A Letter from the Co-Presidents


Happy New Year! Wishing you all the best for 2024. We had a fun and festive holiday social at Park and Oak in December with more than 50 members attending.  We also showed our support of the downtown businesses with our power shopping.


In November, Jayne Boeckelman and Dorothy Hess represented the LWVGE at the LWV Roselle-Bloomingdale Decade of Impact Celebration and accepted the Guiding Star Mission Award, which was given to LWVGE for the mentoring that our League provided when the LWV Roselle-Bloomingdale was formed.


The Member Engagement committee is rocking and rolling. The ring leaders are active and effective in alerting members of upcoming events. The Drop Ins at the library are a big success. Thank you to Sandra Alexander for coordinating the Drop Ins, the content and the activism. The League was an active and effective partner in getting Illinois to be the first state to end a school voucher program with the sunset of the Invest in Kids Act. This was a dedicated activity in the first Drop In.  


The League was contacted with concerns regarding Milton Township Board's adherence to the Open Meetings Act. In response, Co-President Barbara Kwiatkowsky attended a meeting rescheduled for the Wednesday before Thanksgiving and made a public statement regarding the concerns and the need for transparency. The League believes it is important to hold elected officials accountable and that procedures set by law are followed appropriately.


Thank you to Julie Evans, Miles Evans, and Jayne Boeckelman for coordinating the mailing of the annual fundraiser. While the drive was through the end of the year, donations will be accepted at any time!

We look forward to hearing about the State of the Village on January 25th. We are also excited to have everyone participate in our Program Planning on February 3rd.


As this is an election year, it will be an exciting one! The primary is March 19th and the election on November 5th. Voter Services and the Communications team will be sending information, so please stay tuned. This month those reviewers are examining LWVUS and LWVGE positions. They will bring any revisions and recommendations to our Program Planning meeting for discussion. Our members will find consensus on recommendations to the League of Women Voters of the United States (LWVUS), on our local positions, and on Glen Ellyn League’s 2024-2025 program/action items.

National and Illinois League News

Both the LWVUS and the LWVIL are working hard to combat mis/disinformation during the upcoming elections. It is incumbent upon each of us to learn to recognize mis/disinformation and to stop it’s spread. So here is a brief primer from the LWVUS Democracy Truth Project.


Misinformation: inadvertently sharing false information without the intent to harm.

Disinformation: intentionally sharing false information with the intent to harm.


We are all susceptible to mis/disinformation, but the following steps will help you spot it before you take part in its spread:


  • Research the Source: Who’s sharing this information? If it’s online, does the website sound familiar or have any political affiliations?
  • Check the Date: It’s easy to get incensed over an article, only to realize it was published years ago and no longer applies.
  • Cross-check: Are reliable news sources reporting the same information? If not, it’s unlikely that your smaller source just happened to get a scoop.
  • Read past the headline: It’s easy to take a snippet out of context to make an article look like it will be more dramatic than it actually is.
  • Question emotionally charged content: This is usually a red flag. Reliable sources let the facts fuel your response, not emotional language.


Once you’ve spotted inaccurate information, follow these tips to keep it from spreading:


  • Don’t engage: It is tempting to comment on an inaccurate social media post about how wrong it is, or to click on it to read all of the writer’s claims, but don’t! Every like, click, share, and comment contributes to the piece’s rate of engagement.
  • Share correct information: Instead of creating further discourse around something you don’t want people to hear, get people talking about what you do want them to hear.
  • Report when needed: Whenever you see disinformation online, report it to ReportDisinfor.org. You can also report most social media posts to the platforms themselves.


Let’s all make a New Year Resolution to stop mis/disinformation in its tracks!

Voter Services

LWVGE registrars were able to register over 150 new voters at events held at Glenbard High Schools, COD, and the Library on September 19. We also participated in the Naturalization Ceremony at Cantigny on November 13 - see photos!


The primary election on March 19 determines who will be on the ballot in the November 5 General Election, and thus is an important part of the democratic process. Please encourage your family and friends to get registered and vote on March 19. LWVGE currently has 45 trained registrars, ready to serve at upcoming registration events, and a schedule of events will be posted on our website. We also plan to make an announcement at candidate forums that a registrar will be available after the forum.

The League of Women Voters’ primary purpose is to encourage the informed and active participation of voters in our government. League candidate forums, whether virtual or in-person, are one of the most important elements of our voter education program. Forums are only held for contested races.

LWV Elmhurst is holding an in-person Candidate Forum on Sunday, January 21, 2024, at Elmhurst City Hall (209 N. York Road). Forums will be recorded, and the link will be posted on both LWV Elmhurst and LWVGE websites.

LWVGE Community Issues 

Affordable Housing

The Village of Glen Ellyn is negotiating four offers with potential developers for the former hotel properties it purchased in January 2022 along Roosevelt Road and Taft Road. Non-profit developer Full Circle Communities’ proposal for an affordable, accessible, and supportive housing development is still in consideration. Once the negotiations conclude with purchase and sale agreements for each offer, the proposals will come before the Village Trustees for a vote (date to be determined). Timing for a vote is critical as the deadline for Full Circle Communities to apply for funding from the Illinois Housing Development Authority in the annual cycle is March 2024, and there are processes that need to begin now.

