Course Overview:

Automated License Plate Reader (ALPR) systems such as Flock Safety have rapidly become one of the most effective investigative tools available to law enforcement—but they have also become one of the most scrutinized. This class examines the constitutional principles governing ALPR technology, beginning with the U.S. Supreme Court's Fourth Amendment decisions on public observation, electronic surveillance, GPS tracking, and digital privacy, and continuing through the latest federal and state court decisions addressing whether accessing historical Flock or ALPR databases constitutes a Fourth Amendment search. Participants will also learn practical policy considerations and will leave with concrete best practices for implementing, managing, and defending ALPR programs while reducing legal risk and strengthening public trust.
