Welcome February!


As we step into February, I’m reminded that this is the shortest month of the year, but it brings celebrations that center around caring, such as Random Acts of Kindness Day, Valentine’s Day, and World Human Spirit Day. This is a perfect month to reflect on how caring for our community and striving to make a positive impact are essential for fostering a thriving society.


As I start my second month serving as your Board President my commitment to engage in harmonious discourse with the Resort while representing our membership stands firm. I am happy to report that I accepted a lunch invitation from Jordan Jaffe and at this casual meeting, we had an open and amicable discussion. We are both eager to seek resolution at our upcoming mediation, scheduled to take place on Friday, February 7th. At that luncheon, Jordan Jaffe amiably lifted the ban from entering Resort properties for current POA board directors. I look forward to furthering an affable relationship based on mutual respect and transparency while keeping HSB POA members at heart.


You too can directly contribute to our community by volunteering. Getting involved allows you to stay up to date with HSB POA activities and undertakings while contributing your ideas and opinions. I am a firm believer in involvement and giving back so I encourage our members to become an active participant in our community. Attend our board meetings which take place the third Wednesday of every month, except in August where we do not hold a meeting and in December when our meeting is held on the second Wednesday. Members can also sign up to volunteer in a committee as the HSB POA has different committee opportunities for all interests. This month, I’m excited to share our first Community Educational Series for 2025. Our presentation entitled HSB POA 2025 – A Look Ahead, is scheduled for Wednesday, February 5, at 3 PM at Quail Point Lodge. This program will give you an in-depth overview of what we are currently working on and what we have planned for the coming year including progress on mail kiosks, future mailbox plans, and discussing updates on our beautiful hiking trails and Fox Park. Plus, you will have the opportunity to learn how to navigate our website so you can access financial documents, board agendas, and minutes. This is a great opportunity to get to know your POA board directors a little more and what they do for the community. Additionally, we will have volunteer sign-up sheets so don’t miss it!


Looking ahead to March, I’m thrilled to announce one of my favorite events of the year: the Spring Fling Art Festival. This annual tradition is a celebration of creativity, community, and connection, showcasing the incredible talent of our local artists. If you are an artist or know a local artist who would like to participate, please let us know.

I’m incredibly proud to have introduced wonderful community events such as the Spring Fling, the Fall Fest, and the Community Education Series during my board director term at the POA. These events truly reflect the colorful and engaged spirit of Horseshoe Bay. I want to thank the many volunteers who always step up to help with these events. I am happy to announce Mary Daniels as our Event Décor Coordinator for 2025!

The December payments from the Maintenance Fund, Inc. were received as expected. The summary report from the Maintenance Fund reports the total collected dues for 2025 were $2,649,370.28 including $32,289.83 of past due amounts. Year to date the net operating funds for the POA are $575,560.20, around half of the expected amount for the year. Most of the remaining budget funds will come in the next few months as members pay their maintenance fees. These funds will be allocated for the budgeted year’s expenses and capital expenditures. 


Your POA board is looking forward to a productive year with our capital projects and regular maintenance projects that keep your POA grounds and buildings looking in a first-class manner. We have released capital project funding for the Quail Point projects and the parks and trails.


The November 2024 CPI was used to calculate the new annual payment effective January 1, 2025. This is now at $50,118.03 annually or $4,176.50 monthly. As outlined in the Declarations and EC&Rs included in the Declarations, the POA continues to pay the Declarant/Resort their maximum monthly fee for maintenance and beautification of the entryways.

Paul Groot - A Volunteer Making a Difference

Paul Groot and his wife Julie embody the community and dedication that makes Horseshoe Bay such a special place. Both were born in Texas, and their connection to the Highland Lakes area runs deep. Julie’s family has called the region home for over a century, and Paul’s family began visiting in the 1960s before making it their permanent residence. The couple’s love story began in the Hill Country, where they met while dancing at Pardners in Buchanan Dam in 1998. After years away for work, they returned to the area in 2018, fulfilling their dream of retiring in the place they’ve always considered home.

 

Volunteering has always been a way of life for Paul and Julie. Initially, it was a way to stay involved with their children’s activities through the Boys and Girls Club of Marble Falls and school events. Now in retirement, they continue their dedication to service by working with the Horseshoe Bay POA. For Paul, volunteering is not only a way to contribute but also a means to connect with neighbors and enjoy the beauty of the area. “Working on the trails with other volunteers has been a blast,” he shares. “Yes, it’s hot and dusty, but being outdoors with good people makes it entirely worthwhile.”

 

Paul’s contributions to the trails are fueled by his passion for the outdoors, where he enjoys everything from running a chainsaw to shoveling dirt. For him, it’s not just about the work but the camaraderie and inspiration he finds in the group. “I get to hear stories about how others have lived their lives and helped their communities. They are a great group and inspire me as I continue to try and figure out this retirement thing.”

 

Paul and Julie have found their perfect place in Horseshoe Bay, and their dedication to volunteering reflects their deep love for the community. Whether working on trails or helping at events, they prove that staying engaged and giving back can be rewarding and fun. Horseshoe Bay is lucky to have volunteers like the Groots, whose efforts help make this community an even better place to live.

Register to Vote Electronically and Verify All Your Lots


Members of the Horseshoe Bay Property Owners’ Association (HSB POA) are encouraged to register for electronic voting (e-voting) and confirm that all their lots are correctly listed under their name or business entity.


Receiving the POA’s emailed newsletter does not automatically register you to vote electronically. The existing email list does not associate addresses with specific lot numbers, so members must actively register their email in order to e-vote.


How to Register


  1. Visit the POA Website: Click the “E-Voting” link at the top of the page.
  2. Enter Your Email Address: By typing it yourself, you reduce data entry errors.
  3. Confirm Your Information: Once you submit the form, you will receive an email confirming receipt and providing a link to make any corrections.


If lot(s) are owned jointly (e.g., by spouses or business partner), the owners must choose one email address for voting purposes. POA staff will verify that each registered email corresponds to an eligible POA member.


When Voting Begins

  • Registered members will receive an email with the subject line “Invitation to Vote – Horseshoe Bay POA.”
  • Follow the instructions carefully to either cast your ballot for a candidate or choose to vote for quorum only.
  • A quorum is required to conduct the annual meeting, so you may opt to count toward the quorum without selecting a candidate.


Tips for a Smooth Voting Experience

  • Create a Simple Password so it is easy to remember in case you are interrupted while voting.
  • Verify All Your Lots: Ensure all HSBPOA properties you own are listed under your membership information. If you own multiple lots, be sure to confirm that each is registered under your name to secure all your entitled votes.


Although you can register by phone, email, or in-person at the POA office, the preferred method is through the POA’s website to avoid third-party data entry errors.


For a convenient, secure, and accurate voting experience, make sure you are properly registered for e-voting and that all your lots are accurately reflected in your membership records. We appreciate your cooperation in helping us update and maintain a complete and correct membership list!