Glen Ellyn's New "Front Yard"

Downtown Event Space Takes Shape

Many organizations have had their eye on the former US Bank building on Duane, diagonally opposite the Civic Center. The Village acquired the site in August of 2022, with input from local community groups. League members were present when the Glen Ellyn Village Board and the Park District Board of Commissioners unanimously agreed on a design vision for a new downtown event space/park on that site.


Through an intergovernmental agreement, the Village will sell the space to the GE Park District, and the Park District will be charged with designing, developing and maintaining the space. The design will incorporate the current Prairie Path Park (a small strip along the path near the train station parking lot) and will be a multi-use open space with a large stage. A skating/hockey rink with real ice is also envisioned for use in the winter months. More input from the community will be sought as the design takes shape. Stay tuned for updates on this exciting downtown development!

D87 Referendum

March 2024 Referendum


On December 11, 2023, the D87 Board authorized the administration to proceed with a March 2024 Referendum to assist in funding the District’s 10-year Facility Master Plan. The Referendum question, which is printed below, will appear on the March 19, 2024 ballot, seeking approval from voters to issue $183M in bonds to improve the sites of and alter, repair, and equip the District’s high schools, which are between 51 and 101 years old. The District will contribute $129M of the funding from its operating revenue over the next 10 years, resulting in a total funding amount of $312M for the plan.


The Referendum question will be as follows:


Shall the Board of Education of Glenbard Township High School District Number 87, DuPage County, Illinois, install safety and security improvements, increase accessibility under the Americans with Disabilities Act, repair and replace mechanical systems, roofs and other infrastructure, improve energy efficiency and technology infrastructure, renovate classrooms, science labs, vocational labs and learning spaces and undertake other building and site improvements to, and purchase equipment for, each of the School District’s four high schools – Glenbard East, Glenbard North, Glenbard South and Glenbard West – and issue its bonds to the amount of $183,000,000 for the purpose of paying the costs thereof?


According to the District, the proposal will cost the owner of a $300,000 home about $4 per week. The District highlighted that D87 spends less on our facilities and operations, carries less debt, and has a lower tax rate than the vast majority of districts in the metro area.

Social Justice

Village of Glen Ellyn Responds to Migrant Buses


Since mid-December, buses of migrants have been dropped off at suburban train stations, including Glen Ellyn, so they can continue their journey to the City of Chicago by train. In response, a number of suburban communities have proposed or passed ordinances putting restrictions on migrant busses, but Glen Ellyn and neighboring communities, such as Lombard and Wheaton, have chosen not to go that route. The Village of Glen Ellyn posted a letter from Village President Mark Senak on its website explaining the Village’s response. President Senak includes in his message,

We, as a Village, are treating these migrants as any other visitors to the Village. We respect their wishes and allow them to board the train, purchase tickets, and proceed to their destination. There have been no issues or incidents with this approach…The Village has no plans at this time to enact any restrictions on the ability of migrants and their families to pass through the Village. Our primary concern is for the health and safety of our residents and anyone, including migrants and their families, who visit our community. The Village will continue working closely with public safety staff and social service organizations to provide support. (January 3,

We applaud the Village’s statement and humane approach to this difficult situation and encourage them to continue to work with public safety staff and social service organizations and do so in coordination and cooperation with all levels of government. 

 

The League of Women Voters supports common sense, fair immigration policies that would end the crisis at our border, stop the separation of families and provide a path to citizenship. The League of Women Voters believes:


  • All persons should receive fair treatment under the law.
  • That provision of food, housing, and emergency healthcare are basic human needs, that our federal government has primary responsibility for ensuring those needs are met, and that other government entities should take secondary financial responsibility.
  • In federal immigration law that provides an efficient and expeditious system for legal entry of immigrants into the United States.
  • Immigration policies should be responsive to those facing political persecution or humanitarian crises.

We heard you! LWVGE and LWV-Wheaton are collaborating to hold twice monthly Defend Democracy Drop-ins. All the prep work is done so choose a session that works for your schedule, then show-up and take action to defend Democracy.

•  Morning Session: 2nd Tuesday of every month from 11am to 12 pm at the Glen Ellyn Public Library

•  Evening Session: 3rd Wednesday of every month from 7 pm to 8 pm at the Wheaton Public Library

Environmental Issues

Anti-Idling Initiative


Momentum is building for our initiative to get folks to turn off cars in school pick-up lines! We have completed our observations, are revising flyers, car magnets and yard signs that a Glenbard West student graciously helped us design, and have contacted nearly every PTA President and Principal in the D41 district. We even had school board members gush about it at a recent meeting! We are planning for a kick-off event at each school in the Spring, partnering with the various environmental clubs etc. at the schools, where we will hand out car magnets and flyers to folks to get the word out.


