Dear Broad Run Friends and Neighbors,


I hope everyone is having an enjoyable start to November. As Thanksgiving approaches, it's a wonderful time to reflect on all that we are grateful for and to look ahead to the season of celebration and togetherness.

  

Last month was an exciting one, offering me the opportunity to engage with and celebrate several accomplishments with our community members. Earlier in October, I was delighted to attend Loudoun County Parks, Recreation and Community Services’ (PRCS) Adaptive Recreation 50th Anniversary Gala, an inspiring evening celebrating five decades of inclusive programming and a continued dedication to recreation for all. It was wonderful to hear from so many families about the impact these programs have in their lives. The PRCS Adaptive Recreation program allows all individuals to participate in recreational programs, enhancing their quality of life and fostering a community of respect, acceptance, and inclusion. I also had the pleasure of engaging with some of Loudoun’s brightest youth recently, when I hosted a Broad Run District Boy Scout troop at the Board’s last public hearing as they worked towards their Citizenship in the Community Merit Badge, and during last month's business meeting as the Board held Youth in Government Day. It is always wonderful to hear and connect with the next generation of leaders in our community. If scouts in your troops need assistance in completing a merit badge or an Eagle Scout/Gold Award Project or would like to be recognized by the Board through a ceremonial resolution, please email me at Sylvia.Glass@Loudoun.gov.

 

A few weeks ago, my office was also happy to welcome Dominique Dawes Gymnastics Academy to the Broad Run District. Dominique Dawes Academy specializes in gymnastics for children, building confidence, strength, and fun through expertly guided classes. Finally, I also had the pleasure of recently visiting the Anna Sudha Community Kitchen, a non-profit community kitchen located in the Dulles Town Center that was a part of the Broad Run District when it opened four years ago. They provide take-out vegetarian Indian food for those in need of a hot meal, seven days a week. In addition to the hot meals, they offer food boxes and cooking classes. For information on how to pick up a box, donate, or volunteer, visit Anna-Sudha.org. As we are heading into the holiday season, I encourage those who are able to donate goods, money, or time to our local foodbanks. As a land use update, the Commonwealth Center Motor Club special exception application is scheduled to go before the Planning Commission at its November 20 Public Hearing. The proposal involves plans for an exotic car club to be built on the land between XCAL Shooting Sports and Fitness and CubeSmart Self Storage on Russell Branch Parkway. After the Planning Commission review, the application will move forward to the full Board of Supervisors for consideration. The Planning Commission Public Hearing will take place on Thursday, November 20 at 6:00pm in the Board Room of the Loudoun County Government Center (1 Harrison Street SE, Leesburg 20177). Information on the meeting and how to sign up to speak can be found at Loudoun.gov/Meetings. A staff packet with information on the application will also be posted at the same link closer to the November meeting date.

Ways to Give Back This Holiday Season

Loudoun County Firefighters Kick Off First Annual "Heroes For The Holidays" Toy Drive


As the holiday season approaches, we are proud to announce the Loudoun County Combined Fire and Rescue System’s (LC-CFRS) first “Heroes for the Holidays” Toy Drive in partnership with the Loudoun Career Firefighters Association Local 3756. For many years, we’ve been honored to work alongside the U.S. Marines Toys for Tots program. This year, we’re building on that tradition by launching our own local toy drive to reach even more children right here in Loudoun County.


Donations of new, unwrapped toys can be dropped off at any of our LC-CFRS stations, from Friday, October 17, 2025, through Sunday, December 7, 2025, as well as fire and rescue headquarters (801 Sycolin Road) and the Training Academy (16600 Courage Court) in Leesburg. For those wishing to make a monetary donation, visit the official website for the Loudoun Career Fire Fighters Foundation (LCFFF), the charitable 501(c)(3) non-profit of Local 3756. In the note field, please list the “Heroes for the Holiday” Toy Drive. Firefighters Join Forces with Mobile Hope Loudoun and One Warm Coat® for Annual Coat Drive


The Loudoun County Combined Fire and Rescue System, Loudoun Career Firefighters Association Local 3756 and Mobile Hope Loudoun have once again joined efforts with One Warm Coat to collect much needed winter apparel for Loudoun County residents in need. 

