HUD Announces Self-Help Homeownership

Opportunity Program (SHOP) Funding

HUD announced it is making available $12 million in funding through its Self-Help Homeownership Opportunity Program (SHOP), which provides competitive grants for national and regional non-profit organizations that have experience administering self-help or volunteer-based homeownership programs. SHOP funding enables organizations to acquire land, make infrastructure improvements, and cover planning and administrative costs to support the construction of new homes or the rehabilitation of existing structures for low-income families to purchase. SHOP houses, which must be sold to homebuyers at below-market prices and can only receive $25,000 worth of SHOP improvements, provide low-income households in rural and underserved communities with an accessible path to homeownership. The fiscal year (FY) 2024 SHOP notice of funding opportunity (NOFO) will have preferences for projects focused on several topics, including climate change and environmental justice, Minority Serving Institutions, and the Rural Partners Network. Interested parties may submit applications for the NOFO by December 17, 2024.

New Funding for Behavioral Health Workforce Training

The Health Resources and Services Administration announced the availability of new behavioral health workforce grants ($22.8 million for the Graduate Psychology Education Program and $59.6 million for the Behavioral Health Workforce Education and Training (BHWET) Program for Professionals). The Graduate Psychology Education Program supports training in integrated, interdisciplinary behavioral health, with significant focus on trauma-informed care and substance use disorder prevention and treatment services. The BHWET Program has a specific focus on increasing access to behavioral health services for children, adolescents and young adults and on recruiting a diverse workforce. There is an emphasis on the interprofessional team-based models of care, which integrate behavioral health training in primary care settings like community health centers. Check out the full HHS press release.

HUD Section 4 Capacity Building Grants Available

The purpose of the Section 4 program is to develop the capacity and technical capabilities of Community Development Corporations (CDCs) and Community Housing Development Organizations (CHDOs) to carry out community development and affordable housing activities that benefit individuals and families with low-incomes (80% AMI or <).

Funding is made available through the U.S. Department of Housing and Urban Development’s (HUD) Section 4 grant program. The purpose of this grant funding is to support CDCs and CHDOs with resources to promote organizational stability and increased capacity to carry out community development and affordable housing programs and business operations.

Who Should Apply for this Grant Opportunity?

There will be two (2) funding opportunities in 2024. Enterprise Community Partners is now accepting applications from CDC and CHDOs working in urban communities. The deadline to apply is December 6, 2024.

An RFP for CDCs, CHDOs, Tribes, Tribally Designated Housing Entities (TDHEs), Tribal Housing Authorities (THAs), and Native CDFIs working in rural and tribal communities will be released on December 4, 2024.

DMHAS RFP Temporary Shelter

Housing Services for Adults Who Use Substances

This Request for Proposals (RFP) is issued by the New Jersey Department Human Services (DHS), Division of Mental Health and Addiction Services (DMHAS) to develop temporary housing services for adults with substance use disorders (SUD). Bidders must be licensed by the Department of Community Affairs (DCA) as a Class I - Adult Individuals 24 hour a day Emergency Shelter for the Homeless, N.J.A.C. 5:15 prior to the start of services. The Opioid Recovery and Remediation Advisory Council created via Executive Order No. 305 and then codified into state law (P.L. 2023, c. 25) recommended the following proposal for funding through the State’s portion of Opioid Settlement Funds. This RFP is funded with settlement payments from major nationwide litigation and settlements that involve the opioid industry.

Total annualized funding is $2,737,500, subject to New Jersey’s Opioid Settlement State appropriations. Awards will be based on the number of proposals submitted, up to the amount of $2,737,500. The total funding for each temporary shelter housing bed is $18,250 per year multiplied by the number of beds being offered. The minimum number of beds in a shelter that will be accepted for a proposal is ten (10) beds. The contract may be renewable for up to two (2) additional one-year terms at DMHAS’ sole discretion with the agreement of the successful bidder. The primary objective of this initiative is to address the housing needs within communities of color. As a result, the following cities will be given priority in the selection process to better serve the populations in need: Newark, Camden, East Orange, Atlantic City, Trenton, Ewing, Paterson, Irvington, Plainfield and Jersey City. DMHAS reserves the right to limit bed awards based on geographic and population need.

The successful bidders will provide temporary shelter beds. Bidders should demonstrate a safe and temporary shelter housing environment. Up to 150 beds will be dedicated to serve approximately 450 individuals annually as part of this initiative. The rate is $50 per night, per bed and participants will be eligible to stay in the temporary shelters for up to four (4) months (case by case exceptions will be reviewed for possible extension). This RFP is based on a housing continuum for individuals with an SUD or SUD with a co-occurring mental illness or those taking legitimately prescribed medications for the treatment of aforementioned conditions.

