Renewable Energy Certificate Program Launches

To increase access to renewable electricity, the City is launching a new program that enables Covered Property Owners to directly purchase BEUDO-compliant Renewable Energy Certificates (RECs) from the City.

RECs are expected to be a key way that many BEUDO properties meet their Emission Reduction Requirements for 2026 and beyond.

Through this program, an Owner can enter into an agreement with the City for a quantity of RECs, and the City will retire them on behalf of the Owner and provide a certificate for you.

The City is also planning informational sessions to help connect Owners with renewable energy developers to explore longer-term solutions.

To get involved:

  • Complete this Expression of Interest form to let us know how many RECs you may be interested in purchasing. The form includes a REC calculator which most Covered Properties can use to estimate RECs that could help achieve 2026 compliance.

  • Register for a webinar on Oct. 29 at 11 a.m. to learn about the BEUDO REC program and explore opportunities for your organization to enter into your own PPA/vPPA.

Owners or representatives who have previously signed a VPPA or PPA, and who plan to use these RECs for compliance in BEUDO Covered Properties, should complete this form.

Public Comment Open for Phase 4 Regulations

The City of Cambridge is inviting public comment on draft Phase 4 Regulations and Procedures for the Building Energy Use Disclosure Ordinance (BEUDO). These include updates that guide how Covered Properties meet their Emissions Reduction Requirements.

The updates are focused on two main areas:

  • Updates to requirements for reporting and Third Party Verification

  • Updating the overall document for consistency, clarity and completeness

Please use the link below to view the draft Phase 4 Regulations and draft Phase 4 Procedures, and to submit public comment by Nov. 6, 2026.
