Greetings!

It has been quite the full year, hasn't it? September generally marks a season of transition. For many parents and guardians, our children are well into their first few weeks of school, and in our professional world, we make the final push to achieve our annual goals and anticipate the holiday season. This year’s election cycle adds another element to the mix that accelerates the pace of our lives.

In a major election cycle, it can mean a whole new level of noise, uncertainty, and emotional energy for many. At the Chamber, we are focused on the empowerment element of Project Prosperity. It means cutting through the noise and focusing on our island’s future. It means taking a stand and asking candidates the questions and expecting real answers outlining authentic solutions and measurable outcomes. We cannot afford to see our island close more businesses, say adios to families who take their talent to other shores, and see our infrastructure further decline.

How do you support this effort? Share it, discuss it, and encourage action that ultimately gets people to the polls and vote. Visit the Chamber’s website for information; we have printed & digital pamphlets that many have shared with their employees, family, and friends. Call us. We are happy to provide you with the tools to engage discussion and empower action.

We are honored to celebrate a milestone 102 years in the making. Next Saturday, September 12th, the Chamber will gather at the Dusit Thani Guam Resort to celebrate a heartfelt tribute to our island's business community - honoring member companies celebrating their own company milestones, while also reflecting on the Chamber's own remarkable journey of service to Guam. It promises to be a night of gratitude, connection, and pride as we commemorate our legacy and look ahead to the future we continue to build together.

At our September 30th General Membership Meeting, we will welcome Rear Admiral Joshua Lasky, Commander, Joint Task Force Micronesia, as our distinguished guest speaker. This gathering is especially meaningful as we kick off our beloved annual Toys for Tots campaign, held in partnership with Marine Corps Base Camp Blaz. Members are asked to bring a new and unwrapped toy to help us start this worthwhile program, which brings joy to the children of our island community who may not otherwise have the joy of the season this year.

As we pause to observe Labor Day, we extend our gratitude to the hardworking men and women across our island who power our local economy every single day. Your dedication, resilience, and pride in your work are the true foundation of Guam's growth, and it is because of you that our community continues to strive for a better tomorrow.

Onward Together,

Catherine Castro

President

U.S. CHAMBER UPDATES

Building a Digital Future That Works for All

U.S. Chamber Executive Vice President Neil Bradley testified before the House Energy and Commerce Committee's Environment Subcommittee on September 3 in support of responsible data center development that strengthens communities, modernizes infrastructure, and keeps America competitive.

‌

Why it matters: Every sector of the American economy is becoming more digital, and data centers are needed to advance America’s economic and technological leadership.

‌

  • "A lack of data centers will not reduce the demand for artificial intelligence, cloud storage, or streaming services. It will only mean that demand will exceed supply,” Bradley said. “Small businesses and working families could, in the very near future, find that tools they need to grow their business or prepare for the jobs of the future are simply unaffordable."

Be smart: Data centers contribute $727 billion to U.S. GDP, support 4.7 million jobs, and generate $162.7 billion in annual tax revenue. In Virginia, that revenue has allowed counties to hold down residential property tax rates while investing in schools and transportation.

‌

  • One community concern is water use, especially in drought-prone regions. But leading operators have reduced water consumption by more than 80% over the past decade.

What we’re doing: The U.S. Chamber is backing responsible legislation and policies to build the digital infrastructure American needs—supporting the Safe Drinking Water Infrastructure Improvement Act of 2026, working with the EPA on the Water Reuse Action Plan 2.0, and pushing for permitting reform that keeps good projects moving with better information and stronger accountability. READ MORE

Fragmented Cyber Rules Create a Security Liability

A new report from the U.S. Chamber and Auburn University's McCrary Institute finds that federal cyber reporting rules are making companies less secure. When a cyberattack hits, companies are often required to report the same incident separately to multiple agencies. That diverts critical resources away from the response.

‌

Why it matters: Every minute spent navigating overlapping requirements is a minute not spent containing the threat.

‌

  • “When a company is responding to a critical cyber incident, every second counts...By improving coordination across agencies and building on the work of the cyber community, we can ensure America’s cyber defenders stay focused on what matters most: defending their attack surfaces and stopping America’s adversaries,” said Christopher D. Roberti, U.S. Chamber Senior Vice President for Cyber, Space, and National Security Policy.

Big picture: 117 federal cybersecurity regulations carry reporting requirements. Of those, 48 apply to private industry spread across 27 different federal agencies.

‌

Looking ahead: The goal is to have companies report once and let federal agencies share the information appropriately and efficiently. The Cybersecurity and Infrastructure Security Agency is finalizing a rule that would create that kind of coordinating structure across agencies.
