Dear Friends,


The recent violence we have seen in our county affecting young people has highlighted the important need to look deeper into root causes of youth violence. We must continue investing in prevention, intervention, and community-based solutions to ensure that all our young people are safe and have a positive path forward, and that is why I have established our Youth Engagement Strategy (YES!) Council.


YES! was created in direct response to the urgent need for a more coordinated and proactive approach to youth engagement and violence prevention in Howard County. Our goal with YES! is to increase the diverse network of community providers who bring a well-rounded approach to addressing the prevention of violence by young people. YES! will bring together young people, community-based organizations, public institutions, mental health organizations, and County agencies to ensure that we meet this moment with urgency.

In addition to the creation of the 27-member Council, I also announced this past week that I will be allocating $100,000 in funding to the Columbia Community Care’s S.T.A.N.D. (Stepping Towards A New Destiny) and P.U.S.H. programs in this year’s budget. This newest investment builds upon the nearly $250,000 in funding the County has put forth to support these youth-centered programs during the last two years. S.T.A.N.D. and P.U.S.H. create critical mentoring relationships with young people, adopting a community-based violence prevention approach to supporting our young people. In the last year, these programs supported approximately 100 young people experiencing the highest levels of need.

This weekend, we celebrated a momentous milestone for another beloved Howard County school. For 70 years, Guilford Elementary has been a beacon of learning and growth in Columbia—shaping generations of students to lead with empathy, responsibility, and kindness.


With music from the chorus and orchestra, student speakers, heartfelt reflections from past and present educators, the celebration reflected the rich history and strong future of this school. Guilford’s mission to create a safe, collaborative environment and prepare students for a diverse and changing world is more important than ever.


Thank you to Principal Stephanie Barber-Wehrman, the dedicated PTA, and all the staff, students, families, and alumni who make Guilford such a special place. You continue to be role models for every student that ROARS—with Respect, Ownership, Attitude, Responsibility, showing Empathy every single day.

A Century of Being the Best You Can Be


We celebrated a century of learning, growth, and community at West Friendship Elementary—Howard County’s oldest operating school and a cornerstone of Western Howard.


Since opening its doors in 1925, WFES has transformed from a six-room, two-story schoolhouse into a COMMUNITY that inspires students to “Be the Best You Can Be” every single day. Generations of families, educators, and neighbors have walked these halls, and today’s celebration brought that legacy to life with student performances, the unveiling of a time capsule, and heartfelt tributes to WFES’s proud past and promising future.


From its roots serving the children of area farmers to today’s academically rich, environmentally conscious, and community-centered school, WFES represents the very best of what education can be—personal, passionate, and purpose-driven.

Bringing Joy to Every Plate


For five years, Jennie and Steve Kwon have served our community with fresh, flavorful meals through Blowfish Poke & Grill, growing from a 12-foot food stall in Clarksville to locations across our county and state. I was honored to first meet Jennie when she was a student at Howard Community College, where her passion for entrepreneurship began to bloom.


Today, I was thrilled to join the Kwons for the grand opening and ribbon cutting of their newest and first franchise location in Downtown Annapolis at 122 Dock Street. From customizable poke bowls to Hawaiian BBQ and chicken katsu, Blowfish continues to bring joy to every plate.


Celebrating their 5th anniversary last year was a milestone, and I have no doubt their journey is just getting started. Blowfish Poké is more than a restaurant—it’s a shining example of innovation, hard work, and heart. Congratulations to the Kwons on this exciting new chapter!

A Return to My Alma Mater


I returned to my alma mater, Woodlawn High School, for their first-ever Alumni Career Day—a new tradition I hope continues for years to come.


Speaking with students who are eager, ambitious, and full of potential is always a reminder of how powerful community and education can be. As a proud Warrior, it was a privilege to share my journey—from walking these same hallways to now serving as Howard County Executive—and to let students know that with grit, persistence, and vision, anything is possible.


Thank you to Principal Jernigan, coordinator Kimberley Harris Simms, and the entire Woodlawn High family for inviting me back. You’re cultivating the next generation of leaders, and I couldn’t be more inspired.

Fair Housing Month


April is Fair Housing Month — a time to honor opportunity and inclusion in housing.


