Bottom Line Up Front

On 4 June 2024, suspected Islamic State militants attempted a suicide VBIED (Vehicle-Borne Improvised Explosive Device) attack targeting Syrian Democratic Forces (SDF) in the Hasakah Countryside. However, the plan was thwarted when SDF forces intercepted and surrounded the attacker in time. Rather than surrendering, the militant detonated the explosives, blowing himself up.

This marks the fourth VBIED assault recorded by TRAC in Syria since the beginning of June 2024. TRAC had previously anticipated an increase in VBIED assaults in the coming months, based on the intensified efforts of IS militants to deploy such devices, particularly in Deir Ezzor. This surge in VBIED attacks began in early May following a complex suicide VBIED assault on the al-Hindi checkpoint of the SDF in Shahil. Since then, IS fighters have shown a trend of using vehicle-borne IEDs to maximise their impact, especially in urban areas.

Furthermore, this incident marks the first time in four days that IS militants have used a motorcycle IED. Motorcycle IEDs provide mobility, enabling attackers to evade detection and strike targets precisely. They also require minimal resources to deploy, making them a favoured weapon for militants in urban settings.

While it is notable that the SDF managed to thwart this attack in time, there are inconsistencies in the reported details. Firstly, if the SDF had indeed surrounded the attacker, it is unclear why there were no casualties reported during the incident. Secondly, the provided photo only shows the motorcycle, with no sign of the attacker’s body nearby. If the attacker had detonated the explosives before being detained, there should have been casualties and visible remains to support this claim. Given these discrepancies, the information provided should be taken with caution.

At this point, TRAC wants to highlight that two VBIEDs have been recorded in Nigeria since the beginning of the year. While extremely rare, there is an uptick in their use. This could indicate a push from Islamic State Central Command to increase the use of VBIEDs, potentially to generate more damage and publicity around their attacks.

TRAC Incident Report: Lone Wolf Knife Attacker Targets Right Wing/Anti-Islamist Group Event ‘PAX Europe’ with Several Wounded, Mannheim, Baden-Württemberg, Germany

On 31 May 2024, shortly after 11:30 a.m. local time, a lone wolf knife attacker targeted and wounded several people in a central square in the southwestern German city of Mannheim. Michael Stürzenberger, an anti-Islam activist known for his involvement with Pax Europa, was among those injured in the attack. Additionally, a police officer who was assisting victims was stabbed in the back of the neck. The assailant was subsequently shot and killed by another police officer on the scene. Tragically, the injured police officer later succumbed to his wounds at the hospital. This incident marks the fifth lone-wolf knife attack recorded by TRAC in the past month.

The attack occurred during an event organised by Pax Europa, a group that aims to inform the public about what it claims are the dangers posed by the "increasing spread and influence of political Islam." Michael Stürzenberger, the main target of the stabbing, is a prominent anti-Islam activist. Many attendees were listening to or participating in the anti-Islamic event. Although the motivations and identity of the attacker are currently unknown, the choice of target strongly suggests that the perpetrator harboured pro-Islamic sentiments.

Footage of the incident reveals that the police officer who was stabbed was only targeted after he pushed a Pax Europa member to the ground to protect him from a knife slash. The attacker then stood up and stabbed the officer in the back of the neck in an attempt to reach his intended victim, who was now beneath the officer. At this critical moment, other officers fired a shot, killing the assailant before he could inflict further harm.

This style of knife attack is reminiscent of the Islamic State's peak of lone wolf attacks in Europe in 2016. While most lone wolf attacks in 2016 were self-inspired, the possibility of the Islamic State’s External Operations branch, known as the Emni, orchestrating this attack to deter anti-Islamic groups in the Western world cannot be ruled out. Islamic State Central Command typically does not claim responsibility for attacks carried out by lone-wolf assailants if the suspect is in custody. However, an attacker who is neutralized on the scene, as in this case, may still be claimed by the group in future statements.

Given the pattern of recent lone-wolf attacks and the potential for IS influence, security measures around similar events and high-profile anti-Islam figures may need to be reevaluated to prevent further violence.

TRAC Incident Report: Islamic State West Africa (ISWA/Wilayat Gharb Afriqiyah) Militants Armed Assault on a Red Cross Vehicle, Killing Three Aid Workers & One Soldier, Near Chetimari, Diffa Region, Niger

On 28 May 2024, Islamic State West Africa (ISWA/Wilayat Gharb Afriqiyah) militants conducted an armed assault on a Red Cross vehicle near Chetimari, Diffa Region, Niger. The assault killed three aid workers and a soldier who accompanied the crew.

This is the third time that Islamic State West Africa (ISWA) militants targeted Red Cross personnel in the last two months. The repeated targeting of Red Cross personnel indicates a deliberate tactic to intimidate and hinder humanitarian operations, which are crucial for the local population’s survival and well-being. This pattern of violence not only endangers the lives of aid workers but also exacerbates the humanitarian crisis by limiting access to essential services. The strategic choice of targets and the geographic focus of these attacks highlight the calculated nature of ISWA’s campaign to assert control and spread fear among both local communities and international aid organizations.

This assault was executed by the Southern N1 ISWA cell, which operates within Niger. This specific area is of particular interest as it is the operational base of the Niger ISWA cell. While much of ISWA’s activities are concentrated in Borno State, Nigeria, this cell conducts operations strictly within Niger, primarily between the Niger-Nigeria border and south of the N1 highway. Chetimari and Diffa are among the most frequently targeted locations by this cell.

TRAC Incident Report: Free Papua Movement (OPM) Threatens to Target the Madi Public Hospital in an Arson Attack, Paniai District, Central Papua, Indonesia

On 27 May 2024, reports emerged that the Free Papua Movement (OPM) had threatened to burn down Madi Public Hospital. In response, authorities swiftly deployed police and army forces to protect the facility in Madi village, Paniai District, Central Papua. This threat came just days after OPM militants carried out an arson attack on school buildings and stores in the same village.

The deployment of security forces to Madi underscores the authorities' belief that OPM militants are likely camped nearby, poised for further attacks. In addition to the hospital being at risk, TRAC warns that medical staff could also be targeted by OPM militants.

The OPM has a history of violent tactics, frequently employing hit-and-run attacks in their struggle for independence from the Indonesian government. These attacks often result in the deaths of workers, teachers, and food vendors, reflecting the group's strategy to disrupt normal life and create instability.

In recent days, the OPM has also been spreading false information on social media, claiming that the security forces had evacuated Madi hospital and shut down its emergency room. This misinformation campaign is notable for its potential to incite social unrest and panic among the local population, illustrating the OPM's use of psychological warfare alongside physical attacks.
