MassHire North Shore Workforce Board (MHNSWB), is issuing this Request for Proposals for the purpose of selecting a qualified contractor as a One-Stop Operator under the Workforce Innovation and Opportunity Act of 2014 (WIOA) within the North Shore Local Workforce Development Area.

The proposal which, in the opinion of the awarding body, best provides for operating a One-Stop Delivery System in conjunction with the MHNSWB strategic plan and serving the North Shore Workforce Board local area will be invited to enter into contract negotiations. Resulting contracts will be negotiated with respect to cost, scope, and content in a manner that achieves the establishment of this System in the best interest of the Local Area. The successful proposers will be required to serve all companies within the region and all job seekers requesting assistance, including other low-income individuals, veterans, and individuals requiring academic and occupational education and training to become gainfully employed. In addition, the MHNSWB has and will continue to identify critical industries along with critical demographic groups that will receive priority consideration within the One-Stop system. The period of performance will be July 1, 2021 through June 30, 2025.
The MHNSWB reserves the right to modify or cancel the terms of the RFP at any time.