This week, we were joined by members of our Howard County Association of REALTORS® (HCAR). For 57 years, the Fair Housing Act has stood as a pillar of justice, ensuring that no one is denied housing based on who they are. Today, we celebrate that legacy and continue the work to make housing accessible to all.


In Howard County, we’re taking bold, proactive steps to ensure everyone has a place to call home. Through initiatives like HOME (Housing Opportunities are Meant for Everyone) and OWN (Opportunities for Wealth-Building Now), we’re expanding quality affordable housing, growing homeownership and wealth-building, while investing in solutions that meet our community’s diverse needs. With nearly $15 million invested in our Housing Opportunities Trust Fund, more families than ever are accessing stable, secure housing.

Thanks to the vision of Dr. Marlene Jackson and the entire Biz Kidz Academy family, young people across our county are gaining the tools, confidence, and mentorship they need to lead. I’m proud to support this work through our YEP! (Youth Engagement Programming) initiative, which has already connected over 10,000 students to transformative programs like this one.

Property Tax Exemptions


Howard County is proud to support our veterans. If you are a disabled veteran due to a service-connected condition, you may qualify for full property tax exemption on your primary residence. This exemption applies to the home and surrounding property. Surviving spouses may also be eligible under certain conditions. This program is one of the many ways we honor those who have served our country. The Weatherization Assistance Program, operated by the Maryland Department of Housing and Community Development, helps homeowners install energy-saving materials that improve efficiency.

Expanding Behavioral Mental Health Care


Howard County is taking bold steps to expand critical behavioral health services for all residents—including those in our detention system. We are very excited to present the new Howard County Detention Center’s new Behavioral Mental Health Unit (BMHU), a major step forward in ensuring individuals receive the necessary mental health care and support they need while incarcerated. With a capacity for 16 incarcerated individuals, the BMHU will help reduce recidivism, by providing a pathway for structured reentry into our community. The facility is designed with cell construction, furnishings, and activities all research based and thoughtfully crafted to foster healthy mental states.


Additionally, through a new partnership with Howard Community College, we are offering GED programs, Life Skills Education, and English as a Second Language classes, helping individuals gain the tools they need to succeed post-release.


By expanding comprehensive support systems to help ensure success, we are creating a safer, healthier Howard County for all.

Balancing Fiscal Obligations, While Making Progress


Last week, I submitted my proposed Fiscal Year 2026 Capital Improvement Program (CIP) to the Howard County Council. This carefully crafted $367 million package has been developed to thoughtfully balance Howard County’s fiscal obligations, preserve our AAA bond rating, and make progress on meeting the needs of our residents, businesses, and visitors. My proposed capital budget request is $10 million less in General Obligation bonds and $37 million less in Pay As You Go (PAYGO) than last year to exercise fiscal prudence and manage our long-term debt obligations during these turbulent times of financial uncertainty.


My proposed capital budget also includes $100.6 million to fully fund the Board of Education’s CIP for 4th consecutive year. This includes $66.7 million in county funding, the second highest local contribution in at least 17 years. This total school funding reflects an increase of approximately $25 million over last year and maximizes available state funding for FY26.


Despite uncertainty at the state and federal level, we continue to plan responsibly and make key investments that ensure an excellent quality of life for all. Our efforts will continue during and after budget development to ensure Howard County’s long-term infrastructure plan remains in line with the community’s priorities and our County’s financial health.

EMERGE


I was delighted to speak at the Emerging Adults Summit, held at Howard County Library System’s (HCLS) Elkridge Branch, and hosted by the Maryland State Library Agency. 


Our libraries provide countless valuable programs, not to mention, books for residents of all ages. However, adults between the ages of 18-25, also known as Emerging Adults, find themselves facing unique challenges. 


As Emerging Adults enter adulthood, they can find it difficult to find information on how to get a job, navigate higher education, become more independent and learn new skills they'll need. Most current library structures see teens aging out of young adult services by 18 or 19 with no scaffolding in place to make the transition to adult programming more supportive and welcoming. EMERGE, focused library programming and services for EAs, can potentially create connections that will foster a greater sense of belonging and promote citizenship, well-being, and service to communities and neighborhoods. EMERGE will contribute to healthier communities by equipping EAs with better decision-making skills and stress management practices.

Be Who You Are!


