Passion Impact, “Youth Learning Cohort”
2021 Community Small Grant Recipient
Passion Impact (PI) is a recipient of SE Uplift’s 2021 Community & Civic Engagement Small Grants. PI provided a 10-week social justice learning experience to youth at Franklin and McDaniel High Schools. The first year of the “Youth Learning Cohort” (YLC) covered 8 different social justice topics (from mental health and disability justice, to the prison industrial complex and school to prison pipeline), participated in 5 workshops led by various diversity-equity-inclusion (DEI) focused groups, and created a social justice civic engagement event for fellow students to participate with. The event “Support Our Neighbors: Growing Our Understanding of Houselessness” was led and organized by students. It focused on breaking the stigma around houselessness, increasing understanding of issues affecting unhoused neighbors and providing opportunities to be involved with local organizations working on this issue.
With the grant from SE Uplift grant program, Passion Impact provided books for the cohort, outreach and promotion support, event supplies, and compensation to guest presenters. YLC leveraged support from two PI staff members and a Portland Community College Field Experience student who was able to apply the experience towards graduation requirements for her degree. The Youth Learning Cohort is planning another year after last year’s successes.
On applying for grants, Passion Impact urges, “Give yourself enough time to go through your grant proposal and solicit feedback from other staff, partners, those your project is aiming to reach, and even work with SE Uplift if you have any questions. Don’t be nervous if it’s your first time, just be open to asking questions and asking for support. The info session is great and provides really all the information needed to submit your grant proposal. ”

Charter Commission Progress Report | February 2022
The Charter Commission is releasing this progress report to provide an overview and analysis of the community engagement to date, outline shared agreements around phase I policy areas (form of government & city council elections) and the problems they address, offer benefits and critiques of different policy approaches, and outline next steps.
The purpose of the Progress Report #1 is to provide Portlanders with a general sense of where the Charter Commission is headed and provide information on the policies under consideration in a transparent and accessible way. This report does not represent any final decisions made by the Charter Commission. We encourage folks to submit public comments through our online public comment form.
The Commission will update this progress report based on continued discussion and investigation into reform options, with an emphasis on finding a cohesive package of reforms that fit together and makes sense for Portland in 2022 and beyond.
