The Vermont Center on Behavior and Health (VCBH) proudly presents the 14th Annual Conference, to be held on October 8th and 9th, 2026 at the Hotel Champlain.
Our Keynote speaker, Kenneth Warner, PhD, Professor Emeritus at the University of Michigan, is a leading health economist focused on tobacco harm reduction. His research evaluates how alternative nicotine products, like e-cigarettes, can help adult smokers quit combustible cigarettes while analyzing the risk of these products acting as a gateway to smoking or marijuana use among adolescents. Through U-M's Center for the Assessment of Tobacco Regulations (CAsToR), his work provides data-driven frameworks to regulate how distinct addictive substances interact in the population.
