Sarah Kuh, the Director of Dukes County Health Care Access Program (formerly known as the Vineyard Health Care Access Program) will be retiring in July after 24 years of dedicated service to the island community. Sarah has been an integral part of the public health leadership on Martha’s Vineyard for over two decades. She earned respect and admiration by her peers and co-workers by her hard work and perseverance in bringing needed services to the underserved populations on Martha’s Vineyard – be it in access to health care, dental care, prescription medications, food resources and/or other basic needs. Her kindness and calm approach put clients facing various life challenges at ease and feeling like they are in good hands. Sarah could serve as an example of a selfless and caring individual who always strives to find ways to help others, emphasizing equity and inclusion as one of her top priorities. Sarah, in collaboration with others, brough needed resources and instituted new services for island residents. She made a difference by “leading by example”.
We wish to express our sincere appreciation for her incredible dedication and hard work over the past 24 years with Dukes County. The commitment to serving the residents of our community has not gone unnoticed, and we want to take this opportunity to thank her on behalf of the entire team at Dukes County for her unwavering service.

New Health & Human Services Director joins the County
On Wednesday, May 22, 2024 -- County Manager, Martina Thornton, appointed Lenore Maniaci, MPH, to serve as the new Dukes County Health and Human Services Director, responsible for the combined oversight of the Dukes County Health Care Access Program (VHCA), and other key public benefits programs. County staff, including celebrated health care access champion, Sarah Kuh, who is retiring as of July 1st, have begun executing a formal transition plan to prepare Ms. Maniaci to assume all mission critical responsibilities for this new administrative role, on day one.
A graduate of West Tisbury School and Martha’s Vineyard Regional High School she has previously worked in the island school and health care systems including the Health Imperatives Family Planning clinic in Vineyard Haven. Ms. Maniaci brings over 17.5 years of post-graduate public health experience serving the Commonwealth of Massachusetts to the office in roles that have demonstrated her commitment to statewide advocacy, community education, and dedication to local populations.
Ms. Maniaci has a Masters of Public Health from Columbia University and has worked at the Massachusetts Department of Public Health (DPH), Massachusetts Department of Elementary and Secondary Education (DESE), as well as spent ten years as an adjunct professor at Northeastern University and the Urban College of Boston.
