FPMA Legislative Update

Today, the Florida Legislature overwhelmingly approved a measure placing a constitutional amendment on the November 2026 ballot that would expand Florida’s homestead exemption while also providing important protections for non-homesteaded properties.

If approved by at least 60% of voters, the amendment would increase the homestead exemption from $50,000 to $150,000 in 2027 and to $250,000 in 2028, excluding school district taxes. Just as important for FPMA

members, the proposal would reduce the annual assessment cap on non-homesteaded properties from 10% to 5%, limiting year-over-year increases in taxable value for commercial properties, rental housing, convenience stores, fuel terminals, and other non-homestead properties.

Governor DeSantis has made property tax relief a top priority, and legislative leaders ultimately negotiated a proposal that combines homeowner tax relief with protections for businesses and other non-homesteaded property owners.

For FPMA members, the reduction of the non-homestead assessment cap to 5% is a significant provision. By slowing annual increases in assessed value, the amendment would help provide greater predictability and stability for commercial property owners facing rising property tax burdens.

FPMA supports efforts to improve affordability while ensuring that businesses are not disproportionately impacted by future property tax changes. We will continue to monitor this proposal and keep members informed as it advances toward the November 2026 ballot.
