MHCLG | Local government reorganisation
The consultation on reorganisation of Oxfordshire has now closed. Ministers will choose between the three Oxfordshire models:
- One Oxfordshire (a single unitary)
- Two unitaries (Oxford & Shires + Ridgeway)
- Three unitaries (Greater Oxford, Northern Oxfordshire, Ridgeway)
If reorganisation is approved, shadow authorities would be elected in May 2027 with all new unitary councils across England, including in Oxfordshire expected to begin operating in April 2028. There is concern that ministers will follow the same path for Oxfordshire as they have for Essex, where five unitaries are to be created. Essex County Council has opposed the five‑unitary model with a preference for a three‑council structure. Their appeal has gone to Judicial Review. Surrey is also likely to split into multiple unitaries.

- 3,888 hrs at 4 hrs per assessment
- 5,832 hrs at 6 hrs per assessment
Using a reaonable, hourly provider assessment cost of £40 ph, that has saved the sector between £156,000 and £233,000 over the year.
At a total cost to the Oxfordshire system of £100,899

AI | harnessing new tech for ASC
We attended a conference on AI last week, part of a series looking at different aspects of implementation across adult social care. Discussion focused on the current state of the sector and its readiness for increased tech, safeguarding personal data and experience, and the response of care recipients to AI. Amongst a range of stimulating topics was from the USA with the creation of Ask Aya, an AI chatbot to support the lone working domestic workforce (a wide range of home care, personal assistants, domestic housekeepers, child care etc). This is aimed at the significant self-employed market, much larger in the USA, staffed by diverse nationalities, many with English as a second language. A full report from the conference will be out shortly.

US-Israel-Iran war | NHS supply chain
With concerns to future supply lines, this is a reminder that, as in COVID, there is an alternate supply line that you can register with as a contingency.
NHS Supply Chain is available for all health and social care providers to access a range of equipment. We do not suggest that this should be a provider’s main supplier, but could be a useful contingency should there be supply chain issues.
There is a range of products available to which some ASC providers may already be signed up.

NHSBSA Capacity Tracker | Providers at risk of receiving NOIs
There are ASC providers (Care Home and/or Home Care) in our locality who did not submit an update for the previous two windows (February and March) and are therefore 'at risk' of receiving a Notice of Intent, and potentially subject to a fixed penalty if they do not update in the April 2026 compliance window.
The April compliance window opened on Wednesday 8 April and closes on Tuesday 14 April 2026.
If you are no longer active (eg; have de-registered, please contact CQC directly to de-register (03000 616161 or email enquiries@cqc.org.uk).
OACP cannot see individual provider returns, but we believe there are 5 care homes and 22 home care providers at risk of NOIs and a fixed penalty charge equal to your annual CQC registration fee.

DHSC | Skills England survey on skills passports
Skills England are exploring the potential of skills passports: portable, standardised records of an individual’s verified skills, qualifications and experience. These tools already exist in some sectors and can help people showcase their abilities, navigate career options, meet industry requirements and access new opportunities.
Skills England want to understand whether this kind of approach would be useful in practice, what it would need to work well, and what can be learned from any similar schemes that already exist. The survey asks a small number of open questions. It is not a tick-box survey and there are no right or wrong answers. Skills England is looking for views and experiences from employers, providers, sector bodies, and individuals.
Because this work is potentially relevant to the adult social care workforce, DHSC are keen to encourage responses from across the sector. When completing the survey, please select “Care Services” as the sector category. This will allow responses from adult social care to be identified and reviewed together during analysis.

The total number of people receiving long-term support in England showed an increase from 662,000 on 31 January 2025 to 683,000 on 31 December 2025.
The trend is driven by the increase in long-term support delivered in community settings, which covers home care and support in the form of direct payments from the local authority that people can then use to buy their own care and support.
The number of people receiving long-term support in the community increased from 465,000 on 31 January 2025 to 486,000 on 31 December 2025. This number increased in all age groups. The majority of people assessed between January 2025 and December 2025 were recorded as female (58% of those with recorded gender).
Data is only publicly available by region with the south east ranking second highest for new assessments for care.
