Codes of Conduct: Clarity, Care, Oversight and Accountability

It Begins with a Slippery Slope

Most serious boundary violations don't begin with a clear violation. They begin with a small step across a line—an exception, an overly personal conversation, a relationship that becomes too close, or a behaviour that no one addresses. When those small steps go unchallenged, boundaries can slowly disappear, creating a slippery slope.

A Code of Conduct helps draw those lines clearly, but strong oversight and accountability are what ensure they remain in place.

At Plan to Protect®, we believe safeguarding is not simply about preventing abuse or responding when something goes wrong. It is about creating environments where people know what is expected of them and are treated with dignity, respect, and care.

A Code of Conduct provides an important foundation for that culture—but it is only effective when supported by good oversight, accountability, and a willingness to act when expectations are not met.

A Duty of Care Goes Both Ways

Organizations have a duty of care to take reasonable steps to protect those they serve, as well as their staff and volunteers. This includes establishing clear expectations, providing appropriate training and supervision, monitoring compliance, and responding appropriately to concerns.

Individuals also have responsibilities. Volunteers, staff, pastors, board members, and other leaders have a responsibility to understand the expectations that apply to their role and conduct themselves accordingly.

A Code of Conduct helps define these responsibilities.

When expectations are clearly communicated, individuals do not have to guess what is considered appropriate. Likewise, an organization is better positioned to identify and address conduct that falls outside the established standard.

Clarity is a form of protection.

A Case Study:

When Boundaries Slowly Disappear

Consider a church where, over a period of years, numerous pastors and board members engaged in inappropriate relationships and conduct that eventually resulted in allegations of clergy sexual misconduct and abuse.

One significant concern identified in looking back at the church's history was that there was no Code of Conduct establishing clear expectations for pastors, board members, staff, or volunteers.

There was no shared written standard describing appropriate pastoral boundaries or providing a clear framework for professional relationships. Without clearly established expectations and effective oversight, people were left to determine for themselves what was acceptable.

Instead, boundaries were crossed gradually.

An interaction that might initially have seemed innocent was overlooked. A relationship became increasingly personal. Emotional and relational boundaries became blurred. The authority inherent in a pastoral relationship was not adequately recognized. Over time, behaviours that should have raised questions became normalized.

Eventually, the consequences were devastating.
