Holdback amendments to Construction Act a ‘significant change’ for contractors
Changes to the Construction Act of Ontario and its regulations this spring will impact contractors, designers and others in the building industry. The most significant change is that the 10 per cent holdback (retained from payments within a project) will be required to be released annually, according to Glenn Ackerley, a partner in Toronto-based law firm WeirFoulds LLP.
Over the past 35 or so years since holdbacks have been in place, they were released at the end of a project, if no one filed a lien or made a claim.

Coalition asking for recycled materials mandate for Ontario infrastructure
A coalition of Ontario civil infrastructure leaders, builders, suppliers and engineers has launched a campaign to urge government leaders to adopt policy changes to increase sustainability in the construction of public infrastructure projects. The group says a government mandate to include just 20 per cent of recycled crushed aggregates (RCA) for critical construction projects like roads, subdivisions, highways, bridges and tunnels could save local governments more than $260 million, while reducing greenhouse gas emissions by an amount equivalent to removing 15 million cars from the road annually.

November building permits slide
The total value of building permits issued in Canada decreased by $739.5 million in November, falling to $11.7 billion, reports Statistics Canada. The 5.9 per cent dip was a second consecutive monthly decline, but permits remained 5.1 per cent higher than November of 2023, thanks to strong gains in two of three non-residential segments.
On the residential side, the total value of permits decreased by $588.1 million, or 7.5 per cent, in November, coming in at $7.2 billion. A more than half-billion-dollar drop in multi-unit construction intentions drove the decrease, although the single-family component also contributed to the decline.

Canada’s First Smart Blue Roof Tackles Urban Flooding in Mississauga
Ontario cities are adapting to increased flooding from extreme weather, with innovative solutions like the smart blue roof. Installed at Credit Valley Conservation’s (CVC) headquarters in Mississauga, this is Canada’s first smart blue roof meeting CSA rainwater harvesting standards. The roof uses sensors and programmable controls to manage rainwater, either evaporating it to cool buildings, storing it for non-potable uses, or slowly releasing it into the stormwater system. While promising, challenges include limited expertise, winter usability, and building code considerations. The project, launched in 2022, has earned the 2025 Clean50 Top Project Award and aims to inspire broader adoption across Canada.