To celebrate Read Across America, an annual reading awareness and motivation program initiated by the National Education Association, I had the privilege of reading Be Who You Are by Todd Parr at HCLS's Miller Branch. As we close out Children's Literacy Month, I want to thank our incredible Howard County Public Library System, and our valuable community partner, Community Action Council, for their tireless efforts to get more young people excited about reading.

Living Openly and Authentically as Ourselves


On Trans Day of Visibility, we proudly stood with our transgender and non-binary individuals in Howard County and beyond. March 31st was a day to celebrate the lives and contributions of transgender people, raise awareness about the issues they face, and advocate for their rights and equality- affirming that everyone deserves to be seen, respected, and safe.


In Howard County, we are committed to building a community where all people—no matter their gender identity—can live openly and authentically on Transgender Day of Visibility and every day.

First Office of Agriculture


I was recently joined by Maryland Secretary of Agriculture Kevin Atticks, elected and County officials, and members of Howard County’s agriculture community at West Friendship Park, for the grand opening of Howard County Government’s new Office of Agriculture (OoA). 


Located in the park’s recently renovated historic Hebb House, the OoA is the County’s first-ever office focused on agriculture, and only the third of its kind in the state. Since I became Howard County Executive, we have worked hard to prioritize the needs of our agricultural community, both as businesses and as a valued way of life. 


Together, we have made strides to innovate and invest in local farming to ensure a thriving future for our county’s farms. With the opening of our Office of Agriculture here at West Friendship Park, we are bringing much-needed support and resources closer to our county’s farming community so they can continue to thrive, grow, and prosper for generations to come.

Celebrating America’s Semiquincentennial

 

As we gear up to celebrate our nation’s 250th Anniversary near year, our HoCo250 Planning Group is hard at work planning events, programs, projects, and activities that reflect our nation’s unique history and contributions to society.

 

If you are interested in being an integral part of Howard County’s celebrations, here are ways that you can get involved:

 

1. Volunteer! If you are interested in serving on the HoCo250 Planning Group or any of its committees, email HoCo250@howardcountymd.gov and tell us a bit about your interest in this historic anniversary.

2.Attend a HoCo250 Planning Group meeting! Meetings are open to the public and all contain a virtual component if you are not able to join us in person.

3. As part of our nation’s initiative, America250:

  • Calling all students, apply for America’s Field Trip contest! Students in grades third through 12th are invited to submit a piece of original artwork and an essay that answers the question, “What does America mean to you?” Winners will earn a once-in-a-lifetime field trip experience at an iconic American landmark or cultural site. The deadline to participate is 5:00 p.m., April 16, 2025.
  • Nominate a History Unsung Champion! The American story is woven from the unique and varied narratives of our people, and every story is worth telling. Together, we can tell and celebrate these stories by nominating history’s unsung champion.
  • Share Your Story! For nearly 250 years, Americans from all walks of life and every corner of the country have had a hand in shaping our nation’s history. America’s Invitation is your opportunity to get involved in the countdown to 2025 by sharing in your past, present, and future reflections to help tell the American story.

4.Plan an event! If you are a civic organization, school group, or non-profit that wishes to contribute to our celebration, email our HoCo250 Planning Group at hoco250@howardcountymd.gov to tell us about your activity, event, or programming. Applicants Sought for the Historic Preservation Commission


Our Historic Preservation Commission serves an important role in guiding the future of our historic districts and historic properties throughout the county. With the group’s input, we are ensuring that these areas can serve modern needs while protecting the meaningful past they represent. Community members interested in volunteering their time and expertise, especially individuals who live or own property in the Lawyers Hill Historic District or who have professional architectural or related experience, to be a part of our Historic Preservation Commission, I encourage you to apply. Applicants Sought for County’s Cemetery Preservation Advisory Board


Our Cemetery Preservation Advisory Board serves an important role in honoring and preserving our historic cemeteries as resting places and monuments to those who came before us. Even as our community continues to evolve, we are incredibly grateful for the time and expertise of members serving on the Board to help protect our heritage.

Celebrating 50 Years

 

Join our Department of Community Resources and Services’ (DCRS) Director Jackie Scott and her staff, as they celebrate DCRS’s 50 years of excellence in providing vital human services. DCRS began as the Bureau of Citizen Services in 1975 and since then, has expanded its offerings to include aging resources, veterans’ services, disability assistance, childcare advice and more to aid county residents in need and everyday life. 