Last year’s campaign was another incredible year, collecting over 1,000 coats, and over 800 cold weather items such as scarves, gloves, and hats. Let’s make this year even better! 


From Saturday, October 18 – Sunday, December 7, 2025, we will be accepting donations of clean and gently used or new coats, jackets, scarves, winter hats, gloves, and mittens at all fire and rescue stations throughout the County, the training academy, and at our Leesburg headquarters (801 Sycolin Road). If you would rather make a monetary donation that will help Loudoun residents, please visit Mobile Hope’s donation page.



Join the LCSO Cole's Closet Toy Drive


Help the Loudoun County Sheriff's Office (LCSO) bring Christmas joy to children in hospitals! LCSO is partnering with Santa and Cole's Closet for our annual holiday toy drive.

Public Hearing on Housing & Community Development Needs November 13

Loudoun County will hold a public hearing to gather residents’ input on housing, homelessness, community development and public service needs in the community. The public hearing will be held Thursday, November 13, 2025, 5:00 – 6:30 p.m., at the Department of Housing and Community Development, 106 Catoctin Circle SE in Leesburg. County Launches Commuter Bus Pilot Program from Two Neighboring Counties

Loudoun County Transit has launched a commuter bus service pilot program connecting Frederick County, Maryland, and Prince William County, Virginia, to employment centers within Loudoun County, beginning Monday, October 20, 2025. The commuter bus service is planned to operate five days a week, Monday through Friday. Buses will have departures in the morning between 4:30 a.m. and 11:00 a.m. and in the evening between 3:00 p.m. and 9:15 p.m. Read More.

Pledge to Recycle: November 15 is America Recycles Day in Loudoun County

The Loudoun County Board of Supervisors has proclaimed November 15, 2025, as America Recycles Day in Loudoun County (PDF). America Recycles Day is the nationally recognized day dedicated to encouraging Americans to recycle and use products that are made from recycled materials. Make the “Pledge to Recycle” at Loudoun.gov/Recycle. Pledges will be entered in a regional prize drawing including a $300 gift certificate from REI (all ages are eligible), and a $300 gift certificate from REI plus a $500 grant for a K-12 school environmental club/project (K-12 students only). Connect, Support, and Give Back: 2025 Community on Purpose to be held November 15

Loudoun County Parks, Recreation, and Community Services (PRCS) will host the 2025 Community on Purpose event, a day dedicated to giving back and making connections to strengthen the Loudoun County community. Scheduled for Saturday, November 15, from 10:00 a.m. to 2:00 p.m. at the Claude Moore Recreation and Community Center, this free event welcomes all ages and showcases local small businesses, nonprofits, community groups, and resources available in Loudoun County. Low-Cost Vaccination and Microchip Clinic, LCAS

These are walk-in, low-cost, vaccination and microchip clinics for pets of Loudoun County residents. No appointments needed. Please bring cats in carriers and dogs on secure collars/harnesses and non-retractable leashes. Please stay in your vehicle and follow staff directions for parking. Please limit to no more than 4 pets/family per clinic. To receive the three-year rabies, fvrcp or dhpp vaccine, you must bring proof of prior vaccination.

 

Income Qualified Spay/Neuter Clinic

These low-cost, spay/neuter clinics are open to cats and dogs in Loudoun County. Cats and dogs will be spayed/neutered, microchipped, vaccinated and receive pain medication. Proof of Loudoun residency is required. Income qualifications are required. You must sign up to reserve a surgery spot. Clinic registration will open on this Saturday, November 1 at Loudoun.gov/3906/Low-Cost-Resources.

 

Crochet Club

Pop-Up Pet Pantry

In partnership with Loudoun Hunger Relief (LHR), LCAS will be attending mobile pantry events to set up a pop-up pet food pantry. Please contact LCAS for upcoming pantry dates or to sign up for a regular pick up at the main LHR location.

Loudoun County Fire and Rescue Fire Safety Reminders

Loudoun County Fire and Rescue Services (LCFR) has put together important safety tips on how to safely use extension cords, cooking appliances, and candles. For more information on fire safety and prevention, visit: Loudoun.gov/797/Fire-Prevention-Safety.


