FOCUS Act Could Be a Game Changer for NYS Classrooms

Fostering Optimal Classroom Use of Screens legislation recently announced by Sen. Andrew

Gounardes would provide new tiered limits on devices, EdTech products and A.I., based on grade levels. PreK to fifth grade, for example, would essentially be “screen-free” with certain exceptions, relying instead on human interaction and paper and pencil. Middle school students would have more exposure to screens, though not on one-to-one devices, while in high school, one-to-one screen usage would be permitted with parental approval. Social media, gaming, chatbots, A.I. and cameras would not be allowed on school-issued devices. EdTech companies would be required to register their products with the NYS Attorney General prior to selling them to school districts and provide independent evidence of positive impact on learning. FOCUS, also co-sponsored by Sen. Jamaal Bailey who represents parts of Westchester and the Bronx, addresses many of the concerns brought to the D2R Coalition. Sen. Gounardes has offered to come to Westchester virtually or in-person, to talk about FOCUS and hear from members of the Westchester community. We plan to take him up on it!

Meta Settlement Money Headed to NY

Former NY Senator David Carlucci calls attention to the funds coming to NY (and other states) from the successful lawsuit against Meta brought by NY Attorney General Letitia James and other attorneys general. The payout could be as much as $17.1 billion and New York could receive many millions. Carlucci describes the changes Meta has agreed to make and some options state legislators could consider for the funds when they convene in January 2027.

Are You Confused about EdTech and Learning?

A new report from the American Psychological Association may help. APA Expert Report on Children’s and Adolescents’ Learning with Educational Technology points out that some EdTech applications may be highly engaging, but “engagement is not learning, and the ultimate test is what learners can do after they leave the tool”. In fact, the report asserts, “features designed to capture attention can pull attention away from learning”. The report addresses many of the issues hotly debated these days and includes recommendations.