To mark its golden anniversary, DCRS is holding a celebration of open houses, outreach events and giveaways. From noon to 2:00 p.m. on Wednesday, April 23rd, I invite you to join staff at our MultiService Center in Laurel, to learn more about how this one-stop shop provides human services and supports.

Supporting Your Child’s Wellbeing this Month of the Young Child

Collaborate with Us to Make Howard County a More Age-Friendly Community


Earlier this year, I announced the launch of our next phase in our Age-Friendly Howard County initiative. The start of the County’s Age-Friendly Collaborate second cycle will lay the groundwork for the age-friendly steps to occur from 2025 through 2029. As part of this process, I invite you to join DCRS’s OAI at its upcoming listening session tomorrow, April 8th at 6:00 p.m. at 9830 Patuxent Woods Drive in Columbia, to share your thoughts, concerns, ideas, and experiences on how we can better make Howard County more age friendly and livable.


All ages are welcome and while registration is not required to attend, it is recommended. If you are not able to join OAI for the listening session, but would still like to share your thoughts with its team, please feel free to email agefriendly@howardcountymd.gov

AARP’s Tax Aide for Older Adults 


With tax season upon us, DCRS’s OAI has once again teamed up with the AARP Foundation to offer FREE income tax assistance to Howard County taxpayers over 50 and have a low to moderate income. Offered at OAI’s 50+ centers throughout the county, now through April 15th, to schedule an appointment with an AARP Foundation Tax-Aide volunteer call 410-741-2373 and leave a message with your name and at which 50+ center you’d like your appointment to take place. A scheduler will call you back to confirm the date, time, and location.

Spring Cleaning, HoCo Style


This Earth Month, I encourage everyone to take part in the County’s annual spring “20 Minute Cleanup” project. Participating is easy, simply grab your family, friends, neighbors, colleagues, or classmates, pick a location, date and time, and head outside to pick-up litter to see what a difference just 20 minutes can make in beautifying our environment. Once you’ve completed your cleanup, be sure to email our Office of Community Sustainability (OCS) 20minutecleanup@howardcountymd.gov or tag the office on social media (@LiveGreenHoward on Facebook and X and @LiveGreenHoCo on Instagram) with the number of people who participated and how many bags of trash and recycling were collected. Pictures are also aways encouraged and appreciated too.


Since 2010, more than 18,000 people in Howard County have participated in this community cleanup event, including schools, businesses, government employees, nonprofits, and residents. Switch Together for Solar Savings


OCS has also recently partnered with Solar United Neighbors to help residents learn more about the Switch Together program, previously called Solar Switch. Switch Together is a hassle-free group buying program for rooftop solar installations that aims to make solar energy more accessible and affordable for all. The program uses the power of group buying to secure a competitive price through a reverse auction process in which vetted solar installers compete to offer their lowest price for a rooftop installation. The current program is expected to save the average Howard County household $6,201 on a typical-sized solar installation and the 30 percent federal tax credit can help further reduce the overall cost.

Connecting Residents to Food


As shown in Howard County Health Department’s (HCHD) 2024 Howard County Health Assessment Survey results, 18 percent of Howard County residents reported fear of running out of food before they can afford more, while 14 percent have run out of food before they had more money. No resident should ever be or fear being without food and that’s why we have created our Howard County Food Connection Map. This interactive tool helps guide users to low-cost, accessible food and nutrition resources throughout the county.

Honoring Black Motherhood


In honor of Black Maternal Health Week this April, HCHD will be hosting a celebratory “Honoring Black Motherhood: Healing, Advocacy, and Unity for Change” event on Saturday, April 26th from 11:00 a.m. to 2:30 p.m. at HCLS's Miller Branch. This celebration aims to uplift Black mothers and the community through support, empowerment, and education, and will feature an advocacy panel discussion, breakout sessions, prenatal massages, prizes, giveaways, and a free lunch for Howard County moms and families; registration is required for the free lunch. The breakout session topics will focus on advocacy support for fathers and advocacy support for Spanish speakers.

MIHU April Open Enrollment 


Our Department of Housing and Community Development (DHCD) is now accepting applications for its Moderate Income Housing Unit (MIHU) program April open enrollment period. Held quarterly, DHCD’s MIHU is an inclusionary zoning program that offers quality new homes at reduced sale prices and rents to income eligible families.

