Weekly Analyst Review
Bottom Line Up Front: In the last several days, TRAC analysts have detected an extraordinary number of protests planned across the nation this coming weekend by both ends of the extremist spectrum, setting the stage for more potential violence. We are paying particular attention and will be closely monitoring Richmond, Virginia, Stone Mountain Park, Georgia, and Oxford, North Carolina this weekend. All three locations have planned protests scheduled on 15 August 2020. The KKK plans to march in North Carolina.  In Georgia, ‘Abolitionist’ counter-protesters plan to meet a scheduled American Patriots USA, "Protect the South”, and "Confederate States III%" rally at Stone Mountain Park. In Virginia, a Second Amendment Rights rally is planned on behalf of "Black Guns Matter" sponsored by the BLM757 Crew at the Capital in Richmond.

(Left Wing Extremism) #OccupyWallStreet "Tactical Briefing #1" Announces 50 Day Siege on White House Starting 17 September to Election Day (#BlackSpot Manifesto)
In an attempt to follow the Black Lives Matter (BLM) protests and subsequent "Autonomous Zones" that have popped up across the United States, former activists of the "Occupy Wall Street" have called for a fifty-day siege on the White House beginning September 17. The call to action was posted under the Ad Busters Organization website and appear to mimic Occupy's protests in New York City nine years ago on Wall Street. A wing of Ad Busters, called #BlackSpot boasts that it has 13,000 followers, describing its organization as “a global network of artists, activists, writers, pranksters, students, educators and entrepreneurs who want to advance the new social activist movement of the information age" and "spark a revolution." It's unclear where this event plans to stage at the White House since Lafayette Park has been closed to tents since July.
TRAC INCIDENT REPORT: 6 French Tourists Among 8 Killed by Gunmen on the Agadez Road at the Kouré Giraffe Reserve East of Niamey, Tillabéri Region, Niger
On 09 August, at 11:30 am local time, militants entered the wildlife reserve on motorcycles, targeting tourists and their guide who were there to see giraffes on the road that leads to Agadez. The Nigerian tour guide and driver were shot and killed alongside 6 French tourists. No group has asserted responsibility for the attack. However, Islamic State cells initiated recent attacks in Diffa, southeast Niger. In addition, in May 2019 it claimed a notable assault on a prison north of Niamey. Jihadists across the Sahel and west Africa utilize motorcycles for hit and run attacks (and a quick getaway) on villages and military installations. Noting the map that was made part of this entry, the location of the reserve lies to the east of Islamic State in Greater Sahara (ISG) known operations. It is likely that the death of tourists at the Kouré Giraffe Reserve was an attempted kidnapping gone wrong; French tourists offer a premium in ransom demands across Africa. A recent unclaimed attack in the Tillabéri region had a similar strategy, masked men kidnapped aid workers distributing food in the Makalondi Commune.

(Claim) Islamic State Central Africa (ISCA): 50 Mozambican soldiers killed on 2 attacks on barracks near Mocimboa da Praia, weapons/ammo seized.
TRAC INCIDENT REPORT: Islamic State Central Africa (ISCA) Pre-Dawn Armed Assault on Military Barracks in Mocimboa da Praia, Cabo Delgado, Mozambique
At 4:00 am, another Islamic State pre-dawn assault on outlying areas north of Mocimboa De Praia began; the target being weapons and ammunition stored in military barracks within the town. Islamic State claims to have killed 50 soldiers during the raid on military installations.
The port in Mocimboa Da Praia is an important infrastructure relating to the natural gas production facilities nearby. Islamic State has initiated assaults by land and sea on the area twice in the recent past. A house-to-house search to find militants who might have managed to infiltrate the town was conducted, but it would appear the security forces were able to stop a repeat of past assaults that caused civilians to flee en masse.
