Concord Rent Program Now Accepting Rent Adjustment Petitions | |
The City of Concord is now accepting rent adjustment petitions. Petitions will be heard before a Hearing Officer during a rent adjustment hearing as part of its greater Residential Tenant Protection Program that went into effect earlier this year.
The Ordinance caps rents at 60% of CPI, or 3%, whichever is less. Currently, the allowable annual rent increase percent is 2.52%. The Ordinance requires rents to be “rolled back” to April 2023 rates plus the allowable annual rent increase percent of 2.52%.
If you are a residential Concord property owner requesting an upward adjustment in rent due to a fair return on investment claim, or if you are a residential Concord tenant requesting a downward adjustment in rent due to receiving a rent increase that is not in compliance with the Ordinance, you can now submit a petition for a rent adjustment.

Concord's Permit Center to be Closed Nov. 12 | |
Due to building construction and the presence of a large crane, Concord's Permit Center at City Hall will be closed on Tuesday, Nov. 12 for the entire day.

Holiday Tree Lighting & Mayor's Sing Along Set for Dec. 6 | |
The City of Concord will kick off the holiday season with its annual Tree Lighting & Mayor’s Sing-Along, a free community event, on Friday, Dec. 6, from 5:30 to 8:00 p.m. at Todos Santos Plaza.
The Tree Lighting & Mayor’s Sing-Along is a family-favorite event that features a number of traditional holiday festivities, including an official tree-lighting, horse-drawn carriage rides, real reindeer, a holiday music sing-along, crafts, shopping at Santa’s Village, and photos with Santa.
On-stage entertainment will be provided by the Concord High School Jazz Band and Orchestra, The Honeytones Barbershop Group, Queen of All Saints Children’s Choir and Cheerleaders, Westwood Elementary Children’s Choir, D’ann’s Academy of Dance, and The 925 Band.
This event will be live streamed on the City of Concord’s TV channel (Comcast channel 28, Astound channels 29 and 1026 and U-verse channel 99.) and the City’s YouTube channel, with the official tree lighting scheduled for 7:30 p.m.

City Awards $5 million to Partner Organizations to Implement Homeless Strategic Plan | |
The Concord City Council on Oct. 22 approved the allocation of $5 million to six local organizations for the implementation of the strategies contained in the Homeless Strategic Plan that the Council adopted in February 2024.
Beginning this month, the City will distribute $5 million of one-time, non-recurring funding. These organizations will offer a combination of temporary housing and comprehensive support services to help individuals transition out of homelessness.
Additionally, they will deliver field-based services to people in their current sheltering locations, addressing essential needs such as medical care, substance abuse treatment, food and hygiene, and workforce development. The ultimate goal of implementing the strategies listed below is to support individuals with successfully exiting homelessness and achieving permanent housing.
- Caminar, Rapid Rehousing: $1,580,000
- GROW Concord, Mobile Resource Unit: $1,705,000
- Hope Solutions, Permanent Motel Supportive Housing: $760,000
- NAMI Contra Costa, Mobile Resource Unit: $200,000
- Northern California Family Center, Scattered Site Interim Housing: $25,000
- Veterans Accession House, Scattered Site Interim Housing: $730,000
In September, the City issued a request for proposals from organizations specializing in homeless response services. Seventeen organizations submitted proposals, and on Sept. 20, the ad hoc committee comprised of Councilmembers Dominic Aliano and Laura Nakamura conducted public interviews with each applicant.
The ad hoc committee then developed their funding recommendations based on key attributes, including community benefits, goals and objectives, partnership and funding sources, and organizational capacity.

Concord's full-time Coordinated Outreach, Referral and Engagement (CORE) team - contracted through Contra Costa County - continues to make a positive impact in our community. In August and September, CORE was able to assist 71 individuals in finding stable exits from the streets. | | |
Success Story
After an unhoused elderly individual was evicted from their 4-bedroom apartment due to their housing voucher being downsized, the CORE Concord team was able to establish rapport and find alternative housing for them. After two weeks of working with this individual while they lived out of their car, the team was able to identify a 2-bedroom home that fit the voucher requirements and assisted the individual with the move.

Contra Costa County to Host Community Forum Nov. 12 in Concord | |
Contra Costa County will be hosting the second Community Forum on the Martinez Renewable Fuels Project Benefits Agreement on Tuesday, Nov. 12 from 6:30 to 8:00 p.m. at the Clyde Community Center, 109 Wellington Ave. in Concord.
This Community Forum will be an opportunity to discuss community feedback shared at the first Community Forum and provide input on possible recommendations from the District V Supervisor to the Board of Supervisors about how the CBA funding could be used to benefit the community.

City Wins Prestigious Helen Putnam Award for Creative Concord | |
The City of Concord was honored Oct. 17 with the prestigious Helen Putnam Award for Excellence in the category of Economic Development through the Arts for its Creative Concord public arts program. The League of California Cities bestowed the honor to Concord in an awards ceremony at the organization’s annual conference being held in Long Beach.
Established in 2022 as an effort to reignite Concord’s vibrant downtown, the program brought three annual multi-day events to the city, featuring mural installations, live canvas paintings, live music, sculptures, and community involvement.
Coming out of the pandemic, Concord understood the importance of developing a strong sense of place that represented the community’s identity and spirit. Simultaneously, the City wanted to support the economic vitality of Concord by attracting visitors, supporting local businesses, and boosting tourism.
Since its inception, the program has brought together more than 100 organizations, businesses, and advocates to collaborate and help make Creative Concord thrive. The program has also given back in many forms, including paid opportunities for dozens of local artists and talent, donating artworks to local nonprofit organizations, monetary donations to charities through the sale of artworks created during the Art & Music Jam event, and more.
Creative Concord is made possible through a collaboration among the city, art-centric agency Local Edition Creative, and the tourism bureau Visit Concord.

County Department of Conservation and Development to Install Groundwater Injection Wells | |
Heads up for trail and park users in these areas: An environmental contractor for the Contra Costa County Department of Conservation are going to install groundwater injection wells near the Iron Horse Corridor, Len Hester Park, and Stimel Drive in Concord.
Work will begin on Monday, Nov. 4 and last through Tuesday, Jan. 7, barring unforeseen circumstances. Work will occur between 8:00 a.m. and 4:00 p.m., Monday through Friday (excluding holidays), weather permitting. The Iron Horse Trail and Len Hester Park will remain open during installation; however, park and trail users may encounter staff and equipment during working hours.

Library Launches Pilot Program for Self-Service Sundays | |
The Contra Costa County Library is piloting a new program designed to give patrons access to the Concord Library, 2900 Salvio St., on Sundays when the branch is normally closed.
Patrons who sign up for the service in advance will be able to enter the Concord Library between 12 p.m. and 4 p.m. on Sundays beginning December 1. There will not be any staff on site, but two security guards will be present to ensure that only patrons who have signed up for the service are entering the library.
Patrons can browse the collection and check out books, return items, pick up holds, connect to Wi-Fi, and use the space for studying or reading.
To sign up for the service, patrons must have a library card in good standing, a valid ID, attend an in-person orientation, and sign the user agreement. Approved patrons will scan their library card at the door and use a unique PIN code to enter.
The Library will assess the pilot program after six months and consider expansion
Services not available will include computers, printing, scanning, and photocopying, restrooms, LINK+ pickups, and returns, use of the community meeting room, and the Friends bookstore.
The first open Sunday will be December 1, but patrons must sign up for the service in advance. Sign-ups are available now. Learn more and get started.
