ECONOMIC SNAPSHOT: Spending Surges & Industrial Risks
| | |
As we roll toward the end of the year, the construction industry is sending a mixed set of signals.
October brought a much-needed jolt of activity (especially in megaprojects, civil work, and manufacturing), helping pull year-to-date spending back in a positive direction.
At the same time, hiring remains sluggish, investment patterns are tightening, and growth is becoming increasingly concentrated in a handful of sectors and regions.
For MBEX members, staying plugged into these trends is more important than ever, for understanding where the opportunities are growing, where they’re cooling, and what risks may be approaching.
October Spending Surge Revives Year-to-Date Spending
Nonresidential construction had a strong rebound in October, finishing the month at $81.7-billion. After a slow August and September, this jump was a welcome shift (and it’s only the fourth time ever that monthly starts have topped the $80-billion mark).
A big part of that boost came from megaprojects (projects valued at $1-billion or more), which made up more than $32-billion of the total. Most of those mega-sized wins landed in Offices, Power Infrastructure, and Manufacturing.
Civil construction also saw a major lift. Year-to-date totals climbed to 9.1% growth through October, a big improvement over September’s 3.4%. October alone brought in $37.2-billion in civil starts, making it the second-highest month this year and one of the strongest of the past decade. Airports, general civil work, and power-related projects are all seeing double-digit gains so far this year.
Nonresidential building continues to hold steady with double-digit growth as well, largely thanks to Manufacturing’s huge 86.8% surge. Private-sector activity is leading the charge here: Industrial builds are up 54.7%, and Commercial projects are up 41.5%. The public sector, however, is lagging, with many categories down more than 10%.
Best Performing Large Dollar Categories YTD
- Manufacturing: + 87%
- Offices including Data Centers: + 56%
- Police & Fire Stations: + 23%
- Military: + 19%
- Nursing / Assisted Living: + 19%
Underperforming Large Dollar Categories YTD
- Prisons: - 39%
- Hospitals / Clinics: - 26%
- Hotel / Motel: - 25%
- Miscellaneous Medical: - 21%
- Warehouses: - 16%
Construction Employment Update
Because of the recent federal government shutdown, the Bureau of Labor Statistics wasn’t able to release job numbers for September or October, the first time the U.S. has missed two back-to-back months of jobs data since the 1960s.
In the meantime, private-sector data is giving a rough idea of what’s happening, and the picture isn’t exactly rosy.
According to ADP and as reported by the Wall Street Journal, private employers added about 42,000 jobs. But other payroll data shows layoffs are becoming more common.
Even more concerning: small and mid-sized businesses (the ones responsible for hiring roughly three-quarters of the country’s workforce) actually reported a drop in employment.
How Much Room Does Industrial Spending Have Left to Run?
Most of the U.S. economy runs on consumer spending (about 70% of all activity). But it’s the other 20%, the private investment side, that tends to really shake things up.
Since 2000, investment has swung wildly from big drops to huge surges, and those swings hit construction, especially manufacturing, harder than almost any other sector. And with the rise of megaprojects, the stakes have only gotten higher. A small number of massive projects can now move the entire industry in one direction or another.
Over the past year, manufacturing has dominated megaproject activity, pulling in about $61-billion, far outpacing data centers in second place. That’s helped push manufacturing starts to a record-breaking $97.5-billion so far this year, compared to just $52.2-billion at this time last year. The eye-opening part? More than 60% of that manufacturing growth came from just twelve megaprojects.
But megaprojects come with big risks. These are long-term, high-dollar commitments backed by a small circle of huge companies. If market conditions shift, whether that’s interest rates, supply chains, consumer demand, or global competition, these projects can become financially shaky fast.
Because of that uncertainty, the latest forecast takes a more cautious view on both manufacturing and data center construction. They’ve driven incredible growth recently, but there’s no guarantee that pace will continue. Over time, the market almost always settles back into slower, broader, steadier patterns, and history tells us every investment boom eventually cools off.
Nonresidential Construction Starts - Regional Analysis
Nonresidential construction starts are still slowing out West, with the West Coast sitting at just 1% growth for the year, a sharp contrast to the Mountain states, which are up an eye-popping 77%.
Moving into the middle of the country, both Northern Plains regions are having a tough year. The West North Central is barely growing at 1%, and the East North Central is down 14%.
Things look a little better as you move south. The West South Central division continues to climb, now showing 39% growth, while the East South Central region is still contracting (though only by 7%), which is a big improvement from last month’s much steeper drop.
Along the East Coast, the South Atlantic and Middle Atlantic regions are basically flat compared to last year, while New England is still the standout with a strong 28% increase in project starts.
The story looks similar when you zoom in specifically on nonresidential building. The West Coast is still in the red, while the Mountain division is far ahead of everyone else with a huge 144% surge.
In the central part of the country, most divisions are seeing declines, except for the West South Central.
Things are more upbeat on the East Coast, where every division is reporting growth. New England leads the way, while the Middle Atlantic and South Atlantic regions are seeing more modest gains.
Civil construction has been one of the steadier forces this year, helping prop up the industry across most of the country. Six out of nine regions are reporting year-to-date civil spending growth. The biggest boosts have been in the West Central Plains and New England, both benefiting significantly from civil work. On the flip side, civil spending is down in the Mountain states, the Middle Atlantic, and the South Atlantic.
Below are the YTD Nonresidential Starts for the five states covered by MBEX:

What This Means for Minnesota Constructors
For Minnesota’s commercial construction community, this information paints a clear picture: the opportunities are there, but they’re shifting.
With national spending being driven by megaprojects in manufacturing, data centers, civil work, and key commercial sectors, local firms that stay adaptable and ready to pivot toward these high-demand areas will be best positioned heading into the new year.
Minnesota has already seen rising interest in data centers, power infrastructure improvements, and airport-related work. Those trends align closely with what’s happening nationally, which means Minnesota firms should be preparing for similar opportunities (and similar competition).
At the same time, slowdowns in residential and public-sector categories suggest companies may want to diversify, strengthen partnerships, or expand the types of projects they pursue.
Here are a few action steps for MBEX members:
- Watch the sectors that are still accelerating: manufacturing, data centers, civil infrastructure, and specialty commercial projects. These are likely to offer the strongest bidding opportunities in early 2026.
- Strengthen your pipeline and partnerships now. Large projects often move fast once funding aligns, and being pre-positioned matters.
- Use MBEX's Online Plan Room and resources to stay ahead of leads, especially as regional spending becomes more uneven.
- Prepare for competition. With growth concentrated in fewer sectors, more firms will be chasing the same opportunities.
While the national picture still has its challenges, Minnesota remains well-positioned, especially for firms that stay proactive, informed, and connected.
The landscape may be shifting, but for those ready to move with it, there’s plenty of runway ahead.

Project Build Minnesota's 2025 Construction Talent Acquisition Conference (CTAC), held November 11 & 12 at the Renaissance Minneapolis Bloomington, brought industry professionals together to tackle one of the construction sector's toughest challenges: attracting and retaining a strong workforce in a rapidly changing labor market.
The two-day conference opened with a networking session and a keynote from Tim O'Neill (DEED), who shared current employment data and statewide workforce trends. Day Two shifted into a full schedule of sessions covering next-gen recruitment strategies, employer branding, culture transformation, technology adoption, and best practices for long-term employee retention.
Key themes emerged throughout the event, including:
- The value of pairing Gen Z's tech-driven strengths with the experience of seasoned professionals
- The importance of authentic employer branding
- The impact of structured onboarding and mentorship on retention
Attendees also explored how AI tools are streamlining sourcing and screening in today's hiring environment.
The conference earned outstanding reviews, with a 4.75 / 5.00 overall value, 100% attendees reporting actionable takeaways, and 100% indicating they're very likely to attend again.
The 2025 CTAC proved to be a highly valuable gathering, equipping leaders with practical tools, data-driven insights, and fresh perspectives to strengthen Minnesota's construction workforce for the future.

CONSTRUCTION MATERIALS PRICES
🏷️ Construction Materials Prices Continue to Rise
Overall construction input prices were 3.5% higher than in September 2024, while nonresidential construction input prices were 3.8% higher. Prices decreased in all three energy categories in September. It's unclear how higher tariffs on key materials like iron, steel, aluminum, and copper will affect prices over the next several months. 🤓 4 Strategies to Boost Recruiting Through Employer Branding
A company's employer brand is its reputation as a place to work. It reflects the culture, values, and experience the company offers employees. It's built on what people inside and outside the organization believe to be true about what it's like to work there. Employer brands can be just as important as the projects and technical expertise a firm specializes in. Firms that articulate these benefits through a strong employer brand stand out. They draw in people who want to stay and grow with your firm and provide clear signals to those who wouldn't be the right fit. (Construction Dive)

Read more on Finance & Commerce
The city's planning commission recently approved a rezoning request for Dakota Waste Solutions' proposed 32-acre facility, which would rise on part of a 40-acre agricultural site at the southeast corner of 215th Street and Kaparia Avenue.
City documents reveal the facility would initially include "four buildings, a truck-weighing area with scale house, a trailer parking area, areas to store composting components and materials, an area to distribute finished materials, and storm water management features."
The development would be a "zero-waste processing facility," according to a project narrative.
For screening purposes, the site would use "earthen berms" that are "6-feet tall and 40-feet wide." Located along the site's north and west boundaries, the berms would be "planted with native plants and trees to provide additional screening."
With the future composting expansion areas, the "ultimate" annual capacity of the site will be 72,000-tons of food waste; 13,500-tons of yard waste; 22,000-tons of wood waste; and 10,000-tons of cardboard, metals, and plastics.
The project will be up for preliminary plat and planned unit development approval at the December 15th city council meeting.
