From the Office of the Ashburn Supervisor

Greetings Ashburn/Lansdowne!

Two weeks ago, as part of Loudoun’s Economic Development Department Small Business Week, I had the opportunity to visit two fantastic women-owned small businesses making a real difference here in Loudoun County. This year’s event followed the May 5th “Launch Loudoun Summit,” an all-day gathering of Loudoun small businesses convened around the theme “Start, Scale and Soar!” At the summit, Loudoun small businesses learned about the many tools our Economic Development Department has to offer our small businesses to enable them to thrive. The program’s positive impact was evident in the two small businesses I visited as part of Small Business Week.

My first stop was The Marketing Management Group, or TMMG Promos LLC. There I met the owner, Katie Schneider, and TMMG’s senior advisor, Steve Fraser. TMMG’s focus is on empowering their clients to tell their story in the most effective way possible through a very hands-on, client centered marketing model using branding, targeted promotions, and messaging to enable their clients to engage in high-impact marketing strategies. According to their website, “TMMG Promos is a proud member of the Loudoun County Chamber of Commerce, has been a finalist for Small Business of the Year and Community Leader of the Year, and awarded Main Street Small Business of the Year! We've also won BEST OF LOUDOUN and been a finalist several times over the years.”

My next stop was the Pos Abilities Center, where I met an incredible woman, founder and Executive Director Claudia Skinner. She is a powerful, eloquent, and fierce advocate with an incredible business and organizational leadership background. I’ll let her tell you about this remarkable Center in her own words: “My journey into this work began long before PosAbilities had a name. As the mother of Grace, a young woman with developmental disabilities, I experienced firsthand how difficult it can be to find programs that not only meet basic needs but also nurture potential, creativity, and belonging. I didn’t want Grace—or any individual—to be limited by what society thought was possible. With a background in education, Applied Behavior Analysis, and business, I set out to create something different: a place where therapy, learning, and community are not separate, but part of one whole. A place where families feel supported, staff feel inspired, and individuals with ID/DD feel seen, heard, and empowered. That place is PosAbilities Center—a community where every person has the opportunity to discover their strengths, build meaningful connections, and live a fulfilling life.”

Needless to say, I had wonderful visits with two Loudoun County small businesses making a huge, positive difference for our community. Oh, and by the way, Claudia is seeking a 15-passenger van and a new space to expand PosAbilities outreach. If you can help, please drop me a note.

Cheers,

Mike Turner

Vice Chair | Ashburn District Supervisor

Proposed Transmission Line Projects

Line 514 Corridor Upgrade

Background: The Line 514 Corridor Upgrade project will stay within the existing right of way, with a possible exception of a small, non-residential area near an existing substation. The project will replace aging equipment, provide additional power to the region due to growing economic development, and help maintain overall grid reliability. The original purpose of this project was to replace outdated structures and conductors; however, through the PJM Open Window process this corridor was identified to be optimized with additional infrastructure in coordination with other regional utilities. The current corridor has an existing 500 kV lattice structure and a double circuit 230 kV monopole. The revised design will have two 500/230 kV monopoles and another 500 kV monopole. While these new and rebuilt lines will connect with FirstEnergy, PEPCO, and NextEra lines at the Potomac River crossing, Dominion Energy will construct and maintain the lines from the Potomac River to existing substations approximately 3.5 miles south near Leesburg.

Aspen to Golden

Previous Update: On February 19, 2025, the Virginia Supreme Court upheld the SCC's approval of SCC's decision to approve the Aspen to Golden transmission lines entirely above ground.

  • Previous Update: The Virginia Supreme Court heard the case on January 12, 2026. Once a decision has been reached, we will provide an update.
  • Previous Update: The County filed their petition to their Virginia Supreme Court on June 5, 2025, and the Court agreed to hear the case on June 18, 2025, at a later date.
  • Previous Update: In March 2025, Loudoun County joined the Lansdowne Conservancy in an appeal to the Virginia Supreme Court regarding the State Corporation Commission's (SCC) decision to overhead the transmission lines down a portion of Route 7.
  • Previous Update: On February 5, 2025, the SCC announced its final decision, approving both the Aspen to Golden and Apollo-Twin Creeks applications for above-ground high-voltage transmission lines. The Aspen to Golden Project decision was consolidated with the Apollo-Twin Creeks Project decision, and the final order can be downloaded here.
  • Previous Update: The SCC Examiner recommended to the SCC on November 1, 2024, to approve of the Aspen-Golden transmission line without any portion being underground. Click here to access the PDF of the SCC’s Hearing Examiner’s recommendation from 11/01/2024.

The county responded to the SCC Hearing Examiner’s Report. Here is a short summary of the county’s rebuttal. The rebuttal can be accessed here, the following summary is from page 33 of the PDF.

Undergrounding Aspen-Golden along as much of Route 7 as possible will not only conform with the County’s 2019 General Plan, preserve the Belmont Viewshed Easement, promote economic development, minimize adverse impacts to the extent reasonably practicable, and be responsive to public opinion. It will also educate the Company, the County, the Commission, and all of us, about the technical and logistical aspects of undergrounding, so that we do not look back on these proceedings ten years from now, throttled by criss-crossing transmission lines, wondering what could have been.

Background:  Dominion Energy has developed proposals for a project named “Aspen to Golden,” a potential transmission route that calls for the construction of new transmission lines that will run from a future Leesburg substation (Aspen) to a future Ashburn substation, near Loudoun County Parkway (Golden). During their virtual and in-person meetings on January 9, 2024, and January 11, 2024, Dominion announced updated proposed routes along Route 7 and Loudoun County Parkway.
