Preregistration System for Mass Vaccination Locations
Gov. Baker announced a new preregistration signup tool available for the state’s 7 mass vaccination sites starting Friday, March 12. More sites will be added to the preregistration system in the coming weeks. Preregistration will replace the current booking platforms for mass vaccination sites for online booking. The COVID-19 Vaccine Scheduling Resource Line will be available to help residents without internet access or with difficulty using the internet with the preregistration process.

CMS Updates Nursing Home Guidance with Revised Visitation Recommendations
The Centers for Medicare & Medicaid Services (CMS), in collaboration with the Centers for Disease Control and Prevention (CDC), issued updated guidance for nursing homes to safely expand visitation options during the COVID-19 pandemic public health emergency (PHE). This latest guidance comes as more than three million doses of vaccines have been administered within nursing homes. According to the updated guidance, facilities should allow responsible indoor visitation at all times and for all residents, regardless of vaccination status of the resident, or visitor, unless certain scenarios arise that would limit visitation for:
• Unvaccinated residents, if the COVID-19 county positivity rate is greater than 10 percent and less than 70 percent of residents in the facility are fully vaccinated;
• Residents with confirmed COVID-19 infection, whether vaccinated or unvaccinated, until they have met the criteria to discontinue transmission-based precautions; or
• Residents in quarantine, whether vaccinated or unvaccinated, until they have met criteria for release from quarantine.
• The updated guidance also emphasizes that “compassionate care” visits should be allowed at all times, regardless of a resident’s vaccination status, the county’s COVID-19 positivity rate, or an outbreak. Compassionate care visits include visits for a resident whose health has sharply declined or is experiencing a significant change in circumstances.

Rep. Stanley supports Vax Collaborative for Lincoln and surrounding communities
Rep. Stanley cosigned a letter to Gov. Baker in support of a Regional Vaccination Collaborative proposed by nine municipal leaders. The collaborative includes the towns of Acton, Bedford, Lincoln, Maynard, Sudbury, Wayland and Westford. The collaborative would allow residents to receive the vaccine locally and to not have to travel to a mass vaccination site for this life-saving shot.
Our municipal and public health partners have committed to providing a fully staffed regional vaccination clinic that can vaccinate at least 750 individuals per day, 5 days a week; serving unmet geographical need based on the limited number of vaccine appointments offered per capita in the region; administering 85% of vaccine doses within 24 hours; and providing vaccines to all residents of the state regardless of their town or city of residence.

Rep. Stanley cosponsors bill to reduce CPA fees for affordable housing
Rep. Stanley cosponsored legislation to reduce CPA recording fees for affordable housing. This legislation would amend the CPA legislation to lessen the financial burden for affordable homebuyers. The bill would provide important relief for the very people that rely on affordable housing programs like CPA. Statewide housing advocates including CHAPA and MAHA, along with the Community Preservation Coalition, all support adding this language to Chapter 44b.
Whenever a mortgage is filed at any of the State’s Registries of Deeds, a portion of the recording fee is transferred to the statewide CPA Trust Fund. Most buyers will record only one mortgage, meaning they will pay the fee once. But it is common for affordable mortgages to use multiple subsidies and file second, third, and even fourth mortgages. This legislation would amend CPA so that affordable home buyers only paid the fee once, no matter how many subordinate mortgages they file.

Baker Administration Announces Expansion through June of Targeted Free COVID-19 Testing Sites
Gov. Baker announced an extension of the “Stop the Spread” COVID-19 initiative, which provides free COVID-19 testing in communities across the Commonwealth. The program, which was set to close on March 31, has been extended through June 30, 2021. State-sponsored testing will continue to be available to all Massachusetts residents at no cost to them through June 30, 2021 at more than 35 locations. Testing is one of the important public health tools, in addition to contact tracing, complying with public health mitigation measures such as face coverings, physical distancing, staying home when sick, and good hygiene, to mitigate the spread of COVID-19.
Since the state began this free virus testing in July 2020, more than 1.8 million tests have been conducted at “Stop the Spread” locations as of March 3, 2021. The Stop the Spread initiative is a data-driven effort to reduce the prevalence of COVID-19 in communities across the Commonwealth. All state residents may visit the locations even if they do not reside in the town or city where the testing is being conducted. Find testing locations here.

Baker announced that approximately $39.7 million in awards for 1,026 additional businesses in the ninth round of COVID relief grants administered by the Massachusetts Growth Capital Corporation (MGCC). As announced last month, MGCC has also begun engaging directly with applicants that met sector and demographic priorities, but were missing documents necessary to be considered for an award. This legislation was signed into law on January 15, 2021, and authorizes funding across all modes of transportation to support and facilitate the ongoing continual efforts of MassDOT and the MBTA to invest in and modernize the Commonwealth’s transportation system.

The bill also includes $70 million for the Municipal Small Bridge Program and expands the use of designated bus lanes and transit signal priority through two new grant programs.
