EIV Citizenship Verification Tool

Dear Owners/Agents,

Please be advised that the EIV-SAVE Tenant Matching Report is available again in the EIV system,
effective 10/19/2026.

As outlined in the Department’s May 21, 2026, email message, Owners/Agents must access the EIV-SAVE Tenant Matching Report in EIV for each project with an identified discrepancy and resolve all discrepancies by performing the step-by-step actions described in the email. To allow adequate time to resolve report discrepancies, we are extending the compliance deadline to 12/19/2026 (60 days). In addition to the instructions contained in the May 21st email, please review the additional process details below:

  • Instructions: Step-by-step instructions for accessing and reviewing the EIV-SAVE Tenant Matching Report can be located here.

  • Property search: If a property is not found in the report’s drop-down search function, there are no tenant discrepancies to review.

  • Tenant Data Privacy: HUD does not manage EIV property assignments. If you notice anything unexpected, please immediately contact your EIV coordinator and follow HUD’s instructions on property assignments in the EIV Multifamily Housing User Manual to add or terminate property access.

  • Management & Occupancy Review (MOR): Project-Based Contract Administrator guidance on oversight of this report during the MOR process will be forthcoming in 2027. Please note that no findings will be issued until this guidance is released.

  • EIV Policies and Procedures: HUD does not require EIV Policies and Procedures updates currently. We will notify you if the policies and/or procedures change.