 

To purchase an MIHU home, individuals must apply to DHCD during an open enrollment period to be placed in the database. Applicants with a combined annual household income of a minimum of $55,000 are eligible to apply; applicants who do not meet this minimum amount are not eligible for this program. Additionally, applicants must meet credit score requirements and household income must be sufficient to qualify for a mortgage based on industry standards (visit DHCD's "MIHU Homeownership Program" website for more information). To rent an MIHU unit, a qualified applicant’s household income may not exceed 60 percent of the Howard County median income (visit "I Want To Rent A Home In Howard County" website for more information). MIHUs are rented on a first-come, first-served basis, are interspersed throughout each community and residents enjoy the same amenities of community life as market rate tenants. MIHU homeownership applications are available on DHCD's "MIHU Open Enrollment" website and completed applications can be either submitted online, mailed to 9820 Patuxent Woods Drive, Suite 224, Columbia, MD, 21046, or dropped off at DHCD’s Patuxent Woods Drive office. Applications will be accepted now through 4:00 p.m., Wednesday, April 30th. 

Department of Inspections, Licenses, and Permits

As I shared last week, our Department of Inspections, Licenses and Permits (DILP) has launched a new commercial HVAC/Mechanical Permitting Program and inspection request/result process.


Beginning May 1st, all commercial building work will require an HVAC/Mechanical permit. Previously, a permit was only required for residential HVAC/Mechanical building work. All HVAC/Mechanical permits can be applied for electronically online through DILP’s online citizen access portal and information on how to apply and other related documents and fees, can be found on DILP’s "Forms & Fees" website under HVAC. A user’s corresponding license must be linked to their online citizen access portal account. 


Additionally, DILP has expanded its Integrated Voice Response-based (IVR) inspection request/result software. In addition to submitting inspections requests/results online via DILP’s online citizen access portal, residents and contractors can also utilize DILP’s IVR system by calling 410-313-3800 to make these requests. DILP’s vendor, Selectron, has also upgraded DILP’s system to now allow for interactions via text message to 888-297-9841 through SelecText. These automated dial-up and texting systems provide 24-hour telephone access to inspection and permit information. Instructions on how to use the IVR and texting systems can be found DILP’s “Inspections & Enforcements” website.

Teen Defensive Driving Training Program is Back!


PARENTS and GUARDIANS of TEEN DRIVERS, registration is NOW OPEN for Howard County Police Department’s (HCPD) Collision Avoidance Training (C.A.T.) program’s 2025 calendar year. With classes lined up for April 12th, May 10th, June 21st, July 26th, August 16th, September 20th, October 11th, November 1st and December 13th and held at the County's James N. Robey Public Safety Training Center in Marriottsville, this program teaches participants how to better handle their vehicles in various situations through hands-on techniques. This defensive driving and vehicle control program is geared towards young drivers, age 16 to 20, and was developed by the National Traffic Safety Academy and adapted from law enforcement training.


To participate in this one-day course, drivers must possess a valid Maryland "Class C" driver’s license (not a learner's permit) and have a registered vehicle to drive during the practical exercises. Howard County residency is NOT a requirement. The cost is $95 (scholarship opportunities are available) and advance registration is required. To register, click HERE.

Police Summer Camps


Calling all Howard County youth, HCPD is NOW accepting applications for its BEARTRAX, Youth Police Academy and P.L.E.D.G.E. (Pride, Leadership, Education, Diversity, Growth, Evaluation) Summer Leadership Camp programs.

 

Geared towards rising Howard County sixth graders, BEARTRAX is a FREE overnight camp featuring fishing, rock climbing, swimming, hiking, archery, zip lining and more, all while building leadership skills, confidence, team building, life skills and self-esteem.

 

HCPD's Youth Police Academy offers 15 to18 year old’s a one-of-a-kind experience. Through this FREE one-week overnight camp, campers train and learn like those in the police academy, while exploring career and leadership opportunities and building life skills.

 

Finally, HCPD's P.L.E.D.G.E. Summer Leadership Camp is geared towards helping rising 9th graders develop leadership skills prior to entering high school. During this FREE, one-week day-camp, campers will be challenged to make critical decisions, focus on core beliefs and values, recognize diversity and work toward a common goal.

Citizen's Police Academy, Apply Now!