LCFR reminds the public that roughly 3,300 home fires are caused by extension cords every year according to the Electrical Safety Foundation International. You can help keep your family safe by following these extension cord safety tips: do not overload extension cords, do not substitute extension cords for permanent wiring and outlets as they are for temporary use only, and do not use an extension cord for more than one appliance. LCFR reminds community members about the importance of exercising caution when using cooking appliances. According to the National Fire Protection Association (NFPA), cooking is the leading cause of reported home fires and unattended equipment is a factor in over one quarter of reported home cooking fires. By following a few safety tips, you can prevent these fires. Read More.


Fire officials remind community members to stay vigilant and only use candles in a safe manner. Candles should be placed on a sturdy, nonflammable surface, away from children, pets, and anything that can burn. Candles require constant supervision by an adult, and you must ensure candles are completely extinguished before leaving the area. A safer alternative is using flameless candles that look and smell like real candles.

Loudoun Employers Recognized for Inclusion in the Workplace

In collaboration with the Loudoun Disability Services Board, on which I serve as the Board of Supervisor’s liaison, I am again pleased to sponsor this year’s proclamation, celebrating the value and talent workers with disabilities add to Loudoun’s workplaces and economy. In honor of Disability Employment Awareness Month, I was also excited to present this year’s FAIME Awards to TopKick Martial Arts and Harris teeter Brambleton, for their inclusive hiring and supportive workplaces. Board Approves Affordable Multi-Family Rental Housing Loan for Moorefield Station Apartments

The Loudoun County Board of Supervisors has taken action that will lead to an increase in affordable housing in the county. During its October 21, 2025, meeting, the Board approved a loan to a developer to build long-term, affordable, multi-family housing rental units in Ashburn. The Board approved a $19.3 million loan to SCG Development Partners LLC to build Moorefield Station Apartments, a transit-oriented development located within a quarter mile of the Ashburn Metro Station. GOMYWAYVA™ Mobile App Launches

In a major milestone in improving travel in and across northern Virginia, the Regional Multi-Modal Mobility Program (RM3P), a public and private sector program to identify and adopt technologies to improve travel in and around northern Virginia today announced the launch of the GoMyWayVA™ app, designed to make commuting easier and more rewarding. The RM3P collaborative includes the Virginia Department of Transportation (VDOT), Northern Virginia Transportation Authority (NVTA), Virginia Department of Rail and Public Transportation (DRPT), and Fredericksburg Area Metropolitan Planning Organization (FAMPO). The mobile app incentivizes and rewards commuters and travelers who change their travel patterns in a way that helps improve the efficiency of the transportation network as a whole and benefits those traveling from, to, or through northern Virginia. County Supports Undergrounding of Segments of Golden to Mars Transmission Line

Members of the Loudoun County Board of Supervisors have joined with other elected officials and community leaders to reiterate their support for placing select segments of Dominion Energy’s Golden to Mars transmission line project underground. Loudoun County is recommending that Dominion underground any transmission lines planned to pass closer than 500 feet from any residence or public school. This would minimize impacts of the project on homes, schools and established neighborhoods.


“While Loudoun County has no role in determining whether transmission lines are above or below ground, we do have a voice,” said Chair At-Large Phyllis J. Randall. “The Board of Supervisors has taken steps to ensure our voice is heard by the State Corporation Commission and our utility providers. An alternative is possible and must be considered to assure any impact on our schools and residential communities is mitigated to the extent possible.”


The Golden to Mars project is an active application before the State Corporation Commission (SCC), which includes 500/230-kV Golden to Mars transmission lines and the Lockridge and Sojourner 230 kV loops and related projects. In May 2025, Loudoun County filed a notice of participation (PDF) in Dominion Energy’s application to the SCC, which allowed the county to join the case and to provide input and testimony on the proposed power project during the review process.


Board members appeared at a news conference October 16, 2025, organized by attorney Bryan Turner, who represents the Loudoun Valley Estates Homeowners Association (HOA) and is coordinating with other neighborhoods close to the proposed route of the project, which are also participating in the SCC case. 


Members of the Board were also among the many local officials and members of the community who spoke in support of the underground option at the SCC’s two public hearings in Ashburn September 18 and 19, 2025.


