Highlights from the November 17, 2025 Board Meeting

Public Hearing Scheduled:

Maintaining the Shared-Use Path

The Board scheduled a public hearing for the December 1 Board of Trustees meeting to consider an amendment to the Village Code to address the maintenance of the shared-use path which the New York State Thruway Authority extended as part of the their Rt. 9 Multi-Modal project which was completed last year. The extension of the shared-use path replaced the sidewalk that previously ran along the Rt. 9 corridor from the Mario Cuomo Bridge entrance to Lyndhurst on the west side of Broadway.

The path is wider than a sidewalk - approximately 10-12 ft - to accommodate both pedestrians and bicyclists. Maintenance of sidewalks is the responsibility of adjacent property owners in the Tarrytown Village code, including the clearance of snow and ice. The proposed amendment, which can be found at the end of the meeting agenda, would apply the same provisions to the shared-use path that currently apply to sidewalks including the clearance of snow and ice, the prohibition against obstruction, restrictions against playing on the shared path, keeping it clean and other requirements that apply to sidewalks.

Amendment to Towing Policy

The Board amended the Village's towing policy which governs the licensing of towing companies for work for the Village of Tarrytown. Towing companies are called upon when vehicles are parked in violation of posted signage or if accidents or other emergencies have caused roadway blockages. The towing policy ensures that licensed contractors are able to arrive promptly at all hours, adhere to the rate schedule set by the Village, are relatively easy to reach for residents to retrieve their vehicles, and that the contractor abides by regulations set forth in the policy. The amended policy can be found on the Village website.

Coming Up

Annual Organizational Meeting: On Monday, December 1, the Board of Trustees will host the annual organizational meeting. Judge Richard Isaacson who was appointed earlier this year as the new Village Justice replacing Judge Kyle McGovern, will swear in the elected officials, having won election himself in November.

Upcoming Meetings

Preparing for Emergencies

Last week the Village hosted two Disaster Preparedness Training sessions by the Citizen Preparedness Corps of the New York State Department of Homeland Security and Emergency Response. The free training came with a take-home emergency "go-kit," and an emergency planning booklet for households. If you missed the training video, a version can be found online on the website for the Citizen Preparedness Corps and on the Village's Emergency Preparedness webpage, as can an online copy of the Emergency Planning Booklet. Residents can make up their own emergency "go-kits." Find guidance from the County and the State. And don't forget to make a kit for your pet as well. Thinking through what you would do in case of disaster before it strikes can make a big difference when seconds count. Please reach out to the Administrator's office with any questions or concerns: administrator@tarrytownny.gov.

Take the Climate Adaptation Survey

Please complete the survey by 12/15

Continuing with the theme of disaster preparedness, the Village is working on a Climate Adaptation Plan. Recognizing that the impacts of climate change include the increasing severity of extreme weather events and extreme temperatures, the Climate Adaptation Plan will identify strategies and actions to improve the Village's ability to respond to these natural hazards. The Climate Action Planning committee has come up with an initial list of recommended strategies which can be found in the presentation given at the Disaster Preparedness workshops, but we also want to hear from you! Are there actions you think the Village needs to take to prepare for the impacts of climate change? Please complete the survey by December 15.

Project Mover: Saying Goodbye for Winter Months

Vouchers for income eligible households to buy e-bikes still available

The Project Mover e-bikeshare program will be closed down the first week in December, with an anticipated re-launch next spring. The program launched in Tarrytown in May. By the end of October, 8,427 bike trips were taken across all participating municipalities in 2025, with 1,397 of them beginning in Tarrytown. A total of 13,106 miles were traveled and 1,128,260 calories were burned thanks to Project Mover in 2025.

Project Mover continues to distribute vouchers for income eligible applicants to subsidize the purchase of an e-bike. For those who make less than 80% of Area Median Income or who already participate in a program like SNAP or HEAP can qualify for a $1,000 voucher toward the purchase of an e-bike which can add up to between 60 and 80% of the purchase price depending on the bike.

Sustainable Westchester has informed us that the Westchester Power renewable energy program will be discontinued at the end of this year. This decision results from practical implementation challenges associated with recently-adopted State outreach and education mandates. Sustainable Westchester has concluded that these regulatory requirements cannot be met on a schedule consistent with the program’s continued operation.

Starting with this December’s utility bill, customers who take no action will be returned to Con Edison as their default supplier of electricity.

As an alternative, customers may select another Energy Services Company (“ESCO”) for electricity supply. A list of currently active suppliers can be found at:

https://www.coned.com/en/save-money/shop-for-energy-service-companies

The Village of Tarrytown remains committed to working with Sustainable Westchester to accelerate a transition to clean power, promote energy efficiency, reduce costs, and improve resiliency.

Statement From TEAC about this news:

This comes as a surprise to all of us. It means that our default electricity supply will NOT - for the time being - contribute toward the renewable-energy transition goals of NY State’s Climate Leadership and Community Protection Act (CLCPA). And, our default electricity supply rate will no longer be held constant for a two-year period (per the already-negotiated contract that was to go into effect), but will vary depending on ConEd’s own market supplies. (Some of you may have already opted out of Westchester Power, in which case this will not affect you directly.)

As the statement suggests, and for those of you willing to go through the process, there are alternative “greener” energy suppliers (ESCOs) you may choose instead of keeping the default "brown” sources Con Ed uses. Instead of the Con Ed link in the statement, we prefer to use the NY State “Power To Choose” site. It provides more information on the ESCO choices you can make, from hydroelectric to 100% NY-supplied solar and wind, the rate they charge, and whether the rate is fixed for a period of months or variable. Be aware that, once a fixed-rate period expires and is not renewed, it can rise, sometimes dramatically.

For reference:

  • The rate for the current Con Ed default, variable “brown” mix is 13.15 cents/kWh. (ConEd does not offer a renewable option.)
  • The 50% renewable, 24-month fixed rate we would have gotten from Westchester Power was 11.81 cents/kWh, or 12.26 for the 100% renewable opt-in.
  • The 24-month fixed rate for 100% renewable energy from several other ESCOs: Clean Choice Energy 14.7, Residents Energy 15.1, and IDT Energy 15.11 cents/kWh.

TEAC encourages residents - even those with solar panels - to switch to a 100% renewable utility supply from an ESCO. Another alternative for getting a renewable solar energy supply and a 10% discount off your ConEd supply rate is to subscribe to a Community Solar project. You get the benefit of solar energy produced elsewhere. Check https://sustainablewestchester.org/communitysolar/ to see what’s available.
