House Bill 824 mandated a massive increase in the scope and content of the training required for those wishing to obtain a permit to wear and carry a handgun.
The original language of HB 824 placed the entire burden of developing this course on the individual instructors. Whether this was intentional or not is unknown. Not only did this create liability concerns for instructors, it laid the groundwork for a "patchwork quilt" of training courses with no consistency in course content.
2A Maryland crafted an amendment to make the Attorney General responsible for creating the course content on Maryland, Federal and case law. The amendment also made the Department of Health and Mental Hygiene responsible for the course content on suicide prevention and conflict resolution.
The Training Course linked below is the product of that amendment.
