General Summary of EIV
The
Enterprise Income Verification (EIV) system is a web-based application that provides information on employment, wages, and income for tenants of Public Housing and Section 8 programs. EIV is used to verify income and employment to ensure that the correct benefits are provided to the right people. Here are some ways that EIV is used:
- Confirming income: EIV verifies the income sources and amounts reported by tenants. This includes income from wages, welfare, unemployment, Social Security, veteran benefits, and pensions.
- Confirming participation: EIV confirms that tenants are only participating in one HUD rental assistance program.
- Identifying debts: EIV confirms if tenants owe any outstanding debts to a Public Housing Agency (PHA).
- Calculating discrepancies: EIV compares projected income with actual income to identify discrepancies.
- Reducing errors: EIV helps to reduce administrative and subsidy payment errors.
- Preventing fraud: EIV helps to prevent fraud and abuse in Public and Indian Housing (PIH) rental assistance programs.
Owners must use the EIV system in its entirety.
- As a third-party source to verify tenant employment and income information during mandatory recertifications of family composition and income, in accordance with 24 CFR 5.236, and administrative guidance issued by HUD, and
- To reduce administrative and subsidy payment errors in accordance with HUD administrative guidance.

During an MOR review, if EIV is not being used in its entirety, a five percent penalty must be applied to the monthly HAP voucher submission until the finding has been cured.
