and up to 200 people can occur outdoors.
Indoor dining in New York City has expanded to 35 percent capacity. The new reopening guidance went into effect on Friday, February 26, which is in alignment with New Jersey's 35 percent limit.
The State will expand their vaccination network to include sites designated to serve the 65-plus population. New York State will partner with local health departments, offer transportation and assistant services, to help increase access and make it easier for New Yorkers who are 65+ to get the vaccine—which is enabled by additional supply from the federal government. Details on sites, including locations, opening dates and hours of operations will be forthcoming from the site host or sponsor. As a reminder, eligible New Yorkers can schedule appointments at State mass vaccination sites by utilizing New York's " Am I Eligible" website or by calling the State's COVID-19 Vaccination Hotline at 1-833-NYS-4-VAX (1-833-697-4829).
Eligible New Yorkers in Buffalo, Rochester, the Albany area and Yonkers area can make appointments at the State-FEMA mass vaccination sites. Vaccine appointments are available to eligible New Yorkers within the host county of each site, with the exception of the Albany site, which also serves residents from Rensselaer and Schenectady Counties. If you are eligible and live in any of these four areas, schedule an appointment through the State's Am I Eligible Tool or by calling the NYS COVID Vaccine Hotline at 1-833-NYS-4-VAX (1-833-697-4829).
Hotel workers can be added to Phase 1B vaccine eligibility at the discretion of local governments. Hotels in many parts of the state serve as quarantine areas for COVID-positive persons to isolate themselves from their families. In turn, the staff at these facilities are being exposed to COVID regularly. Given the overall increase to the State's supply and the essential health care service that these hotel workers provide, they are granting localities the flexibility to add hotel workers to the 1B vaccine prioritization group.
New York began administering the Johnson & Johnson vaccine at state-run mass vaccination sites this week. They launched a new pilot program to begin administering the Johnson & Johnson single-dose vaccine to eligible New Yorkers during overnight hours at the Yankee Stadium, Javits Center and New York State Fair mass vaccination sites. Yankee Stadium began administering the vaccine starting today, Thursday, March 4, and the Javits Center and New York State Fair sites will begin administering the vaccine tomorrow, Friday, March 5.
The State announced a pilot program to test the Excelsior Pass at Madison Square Garden and the Barclays Center. The Excelsior Pass, developed in partnership with IBM, will use proven, secure technology to confirm an individual's vaccination or a recent negative COVID-19 test to help fast-track the reopening of many entertainment venues and other businesses in accordance with New York State guidelines. This new technology was successfully tested during the initial phase of the pilot during the Brooklyn Nets game at the Barclays Center on February 27. It will now be tested for a second time during the New York Rangers game tonight, March 2, at Madison Square Garden.
An additional $25 million will be directed to the Nourish NY initiative. Since its launch in April 2020, the Nourish NY program has helped bring 21 million pounds of surplus agricultural products from New York farmers to households in need. This additional funding will help the program continue this important effort through July to ensure that no New Yorker goes hungry.
New York State is encouraging eligible New Yorkers to train to become vaccinators. If you are a licensed practical nurse, a dentist, an EMT, a medical nursing student with at least a year of clinical experience, and more—then you may be eligible to take training to become a vaccinator and help New York administer COVID vaccines over the coming months. See how you can get involved.
