After a Public Hearing, the Board approved of Resolution No. 031925-AQ, a Resolution pursuant to Title 49 of the Arizona Revised Statutes, adopting proposed changes to local air quality rules. The changes include revisions to surface coating and gasoline dispensing rules and a negative declaration for other sources, applicable to the 2015 ozone nonattainment area. (Item 14)

After hearing from City of Maricopa Mayor Nancy Smith and Council member AnnaMarie Knorr, the Board approved of sending a support letter to the Arizona Department of Transportation to include improvements to the State Route 347 in their five-year plan. (Item 15)

Recorder Dana Lewis provided updates related to the Elections Department. She said that after the recent passing of Representative Raul Grijalva, Governor Hobbs declared a Special Election Proclamation for Arizona's Seventh Congressional District on March 14th. All interested parties must file to the Arizona Secretary of State's Office by April 14th, with the election taking place on July 15, 2025. The district encompasses six Arizona Counties, with just 4,337 of those voters being in Pinal County, across four precincts. Elsewhere, the department submitted requested changes to the Elections Procedures Manual to the Arizona Secretary of State's Office yesterday. (Item 4)

County Manager Leo Lew and the Board of Supervisors paid tribute to Chief Civil Deputy County Attorney Chris Keller, who is retiring after a 41-year legal career, the last twelve with Pinal County. Chris is pictured below with Leo Lew and Supervisors Vitiello, McClure, Miller and Serdy. Supervisor Goodman was absent from the meeting. (Item 6)

The Board approved a Proclamation recognizing the week of April 5, 2025, through April 11, 2025, as "Week of the Young Child." The proclamation was presented by Jessica Morehead, Annette Lopez, and Katrina Devinny, all from First Things First, one of several organizations working to improve equitable early childhood opportunities. Jessica, Annette, and Katrina are pictured below with the Board of Supervisors. (Item 7)

In the Supervisor District Update, District 1 Supervisor Rich Vitiello gave an update on the events and meetings that he has attended recently. Later in the meeting, Vitiello appointed Thomas Scott II to the Planning & Zoning Commission through March 19, 2029. Vitiello is pictured right with Mr. Scott. District 4 Supervisor Jeffrey McClure said that there will be a cleanup event for residents of Arizona City, Mountain View, and Silverbell Estates on Friday, March 21, and Saturday, March 22. District 5 Supervisor Jeff Serdy pointed the public towards the Apache Leap Mining Festival & Carnival, taking place in Superior from March 28 - 30, click here for more information. Finally, District 3 Supervisor Stephen Miller said that his office will hold a Town Hall on April 15th, more details to follow. Miller also let the public know that the next steps related to the Development Code Update will be to hold focus groups in the fall, taking into account that some residents will soon depart Pinal County for cooler climes during the hotter months. In the County Manager's Report, Leo Lew played a video about the recent Wellbeing Fair that the County held for its employees. The event, attended by nearly 500 staff, gave employees the opportunity to explore many of the benefits and services that the County provides to its staff. (Item 1)

The Board recognized seven employees for length of service to Pinal County. Odette Apodaca, Deputy Chief Clerk with the Clerk of the Court, is celebrating 30 years with Pinal County! Meanwhile, four staff have reached the 25-year milestone - Rosario Andrade, Senior Customer Service Specialist with the Assessor's Office, Hector Vizcaino, Custodian with Facilities Management, Carol Laughlin, Probation Officer with Juvenile Court Services, and Philip Ortega, Detention Aide with the Sheriff's Office. Finally, two employees have reached their twentieth anniversary - Amanda Gill, Probation Division Manager with Adult Probation, and Ron Delzer, Lead Plans Examiner with Development Services. Pictured below with the Board of Supervisors are, left to right, James Allen, Building Official, Development Services, Ron, Amanda, John Fuery, Chief Adult Probation Officer, Odette, Darrin Rushing, Captain with the Pinal County Sheriff's Office, Rebecca Padilla, Clerk of the Court, Philip, Sheriff Ross Teeple, Rosario, and Assessor Douglas Wolf. Members of the public wishing to address the Pinal County Board of Supervisors may do so in person at the Call to the Public section of Regular Board Meetings. Action taken as a result of public comment will be limited to directing staff to study the matter or rescheduling the matter for
further consideration and decision at a later date.
