CPDA PAC Supports Farm Bill Engagement on Capitol Hill

Through CPDA PAC, Terry Kippley joined partners from the Agricultural Retailers Association, CropLife America and RISE this week for a meeting with Senate Agriculture Committee Chairman John Boozman (R-AR) to discuss the need to advance a Farm Bill and highlight priorities important to CPDA members.

The meeting comes as attention turns to the Senate, where Chairman Boozman is expected to release Senate Farm Bill text in the coming weeks, with committee action expected in July.

CPDA continues to support passage of a Farm Bill that strengthens U.S. agriculture and advances practical policies for the crop protection value chain. The House passed its version of the Farm Bill in April with several CPDA priorities included, including Centers of Excellence for crop protection that could support research and investment in adjuvants and other crop protection tools, as well as provisions related to conservation and technical assistance.

CPDA will continue working with congressional leaders and allied agricultural organizations to ensure member priorities remain part of the Farm Bill discussion as the process moves forward in the Senate.

CPDA Releases Q3 Strategic Priorities Update

CPDA has released its Q3 Strategic Priorities Update, providing members with a concise look at progress against the association’s 2026 goals.

The update tracks work across regulatory efficiency and reform, policy and funding priorities, environmental stewardship and market access, and membership growth and operational excellence.

Through CPDA's fiscal year Q3, the organization continues to make measurable progress on several fronts. The association is advancing PRIA 6 priorities, including protecting non-PRIA funding, fixing InertFinder, and seeking greater regulatory clarity for me-too actions. CPDA is also continuing to work with EPA on pesticide backlog reduction, with pending actions declining from approximately 14,600 to under 8,000.

On the policy front, CPDA supported House action advancing a $3 million increase for EPA pesticide programs in FY27 appropriations and secured key priorities in the House-passed Farm Bill, including Centers of Excellence for crop protection with the potential of significant investment in adjuvant research.

CPDA also continues to advance practical ESA implementation, including expanded recognition of drift reduction adjuvants as EPA ESA mitigation tools and development of DRA communications resources to support CPDA’s stewardship message.

The update also reflects strong organizational momentum. CPDA membership has grown from 83 to 92 companies, an 8 percent increase. CPDA-PAC contributions are up 33 percent, our AICP conference set a record for member attendance, and Fly-In participation increased by 15 percent.

CPDA Holds Federal & State Regulatory Quarterly Update: California DPR Special Guest Dr. Teerlink

CPDA held its Federal & State Regulatory Quarterly Update this week, bringing members together for a discussion of key federal and state regulatory issues impacting the crop protection value chain.

David Bower, CPDA State & Regulatory Affairs Chair, and Matthew Faletti, State & Regulatory Affairs Vice Chair, helped lead the discussion, which included updates on EPA funding, the Farm Bill, PRIA 6, EPA’s Draft Fungicide Strategy, and state regulatory issues raised by CPDA members.

CPDA was also pleased to welcome Dr. Jennifer “JT” Teerlink, Deputy Director of the California Department of Pesticide Regulation, who provided updates on DPR registration timelines and efficiencies, the pesticide prioritization process, and plans for updating and more transparently communicating data requirements for adjuvants.

The quarterly update provides an important forum for CPDA members to stay informed, share concerns, and help shape the association’s engagement on regulatory issues at both the federal and state levels.

The next meeting of the regulatory group will be Thursday, September 24, at 2:00 p.m. ET.
CPDA members interested in receiving an invite should contact

Information on EPA’s New Submission Experience

As a reminder, OPP has developed a new pesticide submission experience, which will replace the Pesticide Submission Portal (PSP), and will utilize the MyPeST format for all customer interactions, including viewing existing applications and creating/updating new applications. To support a successful rollout, a series of four webinars was scheduled, where members of EPA’s Office of Pesticide Programs were able to explain the pre-registration process, outline features of the new submission experience, and answer questions.

The next two webinars are June 17 and June 14 from 12:00-1:00 p.m. EST.

Register for the remaining two webinars here.

