Hello Friends,


According to the old English proverb, March comes in like a lion and goes out like a lamb. My favorite author, Charles Dickens, describes our March weather perfectly: "It was one of those March days when the sun shines hot and the wind blows cold: when it is summer in the light, and winter in the shade." He describes a day not unlike today as I write this.


With the changes in weather, we have changes to report here at ROD. In this issue of Good Deeds, we say farewell to a valued employee and welcome a new team member. Also in this issue, you will see me pictured with Mae Krier, an original Rosie the Riveter who built B-17's and B-29's at Boeing during WWII. I was honored to meet this living legend at the Women Veterans Luncheon and to hear her inspiring life story. Mae celebrated her 97th birthday this month and continues to be a beacon of hope and determination for women as she travels the country telling her story. This was a highlight for me in a month that also celebrated International Women's Day. Read on for helpful information about our process for swearing in as a Notary and how Operation Fraud Guard can help you.

A Bittersweet Farewell & A Warm Welcome

The ROD department would like to bid a fond farewell to Ishmael Brown, Recording Technician III, who has decided to pursue new opportunities after 5 years of public service to the Chester County Recorder of Deeds. Like all our staff, Ish was integral to our department's success through the COVID-19 pandemic, also and especially in times of transition due to turnover. We thank him profusely for his hard work and ability to play "chameleon," jumping in wherever he was needed over the last half- decade, and we wish him the absolute best in his next endeavor.

Please join us in welcoming Jacqueline Killian to the Chester County Recorder of Deeds. She started just this week as our newest Document Recording Technician I. Jackie comes to us with 20 years of Real Estate Property Management and Title business experience as well as 10 years at Vanguard as a Mutual Fund Broker. She attended both Harcum Junior College and Villanova University prior to her career.


Jackie's late husband was a U.S. Veteran who worked closely with the Veterans Advocacy and Benefits Association (VABA). Her two children, a daughter and son, reside in Arizona and the Philippines, respectively. Nowadays, in addition to new her role at the Recorder of Deeds, Jackie enjoys classical, opera and timeless jazz music as well as reading, cooking and being a connoisseur of wine and coffee.

Women's Veteran Luncheon

We were privileged to attend the Chester County Veterans' Affairs department's Women Veterans’ Luncheon & Seminar on Friday, March 10th. The words of the honored guests & speakers left us in awe, including General Maureen Weigl, Adjutant General for Veterans Affairs, and 97-year-old “Rosie the Riveter” Mae Krier of Levittown, PA. We learned that women make up only 17% of the Armed Forces and are at a higher risk of homelessness and suicide than their male counterparts. We hope to rejoin these distinguished female powerhouses again as a newly established annual event in future years. Instructions for Notaries

Process for Swearing In as a Notary Public and Recording Your Bond & Commission

The Recording Process


  1. The Recorder will print your commission for you to sign.
  2. You will write your name and address on the return envelope (provided by the ROD). Our office will mail your recorded documents back to you within two to four weeks.
  3. You will be sworn in by the Recorder and your bond, POA and commission will get recorded. 
  4. After providing payment, you will take the receipt to the Prothonotary office in the Justice Center (201 W. Market Street) to register your signature. The Prothonotary fee is $4.00.
  5. Our office hours are 8:30 to 4:30 p.m., Monday through Friday. However, we suggest you arrive at 3:45 at the latest so you have enough time to go to the Prothonotary thereafter. No appointment is necessary for either office.

"What Do I Bring?"


Your Bond must be completed with all the required fields before coming to our office. 

Along with the Bond, bring the Power of Attorney that was sent from the bonding company.

A valid, government-issued Photo ID is required at the time of recording.

The fee to record is $38.50. We accept cash, money order or business check made payable to the Recorder of Deeds. No personal checks are accepted. You may pay with credit card provided your name is on the card.


Note: There is a $1.50 service fee for using a credit card. 

For information on becoming a Pennsylvania Commissioned Notary or an Electronic Notary in Pennsylvania, please visit the PA Department of State where you can download an application and see complete instructions.

What is Operation Fraud Guard and how can it help me?

Bubbles says... "Once registered, an email notification will be sent when a newly recorded document is associated with the name placed on the alert system. The email will include the following:


• Document type

• Document reference number

• Recording date/time of the matching document

• A link to the document

The document(s) will be publicly viewable on the Chester County PA Recorder of Deeds Search. Our Property Alert system notifies property owners of any activity on the property or properties under the registered name(s). For example, if the name added is John A. Smith, Jr., you will receive all notifications for documents involving the name John Smith; they may or may not be associated with your own specific property. Click on the linked Recording/Reference Number in the email notification to view the scanned image of the document."
