City Council Adopts Fiscal Year 2024 Budget
Council unanimously voted to adopt the City’s Fiscal Year 2024 $195.4 million budget with an ad valorem tax rate of $0.37 at its Regular Scheduled City Council Meeting on Thursday, September 14. The total operating budget consists of $76.25 million General Fund (day-to-day operations), $43.25 million Utility Fund and $75.85 million Restricted Funds. The tax rate of $0.37 per $100 of property valuation is the lowest since 1998 and marks the eleventh consecutive year that the Council has lowered the tax rate. The drop represents a decrease of two cents from the current year. The FY 2024 budget represents a 0.44% increase to the General Fund budget from the FY 2023 Amended Budget.

Mayor Jim Penniman-Morin said, “We appreciate staff’s thoughtful and measured approach in developing the City’s FY 2024 budget. During the process, tough decisions and difficult choices were made to budget conservatively. The end result is a structurally balanced budget that aligns with the Council’s strategic goals and sets us up for a great future”.

City Council Adopts Mobility Master Plan
At the regularly scheduled City Council meeting on September 14, Council adopted the Mobility Master Plan and thanked the Advisory Committee Members and City staff for their more than fifteen months of work to create the plan.

The Mobility Master Plan (MMP) is a comprehensive and strategic plan that integrates and modernizes the City’s three existing mobility plans into one comprehensive document. The MMP updates the recommendations from past plans, including the 2010 Hike and Bike Trails Plan; the 2015 Transportation Master Plan and the 2020 Transit Study. The MMP was developed through a collaborative process that engaged a City Council-appointed advisory committee, the community-at-large, key stakeholders, the City Council and City staff. It integrates the transportation projects approved in the 2022 transportation bond election.

The MMP identifies trail, pedestrian, and bike connections to major destinations such as parks, neighborhoods and major commercial and entertainment areas to provide a complete network. It identifies intersection improvements to support the overall mobility of the City including traffic signals, turn lanes, roundabouts and innovative intersections. It identifies corridors that may benefit from advanced signal timing concepts such as Advanced Traffic Signal Performance Measures (ATSPMs). It developed a database of crash information for the past three years for the entire City’s street network and uses crash data for the promotion of projects that alleviate streets with the greatest safety challenges. It integrates recommendations from the 2020 Transit Study into the action plan.
