FCHEA, API, NAM, and over 100 Organizations Signed a Rapid Response Letter to the House Urging Preservation of Section 45V Hydrogen Credit | |
On Tuesday May 13, the Fuel Cell and Hydrogen Energy Association (FCHEA) signed a letter along with the American Petroleum Institute (API), the National Association of Manufacturer (NAM), and over 100 companies and organizations called for the House of Representatives to preserve the Section 45V Credit for Production of Clean Hydrogen. FCHEA also issued a statement (linked below) on maintaining 45V.
These letters and statements were in response to the House Ways and Means Committee Chairman's Mark released on Monday, May 12. The Mark proposed dramatically scaling down many clean energy credits enacted by the Inflation Reduction Act, including terminating the Section 45V Credit for Production of Clean Hydrogen at the end of the year, with a new beginning construction date set for December 31, 2025.
On Tuesday at 2:00 PM, the Ways and Means Committee began its full committee markup, which concluded after 8 AM on the morning of Wednesday, May 14. Republicans stuck by the Chairman's legislative proposal, proposed zero amendments during the overnight markup, and voted against all 38 amendments offered by committee Democrats.
The Committee ultimately voted to advance the bill on a party-line vote of 26-19.
The next phase is that House leadership will create a floor bill through the budget committee (which postponed its hearing today, May 15); however, the “Big, Beautiful” bill text is likely to surface early next week, be voted out of the budget committee with an “expected” a floor vote by the end of next week. In the meantime, Senate Committees will begin crafting their legislation. FCHEA's focus over the coming weeks will be to build greater support in the Senate for our tax priorities. Should any FCHEA members seek to get further engaged in our efforts, please reach out at any time.