How to Provide Comments to the SCC

Loudoun County encourages members of the community who wish to provide input on the Golden to Mars project to continue to participate in the public process.


  • Public Hearing by Telephone: The SCC will hold a public witness hearing by telephone, beginning at 10:00 a.m., Monday, December 15, 2025. Pre-registration is required. The deadline to register is 5:00 p.m., Tuesday, December 9, 2025. The hearing will be webcast. Pre-registration may be accomplished in one of two ways:
  • Online: Complete a public witness form for case number PUR-2025-00056 on the SCC’s website.
  • Phone: Call the SCC at 804-371-9141 during normal business hours, 8:15 a.m.-5:00 p.m., and provide your name and the phone number you wish the commission to call to reach you during the hearing.


  • Written Comments: Written comments will be accepted through the SCC’s website until 5:00 p.m., December 9, 2025. Comments can also be submitted by U.S. mail to the Clerk of the State Corporation Commission, c/o Document Control Center, P.O. Box 2118, Richmond, Virginia 23218-2118. All comments must refer to case number PUR-2025-00056. 


Transmission Lines in Loudoun County/Related Updates to Comprehensive Plan

The SCC has regulatory authority over electric utilities in Virginia and is the governing body that approves high-voltage transmission line projects prior to construction. Loudoun County has no formal role in the approval process for transmission lines, but the county does closely monitor proposals for transmission lines proposed for construction within the county and encourages members of the community to stay informed about active applications and opportunities for public participation in the SCC cases. Land use planners in the Department of Planning & Zoning review all transmission line applications submitted to the SCC for consistency with the County’s Comprehensive Plan and environmental protection initiatives and forward comments to the SCC on the respective applications.


Loudoun County is actively working to improve the county’s ability to influence and guide the location, development, and management of high-voltage transmission corridors and electrical infrastructure with proposed amendments to the Loudoun County 2019 Comprehensive Plan. Virginia Insurance Counseling & Assistance Program (VICAP)

  • VICAP is offering free Medicare Part D information during the open enrollment period, through Sunday, December 7. Knowledgeable, trained volunteers (not insurance agents) help participants find better coverage and reduce costs. Worksheets must be submitted by Saturday, November 8 and can be obtained at senior centers (including Leesburg’s, 102 North Street), online at Loudoun.gov/AAA, or by calling 703-737-8036.


Northern Virginia Dementia Care Consortium – Caregiver’s Conference

  • Saturday, November 22, at the Fairfax County Government Center (12000 Government Center Parkway, Fairfax, VA 22035). Registration is $35 and includes breakfast, lunch, materials, and a certificate of attendance. Experts will share tools and resources for caregivers. VCE Loudoun Master Gardeners: In-Person Help Desk Closing for the Season

Virtual Help Desk Remains Open Year-Round

 

With the days growing shorter, the VCE Loudoun Master Gardeners In-Person Help Desk will close for the winter season starting on November 11, 2025. Our Master Gardeners will continue to monitor the Virtual Help Desk to respond to your questions. Please email LoudounMG@vt.edu with the following information for them to best provide help:

  • Type and age of plant
  • Specific problem
  • History of problem
  • Location of plant: sun/shade
  • Detail any watering habits, fertilizer, and insecticide applications.
  • Include a minimum of three photos: plant part affected, good part of the plant, and where it is planted. Review photo tips at Guidance for Submitting Good Digital Photos.
  • Please allow 3 to 5 days for a response.

An American Revolution Symposium Honoring Black Patriots & Loyalists

Presented by the Black History Committee (BHC), Friends of Thomas Balch Library (FoTBL), this full-day program will introduce attendees to the often-forgotten contributions of black patriots and loyalists who fought and died during the American Revolution.


Featuring three presentations by experts in the field and a moderated discussion, the Symposium will help the audience better understand the need to commemorate all Americans throughout the celebratory activities of the 250th anniversary of the American Revolution and the creation of the United States.

In "Forgotten Patriots of the Northern Theater," author and historian Ric Murphy highlights the extraordinary contributions of African and Indigenous descended peoples of the northern colonies who served during the American Revolution. Winner of the 2025 Phyllis Wheatley Book Award for Historical Nonfiction, "Forgotten Patriots" draws on years of deep archival research, including pension files, military rolls and firsthand petitions in telling the stories of those who served at places like Saratoga, Valley Forge and Rhode Island.

