Solano Mobility Spotlight Series: Clipper Access Card for People with Disabilities

Solano Mobility presented an overview of the Clipper Access Card, formerly known as the Regional Transit Card (RTC), at the October STA Board meeting. The presentation outlined how Solano Mobility expands affordable transit access for eligible residents under 65 with a qualifying disability.

The Clipper Access Card operates like a standard Clipper card but provides a 62.5% discount on BART fares and a 50% discount on other participating Bay Area transit systems. Depending on individual eligibility determinations, an accompanying attendant may also travel at the reduced rate.

Applications are free of charge, with standard processing taking up to 21 days. Eligibility is established through one of two channels: basic verification using existing documentation—such as a Medicare card, California DMV placard, ADA Paratransit certification, or VA letter—or medical verification signed by a licensed California professional.

In-person application intake, including document verification and photo capture, is conducted at three county locations:

1.     Vallejo Transit Center

2.     Fairfield Transportation Center

3.     Solano Transportation Authority Office

Additional information and application assistance are available via the Clipper Access website and the Solano Mobility Call Center.

Solano Safe Routes to School Celebrates Walk and Roll to School Day

On October 7, the Solano Transportation Authority’s Safe Routes to School (SR2S) Program celebrated International Walk and Roll to School Day with 44 schools and approximately 5,881 students participating countywide.

Held annually in October, International Walk and Roll to School Day encourages students and families to walk, bike, or roll to school while promoting healthy habits and safe transportation choices. The event also helps kick off National Pedestrian Safety Month, reinforcing the importance of pedestrian safety throughout our communities.

Schools across Solano County celebrated with walking groups, safety activities, and incentives that encouraged students to start their day by getting active. The strong participation reflects SR2S’s continued partnership with schools, districts, cities, and community partners to make walking and bicycling to school safer, healthier, and more accessible for Solano County students.

Solano Transportation Resiliency Plan Community Meeting Scheduled for November 12, 2026

The draft Solano Transportation Resiliency Plan is now available! Join the STA on Thursday, November 12 for our second Community Meeting to learn more and share your input on the draft STRP.

Extreme weather events increasingly threaten Solano County’s transportation system, with wildfires and flooding disrupting key routes and infrastructure. In response, the Solano Transportation Authority (STA) has developed the Solano Transportation Resiliency Plan (STRP) to make the county’s transportation network more reliable and resilient to the extreme weather events of both today and the future.

The STRP, in partnership with all seven Solano County cities and the County of Solano, assesses the existing transportation system, including Routes of Regional Significance, Transit Facilities of Regional Significance (such as the Vallejo Ferry Terminal, the Solano Rail Hub and Fairfield-Vacaville Hannigan Station), and active transportation facilities. Through extensive research, coordination with local jurisdictions, and community input received during the first round of engagement, STA has identified infrastructure vulnerable to extreme weather events and created a list of possible protection measures.

Community Meeting attendees will have the opportunity to ask questions, share their feedback on proposed mitigation measures, and learn more about how your input was used throughout the Plan development process.

Solano Express Update

SolTrans presented a Solano Express update at the October STA Board meeting, reporting positive operational trends for Solano Express, noting monthly system ridership exceeding 52,000 passengers. Performance gains were driven by 15% ridership increases on Routes 60 and 82, along with a 3% increase on Route 70.

This growth has generated peak-hour capacity constraints, particularly on morning Route 82 and afternoon Route 60 trips. SolTrans will continue monitoring these travel patterns over the coming months to determine whether adding supplemental full-sized buses is warranted, while evaluating the associated driver and fuel cost implications in coordination with the Solano Transportation Authority.

Solano Express Route 30 Update

STA presented an update on the Solano Express Route 30 pilot program, highlighting steady ridership growth during its tenth week of service, reaching 381 weekly rides. Final inspections for the new Ford F-550 buses—equipped with bike racks, Automatic Passenger Counters (APCs), UC Davis access devices, and Hanover destination signs—are expected to wrap up shortly, bringing the vehicles into full operation within the next few weeks. To accommodate technical delays with the Clipper fare system integration through January, the STA Board is extending the free introductory fare period through December, fully funded by a $75,000 grant from the Yolo-Solano Air Quality Management District. Marketing and outreach efforts continue across digital, radio, and print platforms, alongside recent community engagements at UC Davis student orientation and two events at the State Capitol in Sacramento.

Special Joint STA/SolTrans Board Study Session Held for Solano Express

The Solano Transportation Authority (STA) and SolTrans board of directors convened a joint study session on Wednesday, October 14, to evaluate the governance, decision-making processes, and future vision of the Solano Express transit system. The meeting provided a collaborative platform for leadership and board members to address challenges related to role clarity, regional route planning, and interagency coordination.

A primary focus of the discussion was streamlining the administrative framework and establishing clear guiding principles for regional transit operations. Participants reviewed current bottlenecks in the Comprehensive Operational Analysis (COA) process, discussing ways to better align local transit schedules with Solano Express and ensure consistent representation for all communities dependent on the system. Leadership emphasized a shared commitment to resolving structural challenges and improving the overall transit experience for Solano County riders.

STA Board Recommends $21M in Transportation Projects

At the October 2026 STA Board meeting, the STA Board approved a list of 20 countywide transportation projects and programs for a total of $21 million over four years. The funding recommendations are part of the STA’s Coordinated Call for Projects, which combines four funding sources: the One Bay Area Grant (OBAG), Community Action Resource and Empowerment (CARE), Transportation Development Act Article 3 (TDA-3), and Transportation Fund for Clean Air (TFCA) 40% Fund Program. All project proposals received from Solano member agencies were competitive and were recommended for funding.

As far as next steps, the OBAG and CARE project recommendations will be submitted to the Metropolitan Transportation Commission for their final approval. MTC is anticipated to select projects and programs for funding in early 2027.
