Dear 4Cs Community,
Child care is not simply a private family responsibility; it is the economic infrastructure that makes all other work possible.
At 4Cs of Alameda County, this belief shapes our work every day. We help parents, caregivers, resource families, and parenting youth access dependable child care, and we support the providers who make that care possible.
The need is significant: 85% of infants and toddlers in Alameda County’s working families lack access to a licensed child care space. This gap affects children who need safe, nurturing environments; caregivers working to provide stability; employers who depend on a reliable workforce; and the economic health of our entire community.
For many families, child care makes employment, education, stable housing, and greater financial security possible. For children involved in the foster care system, it can also provide consistency, nurturing relationships, and stability during a time of significant transition.
Through free, personalized referrals and child care payment assistance, 4Cs connects families and caregivers to care that meets their circumstances. Our Foster Bridge Program provides enhanced referrals, navigation, and assistance with child care costs for resource families, emergency relative caregivers, and eligible parenting youth. These services help children enter stable care quickly while supporting the caregivers who welcome them.
We also strengthen the early educators and small businesses at the foundation of this infrastructure. Through training, business counseling, licensing assistance, and individualized support, 4Cs helps providers build sustainable programs and create safe, responsive environments for children, including those who have experienced trauma.
This is how 4Cs builds economic and community infrastructure: one child connected to stable care, one caregiver supported, one family able to move forward, and one provider equipped to serve. We will continue bringing together resources, partnerships, and advocacy to strengthen the child care system Alameda County’s children, caregivers, families, and workforce depend on.
Next month, we invite you to explore our 2025-2026 Impact Report and see how 4Cs is turning this commitment into measurable impact for Alameda County’s children, caregivers, families, providers, and communities.
With appreciation,
Takija T. Gardner