Here are the results of our observations, done over two moderate/fair autumn days during dismissal.  The number of cars represents the totals of the two observation days at each school. We will observe again after the campaign to measure our impact.


LWV Lake Michigan Region Meeting


Jen Greenwalt attended the Nov 12th 2023 Annual Business Meeting for the LWVLMR, which covers 57 member leagues in four states. There were 47 members on the call.


•David Mueller, environmental lawyer, discussed The Great Lakes Restoration Initiative (www.glri.us). Their website has an interactive map of GLRI projects—which presents an opportunity for local leagues to be active at state and local levels. It shows projects are being funded—we can make sure money is being invested in a responsible way- gray/concrete vs green infrastructure, more balanced engineering. Many decisions get made at the local level in terms of development.

•The LWVLMR is planning an educational conference in Illinois near Earth Day in April 2024 on a cruise originating in Chicago.

•Send any ideas for grants that fall into their purview- looking for at least $1000. They are a dual entity 501c3 (state of Illinois education fund) and 501c4 (unlimited advocacy) organization.

•Tabs on www.lwvlmr.org have livestream presentations to understand what they are doing: Green Waters: Algae Blooms, Stormwater Education Project, Clean Water Act, Coal Tar Sealants, Native Plants.

•They need help in communications and fundraising if anyone is interested.

•They have a speakers bureau if we need speakers for local meetings.

Legislative Issues


New Year Brings Changes in Illinois State Law


LWVIL advocated to pass and to sunset two bills. And they did! 


SB2123 Passed 

Individuals 16 and over may now pre-register to vote! The new law allows an individual to pre-register to vote on or after they turn 16. Their voter registration will then stay on file with their local election authority until they turn 18 years old and are then eligible to vote. This new law encourages civic responsibility for young citizens. 


HB4194 Sunset 

Invest in Kids School Voucher program. The IL General Assembly sunset HB4194.

Filing a Witness Slip – Easy as 1-2-3


LWVIL Action Alerts ask League members to email your state legislators, the governor, or other state leaders. We may also be asked to file a witness slip supporting or opposing a bill aligned with LWVIL positions. The LWV of Wilmette developed these instructions. 


WHAT IS A WITNESS SLIP?

A witness slip reflects a person’s or group’s position on a particular bill.


WHAT IS THE PURPOSE OF FILING A WITNESS SLIP?

As part of the legislative process in IL, they are used as tools for organizations to engage advocates in the process. When bills are debated and voted upon in committees, witness slips serve as an unofficial record of proponents and opponents, giving legislators a gauge of constituency interests ahead of a vote.


WHEN TO FILE A WITNESS SLIP

Our League issue specialists send out notices to League members to complete witness slips for proposed legislation that either support or conflict with stated League positions.


HOW TO FILE A WITNESS SLIP

Submitting a witness slip is fast and easy. It simply requires completing an online form that is then filed with the State of Illinois.


STEP-BY-STEP PROCESS TO FILE:

  • Click on the link sent to you by a League issue specialist to “create a witness slip”
  • (this will go directly to the General Assembly website)
  • Enter your name and address
  • For firm or business, write "self"
  • You need to include a title - Ms, Mr, Dr., etc.
  • For persons represented, write "self"
  • Check PROPONENT or OPPONENT, per instructions from issue specialist
  • Under Testimony, click "Record of Appearance Only
  • Click "I agree to the ILGA Terms of Agreement"
  • Click “Create a Witness Slip” button

Fundraising Update

Thanks to all members who donated during the annual LWVGE fundraising drive which helps our League with its important work of registering new voters, providing valuable voter information, sponsoring community meetings, and broadening community outreach. To date, contributions total $3,455 — $2,280 to LWVGE local fund and $1,175 to LWVIL Education Fund

Observer Corps: Promoting Transparency in Goverment

The League of Women Voters has been a champion of openness in government throughout its history. We believe that government bodies protect the citizen’s right to know by giving adequate notice of proposed actions, holding open meetings, and making public record accessible.


The League’s Observer Corp functions as the eyes and ears of the league. We ensure that members are aware of the decisions that impact their communities, and they promote government transparency and accountability. If you are interested in becoming a member of our Observer Corps or would like more information regarding the duties, please contact Carrie Burrows at carrieb131@gmail.com or call me at 630-263-9245. A one-hour training session is periodically offered by the state league to help explain the role of an observer. Our goal is to have all public bodies covered, and you can help make this happen!

Next Book Club

Our next selection is Evicted: Poverty and Profit in the American City by Matthew Desmond. This is a book Michelle and I have wanted to read a long time, and now we are both in the mood for it.


The author follows eight families in the poorest areas of Milwaukee as they each struggle to keep a roof over their heads.  Evicted transforms our understanding of poverty and economic exploitation while providing fresh ideas for solving one of twenty-first century America's most devastating problems.
