NEW Fact Sheet! English Learners with Disabilities

This fact sheet provides information about ELs with disabilities (ELSWD). Under the Individuals with Disabilities Act (IDEA) Part B, state educational agencies (SEAs) and school districts are responsible for locating, identifying, and evaluating all students, including ELSWD, who need special education and related services.

During school year (SY) 2023–24, 15.2% of students ages 5–21 enrolled in U.S. public schools were identified as having a disability under IDEA Part B. Of the students with disabilities, 15.5% were identified as ELs. That same year, ELs accounted for 11.9% of all students enrolled in K–12.

New Data on English Learners Could Help California Schools Pinpoint Needed Support, Experts Say

New data on California ELs achieving English proficiency have been published for the first time since the COVID-19 pandemic. According to these data, almost 14% of ELs statewide met the requirements to reclassify in SY 2024–25. Reclassification rates also varied widely across the state, with some districts reclassifying 2% of ELs and others 38%. Educators, policymakers, and advocates say that releasing these detailed reclassification data will help schools and districts provide tailored support to the state’s ELs.

TIPS FOR EDUCATORS: What Factors Influence Co-Teaching Quality?

“This research brief describes a qualitative study of secondary classrooms in which EL-classified MLs receive content and language-integrated instruction through co-teaching. Specifically, we used a multiple-case study design to analyze the contextual and collaboration-related characteristics of co-teaching pairs at the secondary level whose lessons showed more or less evidence of instructional quality. Findings suggest that ESL teachers’ years of experience co-teaching in general and with specific content partners; their time to collaboratively plan, teach, and reflect; and shared space and responsibility consistently relate to co-teaching quality.”