In 1783, more than a thousand Black loyalists arrived in Shelburne, Nova Scotia. Andrea Davis explains how most settled in Birchtown, just west of Shelburne, becoming the largest community of free Black people anywhere in North America. This session will cover the arrival of the Black loyalists in Nova Scotia, the race riot of 1784, and the subsequent dispersal and ex-migration of much of the community.

VDOT's 2025 Road Repaving

The Virginia Department of Transportation (VDOT) has released their list of roads that will be resurfaced in 2025. The exact dates for the road work are unknown at this time, as they are dependent on weather and contractor schedules, but all projects are typically completed by October. Resurfacing projects can last from a few days to a few weeks, depending on the size of the project, and notice is provided by roadside signage a few days before. Residents should use caution when repaving work is occurring and follow roadcrew directions. Noise, dust, work crews, and heavy machinery should be expected. View VDOT’s full repaving map here. Ashburn Lake Water Quality Project

This project involves the dredging and landscaping of Ashburn Lake, including the construction of a forebay dam, as part of the Ashburn Lake Quality Project. This project will help clear sediment and other buildup that has accumulated in the lake since the construction of Ashburn Village in the early 1990s, and will enhance water quality to local waterways that ultimately flow into the Chesapeake Bay. The project will also include constructing an asphalt trail on the northern side of Beaverdam Run and underneath the Ashburn Road bridge, to connect the existing trails systems for Ashburn Village and Ashburn Manor.

Ashburn Library Renovation

This project involves the interior renovation of the Ashburn Library, which includes upgrades to finishes (wall and flooring), light fixtures, and shelving arrangements. These changes are scheduled to take place between 2026 through 2027. Also as part of these updates, the area previously used for the periodicals in the back of the library will be refreshed and repurposed into a new makerspace program space, which will allow for the implementation of new programs at the library. The BOS has also discussed extending library hours, specifically to provide Loudoun youth a safe space to gather, a need identified in this year's Loudoun Youth Report.

Ashburn Road Corridor Improvements

These improvements include the construction of trails and sidewalks on Ashburn Road (east & west sides) from the W&OD Trail north to Gloucester Parkway, estimated for completion in 2029. Additional signs will also be installed at the W&OD Trail crossing to alter drivers to the crosswalk. A bridge over Beaverdam Run and trails from the W&OD Trail south to Farmwell Road/Ashburn Farm Parkway are being explored.

Belmont Ridge Road Pedestrian Bridge over the Dulles Greenway

This project provides for the construction of a pedestrian bridge over the Dulles Greenway at Belmont Ridge Road. The bridge will be built on the west side of Belmont Ridge Road over the Greenway, connecting to the existing trails at Goose Creek Village and Goose Creek Preserve, linking the final pedestrian gap on that corridor between Route 7 and Route 50. This project is estimated to be completed in 2033.

Croson Lane Widening

This project provides for the planning, design, right of way acquisition, and construction to widen Croson Lane from its current state as a two-lane road to a four-lane, median-divided roadway, from Claiborne Parkway to Old Ryan Road. The project will also include the construction of a sidewalk on the north side of the road and a shared use path on the south side. Design plans have reached 90% and the design team has begun utility tests and field inspections. As the design continues, the next steps for this project include environmental investigations and coordinating with VDOT on utility relocation. A traffic signal at Croson Lane and Old Ryan Road is not currently warranted with this project, but at Supervisor Glass' request, a four-way stop was installed in October 2024. Eastern Loudoun Community Arts Center

This project provides for the construction of a county-owned community arts center in eastern Loudoun. The Board of Supervisors endorsed a "Scaled Performance and Visual Arts Facility", which would contain a main performance hall, a blackbox theater, and art making and display spaces. The Board allocated $500,000 to begin preliminary planning, design, and site assessments for later inclusion in the Capital Improvement Program. Farmwell Road Corridor Improvements

This project provides for the design, land acquisition, and construction of intersection improvements along Farmwell Road from Smith Switch Road/Waxpool Road to Ashburn Road/Ashburn Farm Parkway, including crosswalks and turn lanes. This project also includes the installation of sidewalks and trails on both sides of Farmwell Road down the entire corridor. County staff are currently working to complete land acquisition and 100% design plans. Construction of this project is estimated to begin in 2026 and end in 2029.