In addition to its summer camps, HCPD is also now accepting applications for its 2025 Citizen's Police Academy. This free, interactive course offers Howard County residents the opportunity to experience an inside look into HCPD’s day-to-day operations and gain an understanding of the kind of training police officers receive in our county. The Academy is 12 weeks long, with classes taking place once a week from 7:00 to 9:30 p.m. and taught by police instructors in a police academy setting. Longfellow Area Water Main Improvement Project Community Outreach Meeting


Our Department of Public Works’ (DPW) Bureau of Engineering’s Utility Design Division will hold a community outreach meeting on Monday, April 21st from 6:00 to 7:30 p.m. at Kahler Hall in Columbia, to discuss a project to replace approximately 12,000 linear feet of water mains and accessories in the Longfellow community. The informal meeting will include an overview of the project, including the project’s pending start and end date, project limits, and traffic and residential impacts, followed by a question-and-answer discussion. County staff will be on hand to answer any questions and gather public comments.

Yard Trim Curbside Collections Have Resumed

Household Hazardous Waste Saturdays are Back


Household Hazardous Waste (HHW) Saturdays have resumed at the County’s Alpha Ridge Landfill. Saturdays ONLY, now through November 29th, Howard County residents can safely and properly dispose of corrosive, flammable, reactive or toxic products typically found in most homes, garages and workshops, that are considered HHW. Join us this Saturday, April 12th at Howard Community College for the County’s 18th annual GreenFest. This annual event connects residents with the resources that local businesses, non-profits and government provide to help anyone be a good steward to the environment. From a native plant sale, document shredding event, backyard compost bin and rain barrel giveaways (pre-registration required for both), campus food pantry donation drive, Transition Repair Café (must pre-register), recognition of this year’s Green awards winners, and more, this exciting event is sure to help green your home and life.

Spring Document Shredding Event


Our Bureau of Environmental Services has announced the dates of its springtime, County-sponsored document shredding event: Saturday, April 12th and Saturday, April 26th. On these dates, county residents can bring up to three bags or boxes of paper documents – we are talking Federal and State tax documents, credit card and other household bills, medical records, pay stubs, mortgage documents and insurance bills (documents that include account numbers, passwords, PINs, signatures, Social Security numbers and date of birth), to these events to be shredded onsite.

Caution, WET PAINT! 


Every spring and summer, as weather permits, the County's Department of Public Works (DPW) refreshes lane line marking paint to ensure that street markings are highly visible and our roadways are safe.


As DPW gets ready to launch its 2025 painting season this month, the department is reminding motorists to show caution and patience when they come upon a paint truck convoy driving slowly in the roadway. To avoid wet paint:

  • NEVER pass the paint truck or trail vehicle;
  • NEVER change lanes behind the striping truck or trail vehicles;
  • DO NOT swerve back and forth to see around the paint truck or trail vehicle; and 
  • If parked, wait five minutes before driving on the painted areas.

State Highways to Improve its Roadway Surfaces in Howard County


The Maryland State Highway Administration (SHA) has announced milling and repaving roadway improvement projects coming to Howard County in the coming weeks. Beginning in early April, SHA will begin milling and repaving work on MD 144 between MD 97 and MD 32; weather permitting this work is expected to be completed in early May. Upon completion of this work, SHA crews will then focus their efforts on MD 97 between MD 144 and Old Frederick Road; weather permitting, this work is expected to be completed in June. For both projects, milling operations will be performed during daytime hours, while paving will be done overnight. 


In its effort to maintain safe traffic mobility in work zones, motorists are reminded to stay alert, focus on driving, and look for reduced speed limits as well as other traffic pattern changes.

March Madness at Recreational Licensed Child Care


Our Department of Recreation & Parks would like to thank everyone who joined the department’s Recreational Licensed Child Care (RLC) program for its 12th annual RLC March Madness Basketball Tournament back on March 14th at the County’s Meadowbrook Athletic Complex. This year’s winning teams from Forest Ridge Elementary School, took home the top prize in both the 2nd/3rd and 4th/5th grade tournament brackets, beating local powerhouses Veterans Elementary School (2nd/3rd) and Fulton Elementary School (4th/5th). Be sure to join the program teams next month as they compete in the department’s RLC Premier Soccer Tournament.