In order to meet the needs of the individuals served through this RFP, case management (CM) services will be available by a DMHAS provider to assist all shelter placed individuals in accessing various services and entitlements while at the shelter. Individuals served in this initiative will have access to housing subsidies and Oxford Housing through the CM Agencies. The names of the CM Agencies will be provided by DMHAS. An affiliation agreement between the Shelter and the CM Agency will be required in order for CM services to be offered.

FHFA Simplifies Process for Nonprofits,

Other Project Applicants to Receive

FHLBank Funding for Affordable Housing

The Federal Housing Finance Agency (FHFA) issued an Advisory Bulletin (AB) that simplifies the process for project sponsors to receive Federal Home Loan Bank (FHLBank) funds for affordable housing projects.

Each of the 11 FHLBanks operates an Affordable Housing Program (AHP) providing grants or subsidized advances to fund rental housing and homeownership opportunities for low- and moderate-income households. Nonprofits and other sponsors submit an application to the FHLBank, which includes a request for financial assistance to fill a project’s funding gap. FHFA, which oversees the FHLBanks, has heard feedback that the process is too burdensome.

The AB responds to recommendations surfaced during roundtables and listening sessions held through the Agency’s FHLBank System at 100: Focusing on the Future initiative, a multipronged effort designed to ensure the FHLBanks’ long-term ability to provide liquidity to support housing and community development, especially through small, community-based institutions. FHFA also received stakeholder feedback through a recent Request for Input on the AHP application process. Many respondents suggested easing regulatory burdens and constraints associated with the AHP, and consistently identified the Need for Subsidy determination as a significant challenge. They pointed specifically to uncertainty for project sponsors about the amount of their AHP awards and sponsors’ compliance burden compared to other sources of funds for affordable housing development.

The AB reinforces the importance of scrutinizing funding requests, using rigorous feasibility guidelines based on sound reasoning, to ensure that AHP funds support the projects most in need. The bulletin provides for a streamlined compliance process and eliminates uncertainty for project sponsors about the amount of their AHP award. The AB also provides further clarity to the FHLBanks on determining the need for an AHP subsidy when a rental project includes capitalized reserves and supportive services.

CDFI Fund-FHFA Working Group

The U.S. Department of the Treasury’s Community Development Financial Institutions (CDFI) Fund and the Federal Housing Finance Agency (FHFA) announced the launch of the CDFI Fund-FHFA Working Group, which aims to expand the nation’s affordable housing supply and reduce housing costs by increasing CDFI access to capital for affordable housing lending from the Federal Home Loan Banks (FHLBanks). The Working Group will focus on several topics and priorities, including new programs and approaches for increased capital access by non-depository CDFI members, examination of methods for property appraisal and valuation, and data sharing on non-depository CDFI activities and performance. Additionally, the CDFI Fund and FHFA have entered into a Memorandum of Understanding to share data that will support FHLBanks in their efforts to better serve CDFIs and enable them to meet the housing need in distressed and underserved communities.

Rutgers Individualized Rehabilitation Plan (IRP) Development Workshop for CSS Staff

Thursday, November 14, 2024 | 10:00 am - 12:30 pm

The Rutgers School of Health Professions (SHP) is offering an Individualized Rehabilitation Plan (IRP) Development Workshop to CSS staff who develop and complete IRPs (e.g., licensed staff and RNs). Participants will meet with SHP CSS staff (Crystal, Emilie, and Earle) and other CSS staff who complete IRPs to ask for and receive feedback during the workshop.

This 2.5 hour workshop is designed for CSS staff who develop and submit plans to the IME. The workshop is interactive, and participants must bring a de-identified IRP they have authored. We cannot review or give feedback on an IRP authored by another clinician. We suggest bringing an IRP in development or that has previously been submitted and received feedback but is not currently on hold to discuss and review.

This will be entirely practice-based, and participants must be willing to bring a de-identified plan and provide feedback to others. Participants will work in small groups led by a SHP CSS staff. Each participant will present their plan, ask questions, and receive feedback and suggestions from those in their group. CSS programs should limit registration to 1 to 2 staff.

The CSS IRP Development Workshop will be remote and held live through Zoom on Thursday, November 14th, from 10:00 am until 12:30 pm. Space is limited, so licensed staff and RN’s should register as soon as possible. Registration information must be for the staff attending the training.
