Economic development is one of the most important responsibilities of local government because it directly affects the quality of life of our residents by strengthening the city’s ability to provide essential services. A diversified tax base supports public safety, parks, streets, code enforcement and community programs. When our economy is resilient, Gilroy is better positioned to withstand economic downturns while continuing to invest in the services our residents need, want and expect. This commitment reflects a shared vision of the entire City Council. We see economic development not simply as attracting new businesses, but as creating an environment where people, families, and local enterprises can thrive while preserving the character and values that make our community unique. To demonstrate this commitment to economic development, our City Council has funded a new Economic Development Director position and established a dedicated department focused exclusively on attracting business and fostering development in our community. We anticipate welcoming the new director in February. One of their first major initiatives will be to embark on developing the City’s Economic Development Strategic Plan. The City recently commenced an Economic Development Assessment Study to gather technical and statistical data as the first phase in preparation for the development of the Strategic Plan. Your input will be essential to ensure this Plan reflects not only economic potential but also the values and character that make our town unique.
The ideas outlined below represent the shared vision of the Gilroy City Council to pursue economic development opportunities while honoring our heritage and celebrating our past.
Gilroy’s economy has deep roots in agriculture, and that heritage continues to be a cornerstone of our local identity and prosperity. Our agricultural sector supports jobs, sustains family-owned operations, and connects Gilroy to nearby and global markets. I believe local and regional land-use policies must allow farmers and ag‑based businesses to remain viable while adapting to changing economic and environmental conditions.
A strong and vibrant downtown is essential to Gilroy’s future. Community members have made this clear. Continued downtown revitalization brings new energy by supporting small businesses, restaurants, cultural activities, and community gathering spaces. A thriving downtown attracts visitors and creates a sense of pride and place for residents. The Local Multiplier Effect is boosted when we spend at locally owned businesses typically found in downtown districts. Strategic public and private investments in our downtown will help ensure it becomes a welcoming and economically active heart of the community.
Arts and culture also play an important role in economic development. Public art, cultural events, and creative spaces enhance the vibrancy of our community and make Gilroy more attractive. The arts play a vital role in youth engagement by providing young people with opportunities to express themselves, develop confidence, and build creative and technical skills that translate into future careers.
Equally critical is the connection between economic development, workforce housing and economic advancement for all. For Gilroy to have good jobs and a place young people can put down roots, we must ensure that a diverse offering of housing and employment is available. I believe re-examining the potential uses of our business and retail zone east of highway 101 should be considered. I also believe that exploring emerging business trends like Ag-tech and health care could also help move toward economic opportunity for all. To achieve our full economic development potential, however, we must also look beyond the value from the investment sector. Our policies must be crafted in a way that our community members also feel valued.
Successful economic development does not happen in isolation, and it is most effective when it is guided by a clear and unified vision. It requires collaboration among the local businesses, agricultural leaders, developers, Chamber of Commerce, Gilroy Unified School District, Gavilan College as well as our vital non-profit organizations. By working together, we can balance growth with community priorities, protect our ag-heritage and create opportunities that benefit all.
In Gilroy, economic development is about honoring our past, adapting to current trends, and planning responsibly for the future. By focusing on smart, intentional and sustainable growth, we are investing in a stronger economy, a higher quality of life for all, and a vibrant future for generations of Gilroy residents.
Sincerely,
Mayor Greg Bozzo
