A Look Back At Strategic Issues 2025

BOMA California was proud to join forces with California Business Properties Association in San Diego on November 6–7 for the 2025 Strategic Issues Conference. Over two days, attendees engaged in insightful discussions, shared expertise, and built valuable connections around the top issues shaping California’s commercial real estate industry.

This year’s program featured an impressive lineup of guest speakers, including leading Gubernatorial Candidate Antonio Villaraigosa, San Diego Mayor Todd Gloria, San Diego District Attorney Summer Stephan, and San Diego Regional Chamber CEO Chris Cate. Attendees also participated in engaging panel discussions on critical topics such as retail theft, housing, and an election recap and preview of 2026.

The conference wrapped up with a memorable boat tour of the San Diego Harbor, offering attendees a chance to connect and reflect while taking in the city’s stunning waterfront views.

A special thank-you to all our attendees, speakers, and sponsors for helping make this year’s event a tremendous success!

BOMA Cal Endorses Two 2026 Ballot Measures

At BOMA California's board meeting last week, the board voted to endorse two initiatives aimed at strengthening taxpayer protections and reforming CEQA.

Local Taxpayer Protection Act – This measure, sponsored by the Howard Jarvis Taxpayers Association, would close the “Upland loophole,” require all local special taxes to pass by two-thirds vote, and phase out new or expanded local real-estate transfer taxes.

Building an Affordable California Act – This initiative, sponsored by CalChamber, would streamline CEQA by setting firm timelines for review and litigation, focusing on six categories of “essential projects” like housing and clean energy, providing predictability for development while maintaining key environmental protections.

Stay tuned for more information on additional initiatives appearing on the 2026 ballot.

Jaime Huff Named President & CEO of the Civil Justice Association of California

The Civil Justice Association of California (CJAC) today announced the appointment of Jaime Huff as its next President and Chief Executive Officer, effective December 1, 2025. BOMA California is thrilled to see Jaime Huff returning to lead CJAC. Jaime—and CJAC—have long been strong allies for our industry on issues ranging from ADA lawsuit reform to limiting unnecessary private rights of action, including in building code enforcement. BOMA members benefit immensely from this partnership, as CJAC consistently pushes back against liability expansions and costly legal frameworks that could increase operating expenses, litigation exposure, and insurance costs for property owners, managers, and developers.
