Insider Edition 87 | March 20, 2025 | | | | |
Hello Windsor!
As we welcome the warmth and renewal of spring, it's a time for fresh beginnings and growth in our community.
Spring sports are in full swing, bringing energy, excitement, and an opportunity for connection as our local teams hit the fields and courts.
This season not only symbolizes the growth of nature but also the potential for all of us to grow together. In that same vein, I would like to announce a Special Town Council Meeting happening on Wednesday April 2 at 6 PM.
This meeting, being dubbed “The Voices of Windsor,” aims to promote Community engagement between residents, staff, the Town Council, and Commissioners. You are invited to a roundtable conversation designed to facilitate relationship building and improve our competency to all work together.
I hope to see you there!

Michael A. Hall Pollinator Garden Volunteer Event
Come volunteer at the Michael A. Hall Park Pollinator Garden on March 22 from 9 AM to 11 AM. Help plant milkweed to attract Monarch butterflies, feed their caterpillars, and help us pull the weeds that are encroaching on the garden’s native plants.
| | | | |
April Owens, the landscape architect
who designed the garden, will be on hand to answer your questions about native plants and how to create a pollinator garden in your yard.
We will have some garden gloves and tools, but please bring your own garden gloves and trowels if you have them. Meet us at the pollinator garden, located at the northwest end of the park.
If you have any questions,
please call Ember Dagosta
at 707-838-2309 or email edagosta@townofwindsor.ca.gov

Windsor Active Transportation Plan (ATP) Draft
Available for Public Review
The Town of Windsor’s Public Works Department is pleased to announce the release of the draft Active Transportation Plan (ATP), formerly the Bike and Pedestrian Master Plan.
| | | | |
This plan presents a detailed vision for improving and expanding bicycle and pedestrian facilities across Windsor. It focuses on enhancing safety, connectivity, and accessibility for non-motorized transportation options like walking, biking, and more.
While the ATP is still under review by Town staff, we invite the public to participate in reviewing the draft. Your input will help create a safer, more connected Windsor for everyone.
| | The draft will be released on Monday, March 24, and will be accessible on the Town’s website. | | | | |

| | VOICES OF WINDSOR ROUNDTABLE - 4/2 | | |
Wednesday, April 2, 2025
6 PM in Council Chamers (9291 Old Redwood Highway, Building 400)
You are invited to a roundtable conversation with our town officials, staff, and residents, designed to facilitate relationship building and improve our competency to work together effectively for the future.
This is an opportunity for us to get to know one another better and investigate how the well-being of our community is dependent on the quality of our interconnections. Shifting from the typical Town Council meetings to a setting of small tables enables people to engage more intimately and strengthens our relationships across the community.
The discussion will be facilitated by Julian Cohen. Refreshments will be provided, as well as a Kids Zone in an adjacent space with guided activities.

| | FIRE HAZARD SEVERITY ZONES MAP | | |
New CAL FIRE - Fire Hazard Severity Zones Maps Released:
What Windsor Residents Need to Know
On Feb. 24, 2025, CAL FIRE released the 2025 Local Responsibility Area (LRA) Fire Hazard Severity Zones (FHSZ) Maps. CAL FIRE, in coordination with the Office of the State Fire Marshal, is required to periodically update these maps and severity zones.
| | |
About the FHSZ Map
Properties are categorized as Moderate, High, or Very High Fire Hazard Severity Zones based on terrain, vegetation, fire history, climate conditions, and ember cast computer modeling. Certain areas within Windsor are designated Moderate and High FHSZ. No properties within Windsor are designated Very High FHSZ.
The Town cannot downgrade the hazard classification set by CAL FIRE but may recommend upgrading severity if justified by wildfire history or environmental conditions. Currently, all properties within the Town of Windsor have been designated by the Town Moderate FHSZ. This action was taken by the Town in response to the Tubbs Fire that occurred in October 2017 and the Kincade Fire that occurred in October - November 2019. The Moderate FHSZ designation requires the use of exterior materials and certain construction methods that resist flames or burning embers projected by a vegetation fire.
Next Steps and Community Involvement
Public Comment and Outreach: The Town is requesting public input on the FHSZ map. Please send comments to Kim Jordan, Planner, at kjordan@townofwindsor.ca.gov. Comments are requested by April 21, 2025. We’ll share information through meetings, newsletters, and social media.
For more information and helpful resources visit the Town’s dedicated webpage at Fire Hazard Severity Zones Map.

As we welcome spring, it’s important to stay mindful of fire safety in and around your home:
Start Your Yard Cleanup Early – Clear away dead leaves and debris to reduce fire hazards.
Be Cautious with Space Heaters – Keep them at least three feet away from flammable materials.
Practice Safe Yard Cleanup – Dispose of leaves and brush properly; never burn debris on windy days.
Grill Safely – Keep grills away from structures and never leave them unattended.