Autism in the Park


April is Autism Acceptance Month and in celebration, Recreation & Parks has teamed up with the Autism Society of Maryland to host its annual “Autism in the Park” this Saturday, April 12th from 10:00 a.m. to 2:00 p.m. at Blandair Regional Park’s North Area. Come enjoy interactive play, entertainers, face painting, and demonstrations and visit with first responders, providers, and county resources as we celebrate our community differences in a playful environment.

With a little more than a week to go until the nomination deadline, be sure to submit your nomination today for Recreation & Parks' 2025 “Community Sports Hall of Fame.” This annual program recognizes outstanding individuals who have gained prominence in or made substantial contributions to community recreational sports in Howard County. Coaches, managers, league officials, commissioners, and even behind-the-scenes contributors closely identified with community recreational sports can be nominated. In addition, nominees must be either residents of Howard County or made their community sports contributions primarily in Howard County.

Kid's Fest


Recreation & Parks’ oh-so-popular Kid’s Fest returns next Saturday, April 19th to Meadowbrook Park. Running from 11:00 a.m. to 2:00 p.m., this annual event features sports instruction, games, activities, arts and crafts, food, an egg hunt, and so much more. With the past Kid’s Fest drawing large crowds, be sure to get there early so your kid(s) have time to enjoy all the activities the event has to offer.

Archaeology Fest


Come celebrate Maryland Archaeology Month with Recreation & Parks next Saturday, April 19th, 10:00 a.m. to 2:00 p.m., at its annual Archaeology Fest. For those in search of a picturesque venue to host an upcoming special occasion, wedding, corporate retreat, fundraising gala, or milestone celebration, be sure to stop by the property’s majestic tent to speak with local vendors and learn more about this County gem.

As the County prepares to resurface Columbia's Eden Brook Drive, Old Columbia Road, and Guilford Road this year, our Office of Transportation (OoT) will be hosting a public meeting on Thursday, May 1st from 5:00 to 7:00 p.m. at 7125 Riverwood Drive in Columbia, to present possible new marking and signage changes for these roadways to improve safety and accommodations for all road users.


While there will be no formal presentation, OoT staff will be on hand to discuss the proposed improvements, answer questions, and gather public comments.


Those unable to attend the public meeting will be able to view the meeting materials online on the project website immediately following the event. From this same site, residents will also have the opportunity to complete a survey to share their feedback about the projects with OoT. The survey link will be available through Friday, May 16th.

Ride to 1 Million


In celebration of Howard County’s local transit service, the Regional Transportation Agency of Central Maryland (RTA), being on track to provide 1,000,000 passenger trips this fiscal year, OoT, RTA, and its regional partners are hosting several fare-free days now through June. On Tuesday, April 22nd, Friday, April 25th, Friday, May 16th, and Wednesday, June 18th, RTA passengers may ride for free.


In addition to these fare-free days, RTA, OoT, and its partners will also be hosting pop-up events these next several months leading up to a ‘Ride to 1 Million’ event this June.

Let’s Ride with HoCo RapidRide


With the help of OoT, we have launched the County’s new microtransit pilot program, HoCo RapidRide, for the Route One Corridor. Residents living in Elkridge, Jessup, and Savage can use this technology-enabled public transit service to connect with a low-cost ride to a number of nearby popular destinations, through the program’s HoCo RapidRide app, available in the Apple Store or Google Play.


Offered weekdays, Monday through Friday from 6:30 a.m. to 6:00 p.m., this shared ride microtransit service operates corner to corner instead of door to door, matching passengers headed in the same direction with a nearby “virtual bus stop” a short walking distance away. HoCo RapidRide branded vans will then pick up multiple passengers from one location to take to a selected destination, without adding a significant amount of time to each rider’s journey, creating efficient, shared trips.


During its first month of service, March 17, 2025 to April 17, 2025, all passengers will ride for free. Following April 17th, the cost is $2 per trip (credit or debit card only), EXCEPT for Howard County Public School System and Howard Community College students and seniors age 60 and older with a valid ID will continue to ride HoCo RapidRide for free.


HoCo RapidRide also offers wheelchair accessible trips. Passengers who use a wheelchair, simply need to visit their account in the app, click 'Special Settings' and select 'Wheelchair Accessibility' to unlock a wheelchair accessible vehicle, or call 443-348-9572 to request an accessible ride.