Loudoun Trails and Waterways

The Board of Supervisors has approved a stewardship management plan for the restoration of the historic Broad Run Toll House near Route 7 (Leesburg Pike) and Route 28 (Sully Road) to be restored to its near-original condition. The Toll House will be used as a trailhead for the Broad Run Stream Valley Park, which is being developed under the county's trails and waterways system. A study for a pedestrian crossing under Route 7 (Leesburg Pike) at the Broad Run is being conducted. In April, Supervisor Glass was successful in funding a pedestrian bridge over Beaverdam Run (Coordinates: 39°02'38.3"N 77°26'45.4"W), which will connect existing trails at Heron Overlook Park to Loudoun Water. Supervisor Glass is also looking to expand access to "Blue Trails", which will allow for non-motorized boating on waterways such as the Broad Run and Goose Creek.

Northern Virginia Science Center

This project involves the construction of a regional science center through a multi-party agreement. The Science Center will be built on a 5-acre site backing to the Broad Run at the Kincora development. Loudoun is contributing $19 million of the $75 million cost of the project with other funding coming from the state and private donations. A groundbreaking was held at the end of March 2025. Building construction and steel framing are underway along with road construction leading to the site as part of the overall Kincora development.

Prentice Drive Extension

This project provides for the planning, design, and construction of a new segment of Prentice Drive in Ashburn from Loudoun County Parkway to Waxpool Road and Shellhorn Road. The roadway will be a four-lane roadway with turn lanes, on-street bike lanes, and sidewalks. This project will be an essential road connection to the Ashburn Metro Station.  The design phase is at 100% completion, with land acquisition and utility relocation currently underway. Construction is estimated to reach substantial completion by the end of 2027.

Route 7 Additional Eastbound Lane Widening from Loudoun County Parkway to Route 28

This project provides for the design, right-of-way acquisition, utility relocation, and construction of an additional travel lane along eastbound Route 7 between the Loudoun County Parkway entrance ramp and the Route 28 exit ramp, to eliminate the need to merge in and out of traffic between the two interchanges. The design team is working towards 30% completion and will soon begin working on developing utility relocation plans. Construction of this project is estimated to reach completion in 2029. VDOT is also conducting a STARS study to assess potential safety, operational, transit, and bicycle/pedestrian improvements along Route 7 from the Leesburg Bypass (Route 7)/East Market interchange (Route 15) to the Algonkian Parkway/Atlantic Boulevard interchange.

Crested Quail Drive Homes

This project consists of constructing eight single family homes on the lots of 22024 and 22034 Crested Quail Drive. The homes are allowed "by-right" under the current one housing unit per acre zoning and do not require Board of Supervisors approval to be built. The homes will be similar in size to those in the surrounding Belle Terra community. The site plan is currently being reviewed by the Department of Building and Development for permitting and zoning ordinance compliance. A construction timeline is not known at this time. The two existing homes on site will be demolished, but the plan presented calls to keep the wooden barn in place.

Data Center Projects

Several data center projects, located throughout Loudoun's "Data Center Alley," were either approved by the Board of Supervisors under previous years and are now being built, or the data centers are allowed "by-right" under the property's current zoning and did not need Board of Supervisors approval. Most of the unbuilt or in development data centers are located along Waxpool Road, around Beaumeade Circle, around Red Rum Drive, and near the intersection of Loudoun County Parkway and Shellhorn Road. Dominion Energy Powerlines

and Substations

Dominion has filed its application with the State Corporation Commission (SCC) for the Golden to Mars Powerlines down either Loudoun County Parkway or the Board Run floodplain. A telephone Public Hearing will take place on December 15. Information is available at DominionEnergy.com/NOVA and SCC.Virginia.gov. Dominion will begin construction in 2026 of the powerlines down the southern side of Route 7 (Leesburg Pike) from Belmont Ridge Road to Loudoun County Parkway, and then south down Loudoun County Parkway to the W&OD Trail. The NIVO substation on Smith Switch Road is also currently under construction and will be completed in 2026.

Kincora
