In addition to their responsibilities as elected officials, Big Bear Lake City Councilmembers participate in a variety of agencies and organizations that benefit our community.


Councilmember Rick Herrick serves on the San Bernardino County Transit Authority (SBCTA) Board of Directors. The SBCTA was established in 1973 as a cooperative association of governments, and is responsible for planning and allocating nearly $1 Billion to improve the multi-modal transportation system countywide. The agency serves more than 2.1 million residents in 25 jurisdictions. The SBCTA administers Measure I, the half-cent transportation sales tax approved by county voters in 1989, and supports freeway construction projects, regional and local road improvements, train and bus transportation, railroad crossings, call boxes, ridesharing, congestion management efforts, and long-term planning studies. Locally, monies from Measure I have helped to fund vital transportation projects such as the Moonridge Road Improvements Project, which received $3.2 Million from Measure I, and the 500-foot long Big Bear Bridge at Big Bear Dam, a critical transportation link at the junction of SR-18 and SR-38, for which Herrick spearheaded legislative efforts as Mayor of Big Bear Lake at the time. Rick Herrick began serving on the Big Bear Lake City Council in 2006 and was most recently re-elected in 2022, and has served as the Mayor in 2008, 2009, 2018, 2020, 2021 and 2022.

TOT/TBID Audits Reminder

If you are a vacation rental owner or operator, you are subject to the provisions of Chapter 3.20 – Transient Occupancy Tax of the City of Big Bear Lake’s Municipal Code. You may already be aware that you are required to submit your gross receipts (even if you have zero rentals) and other rental related information to the City on a monthly basis, but did you know that you are required to keep all of your records and back-up documentation? According to Section 3.20.140, the City has the right to audit the Transient Occupancy Tax (TOT) & Tourism Business Improvement District (TBID) remittance records and all supporting documentation for up to 3 years. When asked by the City or their representative auditors, owners/operators must be able to furnish the following information:


  • Copies of all tax remittance forms for the year being inspected
  • Revenue ledgers/reports supporting the gross receipts for occupancy reported on the tax remittance forms
  • Daily cash receipt listings for all days of the year being inspected
  • Copies of all checks or payments remitted to the City
  • Supporting documentation for all allowable exemptions reported on the tax remittance form
  • Lists of bookings made from online services (AirBnb, VRBO, Expedia, etc.)

Capital Improvement Project Updates

Castle Rock Trailhead Improvements Project

Castle Rock Trail is an extremely popular and heavily used hiking trail located along a sharp turn on State Route 18 (Big Bear Blvd.) with no designated parking. As a result, people park in turnouts and shoulders and walk on the narrow shoulders and cross the highway in an area with low visibility, creating safety concerns for both pedestrians and motorists alike. This project will create an off-street designated parking facility that will serve as the new trailhead, using an existing vacant lot at the southwest corner of SR-18 and Talbot Dr. The parking lot proposes the creation of 30 parking spaces, 2 of which will be ADA accessible. The parking lot will also provide a new restroom building with two unisex stalls, trash receptacles and bike racks. Due to the uneven topography of the lot and rocky terrain, the parking lot requires the construction of retaining walls that will allow the City to achieve the grades and slopes for the parking pad. The project also includes storm drainage improvements and street widening on Talbot Drive.

Anticipated completion: End of October


Traffic control will be implemented in the area as part as the City’s safety program and residents are advised to take precautions and slow down while traveling in the project vicinity.

Summit Boulevard Rehabilitation Project

Each year, the City performs street rehabilitation throughout the City-maintained streets as part of the maintenance program. This project is focused on performing street reconstruction and asphalt overlays of pavement that presents poor conditions. This year the project will focus on one of the City’s primary arterial roads, Summit Boulevard, which was identified by our pavement management program as being in very poor condition with a Pavement Condition Index (PCI) of 32 out of 100.


Project Scope:

  • Pulverization of the existing pavement section, creating an improved base and repaving the street with a new 6” asphalt section
  • Reconstruction of above ground drainage facilities and construction of new underground drainage
  • Construction of new concrete cross gutters at the intersections for improved water flow and intersection approaches
  • Construction of a new concrete sidewalk on the East side of the street including ADA ramps and reconstruction of the curb and gutter

August 5th

Anticipated completion: End of October

2024 Big Bear Fun Run Car Show

The Big Bear Lake Antique Car Club invites you to attend the 33rd Annual Fun Run car show August 9 – 11, 2024, in the Big Bear Lake Village. Marvel at 500 classic and exotic cars with 20,000 other car enthusiasts! The show will be open from 9 AM to 3:30 PM on Saturday, followed by an awards presentation on Sunday. Streets in The Village will be closed to foot traffic for this event. If you are interested in entering your car, registration is on Friday August 9, and costs $65/car.  This event is free to spectators.

Music in The Mountains

Moonridge Mondays

Moonridge Mondays are back for the second year! Each week, the street fair will be filled with artisanal goods, food, craft, non-profit and business vendors, food trucks, live acoustic music, a bounce house and activities for the kids, and a door prize! SR-330

Construction crews and Dry Creek maintenance crews will continue with the asphalt surfacing project on SR-330 from Highland to Running Springs. Work will occur on Monday, August 5th to Thursday, August 8th from 8:00 a.m. to 6:00 p.m. and on Friday, August 9th, work will occur from 7:00 a.m. to 5:00 p.m. Crews will be restriping the roadway along throughout the state route as part of the pavement rehab project. SR-330 will remain open during construction. SR-38

This week the drainage repair project team is performing a final walkthrough, but this does not require any lane closures.⁠

SR-18

Culvert Replacement: The ongoing Culvert Replacement Project continues on Big Bear Blvd M-F 7AM-3PM until Fall 2024. Flagging is moving and temporary as team finishes striping and final detail work. ⁠Click here to read the full Press Release.

Bridge Maintenance: From July-August, daytime bridge maintenance work will occur M-F 7AM-5PM. Locations: the I-210 junction in San Bernardino and the SR-330 junction in Running Springs. Lane closures may occur.⁠ Click here to read the full Press Release.

Rock fall removal for landslide mitigation and maintenance work will occur from Monday, August 12th to Thursday, August 29th; Monday-Thursday each week, from 8AM to 3PM. This work will require a full closure of SR-18 from the Snow Valley west gate to the Big Bear Dam. Cinnamon Rolls with The City Manager

On Wednesday, July 31st, the City held its second Cinnamon Rolls with The City Manager event of the year at Boulder Bay Park. Attendees enjoyed free coffee and delicious cinnamon rolls while Mayor Perri Melnick, City Councilmember Rick Herrick, City Manager Erik Sund and City staff provided updates on City initiatives, projects, and events. Attendees also asked questions and shared their concerns, which sparked many great conversations, and provided valuable feedback from the community. We would like to thank everyone who attended.
