Welcome to Carpe Datum’s weekly newsletter, the Federal Data Prospector, the only publication of its kind dedicated exclusively to data and analytics companies that share our passion for serving the public sector. Our featured items begin with the Defense Logistics Agency's search for a data tracking company willing to enter into a no-cost contract to provide the government with access to reporting and analytic capabilities in exchange for exclusive rights to resell DLA data to commercial customers.

 

  • Department of Defense (DoD), Defense Logistics Agency (DLA) — Request for Information (RFI) for Data Tracking Services - This contract will establish the awardee as having the right to receive source Government sales and market data from DLA Troop Support concerning its Subsistence Prime Vendor (SPV) contracts, National Allowance Pricing Agreement Program (NAPA) and Manufacturer Pricing Agreement Program data at no cost. The awardee will have exclusive rights to generate sales and market data reports from this source data that may be sold by the awardee to specific third parties for a fee (the third parties and fee for services provided to those parties will both be identified within the terms of the contract). In exchange, the awardee is obligated to provide DLA Troop Support with unlimited access to all sales and market data reports (including invoice history, trending information, and discount tracking) at no cost.

 

In other data news, on February 27th, CyberScoop published an article entitled Army soldier linked to Snowflake attack spree allegedly tried to sell data to foreign spies. In this story, Matt Kapko describes a U.S. Army soldier's alleged attempt to extort $500,000 from AT&T and sell stolen data to a foreign intelligence service. Prosecutors argue his actions blur the lines between cybercrime and national security threats, highlighting growing concerns over insider threats and state-linked cyber activities.

 

  • 'While financially motivated cybercriminals have always been opportunistic and sought to evade capture, this case shows potential crossover into national security threats,' Austin Larsen, principal threat analyst at Google Threat Intelligence Group, said in an email. 'The alleged attempt to sell data to a foreign intelligence service isn’t just about financial gain — it indicates a willingness to engage with state-level actors, blurring the lines with espionage.'”

Mobile Biometric Application RFI 01302025

The FBI intends to identify available software solutions for operational use providing the FBI with the ability to perform biometric collections. These collections shall include fingerprints, facial photographs, iris images, latent fingerprint images, scars, marks, and tattoo images as well as palm prints for submission to and receipt of a response from an automated biometric identification system, via an Android and Windows-based (currently Windows 11 but expect enhancements to stay compatible with upgraded operating systems) applications from domestic/international locations.

Request for Information (RFI) – Weapon Autonomy Application for Helicopters (WAAH) Labeled Artifical Intelligence Training Data from the Air to Surface Perspective

This RFI is searching for any databases of labeled or unlabeled real-life training data from the air to surface viewpoint. The ideal background for the surface data would be water based. This labeled training data could be boats (varying in class), humans, buoys, jet skis, etc. This RFI is also searching for any process that exists to automatically label training data quickly and effectively. Finally, if real-life training data doesn’t exist, this RFI is searching for hybrid, synthetic, or raw datasets from the air to surface domain.

OFR requires access to an aggregated set of central clearing data across all asset classes including swap classes. Access to a consolidated dataset allows OFR to monitor market activity to analyze the scope, size, and role of CCPs across asset classes (Part 16 data) and public SDR (Part 43) data. The platform should provide data that has been consolidated and cleaned. Access to this or similar information allows OFR to closely monitor OTC derivatives markets on an aggregate level.

CBP still working toward anomaly detection algorithms at the border
