CPA Presentation at the Halifax TRIAD Meeting
At the monthly TRIAD meeting on Tuesday September 10, the Halifax's Opportunity to Preserve and Enhance (HOPE) Committee gave an informational presentation on the November ballot question (#6) to adopt the Community Preservation Act (CPA). The CPA allows cities and towns in Massachusetts to create a local fund specifically for open space acquisition, historic preservation, community housing and outdoor recreation projects. Cities and towns that adopt the CPA also receive funds from the State's Community Preservation Trust Fund each year for these same purposes. Currently 196 cities and towns in Massachusetts have adopted the Community Preservation Act. The presentation highlighted several impressive projects completed by area towns.
Based on currently available figures, with a 1.5% surcharge and the exemptions for the first $100,000 of residential and commercial property value, in addition to the low/moderate income exemption, Halifax would generate approximately $238,000 per year. This figure does not include the annual disbursement Halifax would receive from the state's CPA Trust Fund, which would be in addition to the local CPA revenue raised. The annual cost to the average Halifax homeowner would be approximately $84 annually payable in two installments of $42 each.

Historical Tidbit: How Halifax Regards Prison Plan | |
"They want to take our good old town of Halifax for a State prison and wipe us off the map, do they? Well, we be long-standing Plymouth Rock Yankees round these parts. There's people that have tried to drive the Yankees before, but they didn't drive. So they can't drive us out of here, by gum!" said Oliver Holmes, one of the oldest inhabitants of Halifax, as he raised his voice in protest against what he terms the "terrible aggression" of a syndicate of Boston real estate dealers who have offered their holdings as a site for a new State prison instead of the island of Nashawena.
In a letter which they have sent to the members of the General Court and the State Board of Prison Commissioners, this syndicate has pointed out how feasible it is to remove the residents of Halifax, who now number about 500, from their homes and how easily the beautiful Cape town may be converted into a vast state farm of over 9000 acres of rich land, situated on the shores of the two Monponsett lakes.
The news that the town had been proposed for a prison site has stirred up the inhabitants. Few approved the idea. Many opposed it. "If those convicts land here," said George Estes, keeper of the general store, "I would get a Gatling gun, plant it on the Methodist steeple and shoot down every mother's son of them." A large gathering of village gossips who were in the store at the time nodded approval.
Only one man, Selectman Henry Haywood, approved of selling the town. Mr. Haywood said: "If they want to clean us off the map, let them clean away, provided they use water enough by way of compensation. By 'water' I mean good old greenbacks."
Respectfully submitted Sue Basile

Hard Work = Beautiful Results
Margaret Fitzgerald Memorial Garden "Weeding Party"
On Sep 4th, the Halifax Beautification Committee called for volunteers to participate in their "Weeding Party" at the Margaret Fitzgerald Memorial Garden, and those who arrived did not disappoint! Bringing weeding tools, shovels, and clippers from home, helpers joined HBC in removing weeds from the garden and planting new hydrangea bushes to refill and restore it.
The Halifax Beautification Committee works hard to improve Halifax's landscaping by planting flowers, bushes, and other vegetation on Town properties and keeping them free from litter. The Fitzgerald Garden in particular is a prime example of HBC's mission to give back to and brighten the community for everyone. This garden was dedicated on Memorial Day to the honor and memory of former Selectman and public servant Margaret Fitzgerald. The hard work of HBC and its volunteers honors Margaret Fitzgerald and exemplifies what it means to be part of a community that cares.
| |
|
The Margaret Fitzgerald Memorial Garden is located just outside the front entrance to the Halifax Town Hall at 499 Plymouth St.
In conjunction with the Fitzgerald Family, HBC established a gift account that funds the maintenance and upkeep of the garden. To learn more about HBC or how to make a donation to the fund, visit www.halifax-ma.org/beautification-committee.

We do not live in a just world, and so there is violence, there is war.
But if every day, we hold back our fear and give love, we move closer.
When we can respect each other and work toward a just and a sustainable society. We'll get there together. ~ Jacquie
