Board Looks At Real Estate Tax Increase In 2025 Budget

The Board of Supervisors continued discussion on the 2025 budget at its December 3 meeting.

As was discussed during the last two Board of Supervisors’ meetings, while Whitpain could adopt a 2025 budget with current revenues, projections show a budget shortfall in 2026 that would require a sizable tax increase so the Township is contemplating a millage change in the 2025 budget that would balance the 2025 and 2026 budgets as well as provide stability moving forward.

One scenario discussed shows a .75 mill increase to current millage rates. Based on the average assessed value of a home in Whitpain, a property owner would pay about $14 more per month in Township real estate taxes in 2025 with the change.

The Township last raised real estate taxes in 2010. In addition to cost increases during the last 14 years, the total assessed value of all properties in Whitpain declined this year due to successful assessment appeals from commercial property owners. Earned income, real estate transfer and local services tax revenues have also declined from previous years.

“We want to continue offering the quality municipal services our community has come to expect,” said Board Chair Scott Badami. “Continually improving our parks, expanding our trail network, and improving our intersections while fully funding our police, fire, EMS, and public works is a costly endeavor. Although no decisions have been made, my fellow Supervisors and I will seek to be good stewards of Township resources while also offering first class government services. As part of our budget discussions, each of our Department Heads has been tasked with sharpening their pencils to control expenses.”

Budget discussions and public comment will continue at the next Board of Supervisors meeting on December 17. It is anticipated that the Board will adopt a 2025 budget at this meeting, which is the last scheduled Board meeting of the year.

Intersection Improvement Work Underway

If you have driven around the Township, you may have noticed road work at the intersections of Union Meeting Road and Jolly Road and Union Meeting Road and Township Line Road. The work, which is largely funded by a state grant, will upgrade the traffic signal equipment at both intersections as the equipment is dated and in need of replacement. The traffic signal equipment upgrades include video detection and dilemma zone detection improvements that will provide for more efficient traffic signal operations.

The upgrades will also improve pedestrian accessibility in the area and will facilitate pedestrian connections to the nearby Union Meeting Road pedestrian trail. Upgrades to ADA ramps, including new crosswalks at both intersections, are part of the project. The project will be completed in mid-2025.

Sustainable Property Awards Presented

At Tuesday's meeting, the Board of Supervisors, along with the Environmental Advisory Council, awarded Whitpain residents certification in the Sustainable Property Program.

This program awards residents for their sustainable yard practices.
