Traffic in Jefferson Park
JPNA traffic committee proposing chicanes at Santa Rita and Seneca
| |
|
The JP Traffic Committee is working with the Tucson Department of Transportation and Mobility to apply to install a set of chicanes to slow traffic at Santa Rita and Seneca. As part of the process the committee is researching grants and must get the approval of near-by properties by circulating a petition.
If you are near that intersection you might expect to be asked for permission to go forward sometime in the near future.

Banner - UMC Helicopter Update
|
On November 12, Banner held a quarterly meeting with neighborhoods to share updates about helicopters and the "Fly-Friendly" Flight Corridor:
After one full year of using the new flight software that allows Banner to track helicopter arrivals and departures, the data reveals the following when comparing 2023 to 2024:
- There's an increase of 18% in total flights
- There's a 10% decrease in the number of neighbor calls
Banner will confer with the project team at Speedway and Campbell concerning the impact that the proposed 20 story building could have on helicopter flights and their access to the hospital landing pad.
The 2025 meetings with neighbors concerning helicopter activity are May 6, 2025 and Nov 4, 2025.

Campus Community Relations - CCRC Report
|
CCRC (Campus Community Relations Committee) Report from Nov '24 meeting, Councilperson Karen Uhlich, Guest Speaker
- Will the PAD to be built at NW the corner of Speedway & Campbell make allowances for subsidized apartments for low-income renters? No one thinks so.
- Will this very large development at Speedway & Campbell interfere with the helicopters landing & taking off from the Banner hospital pad? No one thinks so.
- Re: The poor condition of Park Ave between Adams & Grant. GOOD NEWS! Park Ave from Adams to Ft. Lowell is skeduled to be refinished in the spring, 2025.
-
Important Question from Councilperson Uhlich: Given the failed performance of the RTA overall, do folks, especially in the Jefferson Park & Samos neighborhoods, still want the houses torn down from Santa Rita to Campbell Ave with the hope that widening of Grant Rd in that area will eventually be completed? Contact Councilperson Uhlich, Ward 6 (520 791 4601) &/or Councilperson Dahl, Ward 3 (520 791 4711) for input &/or questions.

The Future of Grant Road
...not good news for Jefferson Park
| |
|
The future of Grant Road from Euclid east looks grim. Jefferson Park's north boundary will remain subject to the "squeeze" and a long backup at the Campbell intersection. For how long it is difficult to determine.
Funding shortfall: Local officials indicate that there isn’t enough money to finish the Grant Road widening project nor to start improvements on North First Avenue, the Arizona Daily Star’s Charles Borla reports. The projects were part of the original Regional Transportation Authority plan that voters approved in 2006, and could be a sticking point as officials pitch the 20-year RTA Next plan to voters.
“I have very little confidence in the management of RTA based on the lack of communication and the leadership style,” Tucson City Councilman Kevin Dahl told the Star. “I’m not confident going into RTA Next, and I’m not confident that we’re going to be able to finish the (current plan) as promised.” (Thank you, Tucson Agenda)

The Underground Coalition and its member neighborhood leaders, are proposing a campaign to make Tucsonans aware of the current unresolved situation:
- Tucson has a law forbidding in the Gateway and Scenic corridors.
- The U of A area plan also calls for lines to be undergrounded.
- It is a bad idea to disregard laws and plans that were designed by Tucson residents.
- To allow the current pleas from TEP that they cannot underground will set a precedent for Tucson's future - everybody's neighborhoods.
- The City Council, our elected officials, are currently reviewing the TEP requests, and will require TEP to comply.
- Tucsonans voted down Prop 412, which would have offered some monetary relief for TEP, and now we depend on the City to enforce the law.
| |
View at Park and Mabel. Poles proposed to continue to Grant along Park Ave, essentially splitting Jefferson Park and contrary to UA Area Plan and JP Neighborhod Plan.
|
TEP is in the process of taking two actions:
Currently, they have applied to City Planning and Zoning for an exception to the gateway and scenic routes ordinance in order to permit them to construct overhead lines across three intersections, including Broadway and Euclid. The ordinance requires undergrounding the lines.
Soon, TEP plans to apply for a second zoning exception to construct the new Vine substation. The Zoning Examiner will hold a public hearing on TEP's request before making his decision.
The proposed Vine substation, on the edge of Jefferson Park, is within the territory of the University Area Plan (UAP) and would violate the guideline which states that utilities should be placed underground.
The project’s proposed route also runs through numerous areas and residential neighborhoods that are recognized as National Historic Register Districts. The West University neighborhood is also designated as a Historic Preservation Zone (HPZ) whose zoning calls for undergrounding as well as consideration of height and compatibility with the historic surroundings. Jefferson Park and a few other neighborhoods in the project area are also designated as Neighborhood Preservation Zones (NPZ’s) which have both height and compatibility standards.
TEP should not be constructing the project above ground. Structures that are 75-85 feet high or taller will dominate the entire landscape all across the center of town (see simulated photo above). TEP should be denied both of the exceptions based on City ordinances.
