Dear Broad Run Friends and Neighbors,
I hope everyone is having a great start to the fall! I want to share with you all a few community events I have recently attended, along with updates from recent Board meetings.
I was pleased to join the ribbon cutting for Alloy Personal Training Ashburn, celebrating another opportunity for residents to prioritize their health and wellness. Having more options to stay active, build strength, and develop healthy habits is a great addition to our community. Learn more about Alloy’s programs here: AlloyPersonalTraining.com.
I was also excited to take part in the groundbreaking ceremony for Commonwealth Lofts, a 100% affordable apartment community that will be built behind the Silver Diner in Ashburn, off Loudoun County Parkway. I am excited to see this project move forward and provide additional affordable housing opportunities for individuals and families in our community.
I also participated in a Sickle Cell Town Hall, bringing together members of the community to raise awareness and discuss the challenges faced by individuals and families living with sickle cell disease. It was an important conversation about education, support, and how we can continue to advocate for those affected. This year, I was proud to sponsor a proclamation recognizing Sickle Cell Awareness Month in Loudoun County: pub-loudoun.escribemeetings.com/FileStream.ashx?DocumentId=702.
As Co-Chair of the Joint Board of Supervisors and School Board Committee, I would like to share a summary of the Committee’s last meeting in September. We discussed the potential use of county and LCPS-owned properties for attainable workforce housing. A preliminary review identified 174 county parcels and 25 LCPS parcels as potentially suitable for further consideration. Next, the county and LCPS will continue developing a framework to evaluate these opportunities. The second item on the agenda was a discussion on the expansion of the Safe Passages to School Program and identifying areas where additional safety measures may be needed. As part of this continued discussion, we will explore the possible inclusion of crossing guards and other strategies that could help create safer routes for students walking to and from school. A group of constituents also approached me about the possibility of the county offering courses for adults interested in learning more about state and local government. After hearing their ideas, I asked the committee to add an item to our work plan to explore adult personal enrichment programs. Through this item I hope to explore opportunities that can provide residents with educational programs that support lifelong learning, civic knowledge, and community engagement. You can watch a recording of this meeting here.
I also want to share with you all a few highlights from recent meetings. At the Board’s September 1 Business Meeting, the Board discussed a joint initiative that I submitted along with Supervisors Briskman and TeKrony, which seeks to bring Board member compensation to the area median income for the 2028 to 2031 term. This proposed increase would ensure the position is accessible to people of all socioeconomic backgrounds and would allow Board members to devote themselves full-time to serving the community. This item is appearing at the Board’s October 14 Public Hearing for input. The proposal can be read here.
During the September 15 Business Meeting, the Board voted, and I supported, in favor of a plan to pause action on legislative data center and electrical substation applications for up to twelve months while we complete Phase 2 Data Center Standards and Locations Review. This one-year pause follows a legal opinion from the County Attorney indicating that a moratorium on data center is illegal. The Board is scheduled to consider the resolution to enact the Board’s new policy during our October 20 meeting, which if approved, would make the pause effective through September 15, 2027. However, if approved, developers will still be able to submit applications to the county and could still progress through the county’s legislative process, not coming to the Board for a vote before the pause ends. Residents who would like to come to speak at any of the upcoming Board meetings can do so by signing up to speak closer to the meeting dates at: Loudoun.gov/SignUpToSpeak.
Sincerely,
Sylvia

| | | | Loudoun Board of Supervisors Approves Plan to Temporarily Pause Legislative Data Center and Substation Applications | | |
During its September 15, 2026, Board of Supervisors meeting, the majority of the Board voted in favor of a plan to pause the Board’s action on data center and electrical substation applications that require legislative approval for up to 12 months, the maximum allowed by Virginia law. The Board’s vote follows a legal opinion from the Loudoun County Attorney indicating that a moratorium on data center approvals is not legal. Next, the Board will consider a resolution to enact the Board’s new policy during its October 20, 2026, meeting. The Board indicated the resolution should be retroactive, making the pause effective September 15.
The Board’s reason for pausing action on legislative applications is to allow time for the county to complete the ongoing review of current data center policies and regulations. The project proposes amendments to the county’s Comprehensive Plan (CPAM) and Zoning Ordinance (ZOAM) pertaining to data center standards and locations. The outcome of the CPAM and ZOAM project has the potential to impact existing and new legislative applications for data centers. The project is expected to wrap up in the summer of 2027.
Under the terms of the pause approved by the Board, final votes on data center and substation applications will be paused for one year. Virginia law requires action on such legislative applications within one year. The Loudoun County Zoning Ordinance states the one-year period begins at the time applications are sent to a Planning Commission public hearing. Developers may continue to submit applications to the county, which may progress through the Planning Commission process during the Board’s pause; however, the Board’s intent is to pause any final votes on applications until after the CPAM and ZOAM project is complete, or up to one year. The pause would not cause any applications to become inactive. The Board may consider exceptions to the pause for applications that involve grid reliability or if the statutory period for a decision is about to expire. The Board’s action does not impact applications that are subject to administrative processes.
The Board previously approved an end to by-right data center development, requiring all data center projects to come before the Board for a vote through the county’s special exception process.
More information about data centers and proposed transmission lines is available on the Loudoun County’s website.

| | | | Renaming Mooreview Parkway to Ashburn Village Boulevard | | |
At its meeting on Tuesday, October 20, 2026, the Board of Supervisors is scheduled to consider renaming Mooreview Parkway, in Ashburn, to Ashburn Village Boulevard. Mooreview Parkway (Route 2298) runs north from Loudoun County Parkway to the Dulles Greenway, where it becomes Ashburn Village Boulevard (Route 2020). To ensure consistency in road names and avoid confusion with other roads in the area containing “moore” in their names (Moorefield Boulevard, Claude Moore Drive, Midmoore Drive, and Grandmoore Street), the Board will consider renaming Mooreview Parkway to Ashburn Village Boulevard.
Moorefield Station Elementary School is the only property which address would change as a result of the proposed renaming. The estimated cost of the change is approximately $275,000, which would cover replacing several road signs along the corridor and reissuing voter cards for the Moorefield Station and Croson voting precincts, which use Moorefield Station Elementary School as their polling location. The voting precinct boundaries would remain unchanged; only the polling location’s address would change.
The original proposal can be found at Loudoun.gov/BroadRun, where residents can also share their thoughts with Supervisor Sylvia Glass.

Traffic Calming Requests
Ashburn Village: In early 2025, Supervisor Glass initiated a traffic calming study on Cheltenham Circle, Ladiesburg Place, Rainsboro Drive, and Tavern Drive in Ashburn Village. The study found no speeding above 32mph on any street, below the 35mph threshold for improvements. While speed humps cannot be implemented, "Watch for Children" signs may be installed at the entrances of Cheltenham Circle, Rainsboro Drive, and Tavern Drive upon formal request.
Moorefield Green: At the request of Supervisor Glass, the Board approved $41,200 in funding at its March 17th Business Meeting to support traffic calming measures in the Moorefield Green community. Funding will allow for the purchase and installation of two speed humps and related signs along Old Ryan Road from Ryan Road to Windsor Locks Square. This approval also comes as a result of community outreach and a traffic calming study that was initiated in 2023. Additional information can be found here.