The first two webinars were recorded, and the recordings are available at the links below.

June 3, 2026: Video Conferencing, Web Conferencing, Webinars, Screen Sharing - Zoom

June 10, 2026: Video Conferencing, Web Conferencing, Webinars, Screen Sharing - Zoom

Additionally, all the questions submitted in the question-and-answer function of the webinars were saved and the PRIA Coalition’s working group on the new submission experience will be working, with EPA, on responses to the questions.

The new MyPeST functionality will be rolled out in the following phases:

  1. Week of June 1: All active PSP (CDX submission application) users should have received an email with a link to pre-register for the new role.
  2. July 3: Phase 1 Deployment: Create new and update existing PRIA and non-PRIA applications (including 6(a)(2) reports, supplemental distributor submissions and non-coded PRIA actions);
  3. July 30: Phase 2 Deployment: Data Call-In Response/Submit Data/Update company number and establishment request functions; and
  4. September 30: Section Seven/Establishment Production Reporting, FPAS (Foreign Purchaser Acknowledgments), and other enhancements.

CropLife Magazine Highlights Growing Role of Adjuvants Under ESA

A recent CropLife article highlights the growing importance of adjuvants as growers, retailers, and applicators prepare for evolving Endangered Species Act requirements.

The article features CPDA’s Johnnie Roberts, Director of Adjuvant Chemistry, who noted that deposition and drift reduction agents were used on only 15 to 25 percent of treated acres during the 2025 growing season. Roberts pointed to factors such as spray mix compatibility, assumptions about nozzle performance, cost concerns, and perceived value as reasons adoption has not yet become more widespread.

The article also features several CPDA member companies, including WinField United, Innvictis, GROWMARK, and Helena Agri-Enterprises. Their comments reinforce the need for continued education around adjuvants, drift reduction tools, and practical ESA mitigation options. The article also highlights the important role retailers, certified crop advisors, and trusted agronomic partners will play in helping growers understand how adjuvants can support on-target applications, product performance, and compliance planning.

The piece reinforces a message central to CPDA’s work: adjuvants are increasingly being recognized as practical tools that can help growers meet regulatory expectations while preserving access to effective crop protection programs.

CPDA Member Companies Recognized in The Scoop’s 2026 40 Under 40

The Scoop recently announced its 2026 40 Under 40 honorees, recognizing emerging leaders across the ag retail industry.

CPDA congratulates the honorees and the CPDA member companies represented in this year’s class, including Innvictis/Simplot, BRANDT, AgXplore, Albaugh, MFA, Wilbur-Ellis, Nutrien, WinField United, and GROWMARK.

The recognition highlights the depth of talent across the crop protection and ag retail sectors. It also reinforces the important role CPDA member companies play in developing the next generation of leaders who will help shape the future of agricultural technology, retail service, stewardship, and grower support.

CPDA would also like to give special recognition to Connor Ferguson of Wilbur-Ellis for his critical work supporting CPDA’s engagement with EPA to have drift reduction adjuvants recognized as an ESA mitigation option for growers. Connor was also recognized with CPDA’s Service to Council Award in 2023.

Nutrien Highlights the Critical Role of Regulatory Specialists

A recent Nutrien article highlights the essential role regulatory specialists play in product decisions, label development, and responsible product stewardship.

The article features Mary Swain, an Adjuvant Regulatory Specialist at Nutrien, and underscores the careful work required before claims or use directions are added to a product label. From reviewing submissions and coordinating testing to working with product managers and evaluating whether claims are supported by data, the article illustrates how regulatory professionals help ensure product decisions are accurate, defensible, and grounded in real-world responsibility.

For CPDA, the article reinforces the importance of regulatory expertise across the crop protection value chain. As companies navigate EPA, state regulatory agencies, label requirements, data expectations, and evolving ESA obligations, regulatory specialists play a critical role in helping products move forward responsibly while maintaining trust with regulators, customers, and growers.

CPDA appreciates the work of regulatory professionals across our membership and the important role they play in supporting safe, effective, and reliable crop protection tools.
