PEL worked with the Act 47 communities of Scranton and Hazleton as they switched from an outdated business privilege/mercantile tax to a modern payroll tax. Previously, Pittsburgh was the only municipality in the state with a payroll tax.
In all, PEL assisted over 20 local governments throughout the state in 2021 on such topics as financial distress, operations reviews, consolidation and merger, monetization, enrollment projections and more.
PEL's weekly ealerts focused on important public policy news from use of American Rescue Plan funds to state grant deadlines and links to research reports from like-minded organizations.
