Westchester County Update

With more than 15 million doses administered across the State, NYS is looking forward to accelerating the safe and responsible reopening of New York. If you haven't gotten the vaccine yet, Governor Cuomo encourages you to do so as soon as you can—all you have to do is show up at any New York State or New York City-run vaccination center, which now accept walk-in appointments for all New Yorkers age 16 and older. If you have already gotten the vaccine, you can be of immense help by spreading the word about the increased availability of the vaccine to friends, family members or neighbors and help bring our state closer to the finish line.
On Friday, NYS further eased restrictions on restaurants, personal care services and gyms. Our progress makes this possible. On May 7, indoor dining in NYC, hair salons, barber shops and other personal care services will expand to 75 percent capacity. And beginning May 15, gyms and fitness centers can expand to 50 percent capacity. This is all good news, but we're not out of the woods yet. Our progress is directly related to what we do and how we act. Until we've beaten COVID once and for all we must continue the precautions we know work to stop the spread—wearing masks, staying socially distanced and, most importantly, getting vaccinated.
As we continue our progress against COVID-19 in New York, we're able to take additional steps to reopen our economy and help businesses and workers. On Monday, in union with New Jersey Governor Phil Murphy and Connecticut Governor Ned Lamont, NYS announced the easing of pandemic restrictions related to the tri-state region's businesses, venues and gatherings. Most capacity limits will be lifted on May 19, including retail, food services, gyms and fitness centers, amusement and family entertainment, hair salons, barbershops and other personal care services. Capacity limits for houses of worship will also lift. New York is back, but it's critical to maintain the progress that got us here—and we can do that by getting the vaccine. In New York, we've made it as easy as we can. Walk into any New York State vaccination site, walk out with the COVID-19 vaccine.
New Yorkers have embodied the spirit of New York Tough, and it shows in our numbers more and more every day. As the rate of vaccinations increases and the rate of infection decreases we are able to accelerate the reopening. Governor Cuomo urges those who have yet to be vaccinated to protect themselves, their families and their communities and to roll up your sleeve. We are all in this together.
Our safe and careful economic recovery and reopening continues. Beginning May 19, large-scale outdoor event venues will welcome more people and only be limited by the capacity necessary to comply with the CDC social distancing rules. This applies to outdoor music concerts, live entertainment, baseball games, horse races and more. Additionally, fully vaccinated attendees at these events may be seated at full capacity in assigned sections—providing another incentive for New Yorkers to get vaccinated. And in great news, the New York Yankees and the New York Mets, along with the State Department of Health, are teaming up to offer the COVID vaccine at their stadiums for fans at games. There's another perk, too: If you're going to a Yankees or Mets game and get vaccinated while there, you'll get a free ticket to a future game. This announcement is good for baseball fans—and good for public health.
As of yesterday morning, 58.8 percent of adult New Yorkers have completed at least one vaccine dose. To date, New York administered 16,071,788 total doses with 45.6 percent of adult New Yorkers completing their vaccine series. See additional data on the State's Vaccine Tracker.
Last Thursday, NYS announced a new pop-up site in Buffalo specifically for 16- to 25-year-olds. Younger people, including teenagers, have some of the highest COVID positivity rates of any age group. While generally less vulnerable to COVID-19 than older people, young people should still get vaccinated because they can still get seriously ill from COVID-19 and have long-term symptoms, and can also spread the virus to more vulnerable people. Over 1,000 doses will be dedicated to the pop-up site, and free bus passes will be available to help eligible residents get to the site.
The Buffalo Marathon will return on June 26 and June 27. This year will be the marathon's 20th anniversary, and the race will operate at roughly 50 percent of its typical capacity. Using the Buffalo Marathon as a model, the State's sports and recreation guidance will be updated with health protocols for running races to better help localities plan these events.
The State will distribute $6.7 million in relief aid to New York's seafood, marine commercial, and for-hire fishing industries. This aid comes after excessive business losses due to the COVID-19 pandemic. New York State will distribute an additional $5.7 million in the coming months, for a total of $12.4 million, through the Marine Fisheries Relief Program, which administers federal funding provided by the Coronavirus Aid, Relief and Economic Security Act.
The Executive Order establishing the micro-cluster zone strategy will be rescinded in light of our continued progress. Due to improving numbers, it's time to loosen some restrictions put in place to protect the public health and help our local businesses. Applicable state public health guidance must still be followed for all industries.
Beginning May 17, the MTA will resume full 24-hour subway service. The MTA will continue its unprecedented disinfection and cleaning effort. The resumption of 24-hour service will coincide with the lifting of the 12am food and beverage service curfew for outdoor dining areas.
Event venues can expand capacity starting May 19. Large-scale indoor event venues will operate at 30 percent capacity. Large-scale outdoor event venues will operate at 33 percent. Social distancing, masks, and other applicable health protocols will still apply, including the requirement that attendees have proof of full vaccination or a recent negative COVID-19 test result.
NYS will expand residential gathering limits. The outdoor residential gathering limits of 25 people will be removed on May 19, and the indoor residential gathering limit will increase from 10 to 50 people.
The Citizen Public Health Training Course opened on Wednesday, May 5. Enroll for free and learn about preparedness for and prevention of public health emergencies from top experts from Cornell University. After the course, you will be able to take an active role in helping your community rebuild from the effects of COVID-19, and serve as part of an informed network that can be mobilized in the future to help respond to public health emergencies.
New York State announced a historic investment in child care. The COVID pandemic only exacerbated the problems and inequities that already existed in our society, and as we continue to rebuild and recover, child care will play a critical role in getting New Yorkers back to work and reopening our economy. The investments included in the year's budget will help support both working families and the child care providers that have been so essential during these unprecedented times. Learn more.
The show will go on! Broadway theaters are ready to reopen at 100% capacity beginning September 14, and tickets will go on sale starting tomorrow. Broadway is a major part of our state's identity and our economy, so we're glad the curtain will rise again.
New York has extended legislation that provides critical support to homeowners and business owners experiencing hardship due to the pandemic. The COVID-19 Emergency Eviction and Foreclosure Prevention Act of 2020 and the COVID-19 Emergency Protect Our Small Businesses Act will be extended until August 31. This means that current protections prohibiting residential and commercial evictions, foreclosure proceedings, credit discrimination and negative credit reporting related to the COVID-19 pandemic, will continue as the State marches on the road to recovery.
